Executive Summary
If we see the Nanital case, that is famous tourist destination in Uttarakhand. It was
badly effected by pollution. This pollution was not only air pollution but also land
and water pollution. This was a big problem faced by local community and tourists.
This pollution caused negative impact on tourism industry. Tourism was the main
source of living for people of Nanital. Pollution in this city was causing illness to local
community. It was causing serious diseases. It was big threat as people were
becoming sick day by day. It was threatened for existence of tourism in that city. This
issue was highlighted and filed.

Background/Problem
Pollution was the main problem faced by Nanital's people. Diseases including
respiratory and digestive were increasing day by day. Nanital was beautiful butterfly
and was turning into ugly caterpillar due to unethical practices of tourists. The
increased traffic caused air pollution that was causing atmosphere polluted.

Findings
 Heavy vehicles like buses on the Mall Road and the bridle paths were
releasing smoke that were making atmosphere polluted. These vehicles also
entered Malli Tal and Talli Tal Bazars. The road was not meant for such heavy
traffic as it was already been over crowded by locals and tourists strolling in
evening.
 The lake in Nanital was totally polluted. The lake water was full of human and
animal waste. The animals such as horses and cattle stand near lakes and
their waste make lake water dirty. And the tourists that enjoy boating see
Plastic-bags and other edibles.
 Hill cutting and forest destruction have been confirmed. Buildings are being
built illegally and in large numbers. The Commissioner has mentioned illegal
office construction by the State Government's Kuman Mandal Vikas Nigam
and the Lake Development Authority, which built several triple-story flats
that have been declared dangerous.
Evaluation
After seeing the problems the order was passed by Bench stated that;

 Heavy vehicles movement should be banned on Mall Road.


 Care should be taken that horses dung and animals wastes should not reach
on Lake. The horse stand was subsequently shifted far away from the main
town to its present location at Land's end. When this shifted took place and
as horse riding was very popular amongst the tourists in Nainital and much
hue and cry was raised; the horses owner pelted stones at the police.
 It is unfortunate that the horse owners lost their income, but decisions must
sometimes be made with the larger public interest in mind. I have seen less
dirtiness on the roads; previously, the roads were covered with horse dung,
which not only spreads pollution but is also a primary source of disease.

Conclusion
The "MISSION BUTTERFLY" movement was launched, calling for action from the
Nainital community. It is an integrated solid waste management programme (ISWM)
that promotes whole-of-life solid waste management with recycling and
minimisation strategies.
Recycling is the process in which biodegrade things can be used again and again and
reused. It is the process of converting waste materials into new materials and
objects.It is owned and managed by the community, which is conceptually divided
into clusters of about a thousand people.
The well-connected Women's Health Workers (ASHAs) who already work in the
community, the use of special Jumbo Bins (green for biodegradable materials, such
as composting, and blue for recycling and disposal), garbage collectors, the
availability of services for support and training, and various waste management
systems are the scheme's defining characteristics.
Waste must be gathered, separated, and managed. Composting and recycling
facilities, as well as privately owned dry storage facilities, must be used. The sale of
compost produced as a result of the collecting process as well as recyclable materials
like plastic, metal, and glass create income.
Statment of court to solve this case was as follows;
"We part with the hope that the butterfly would regain its beauty and would
attract tourists not only in praesenti but in future as well, which would happen if
the beauty would remain unsoiled. Given the will, it is not a difficult task to be
achieved; the way would lay itself out. Let all concerned try and try hard. Today is
the time to act; tomorrow may be late.”
Recommendations
The provision of membership signs (the Green Home emblem) to indicate household
and institutional support aims to promote greater involvement and the development
of community spirit. Prior to the Nainital Nagar Palika Parishad taking over
management of the Mission Butterfly integrated solid waste management (ISWM)
programme, the Lok Chetna Manch serves as the program's implementing agency
during a two-year transition period (Municipal Board).
Income generation occurs from fees collected from households, hotels and
restaurants, institutions and other waste generators; sales of compost, shredded
paper and recyclable waste (eg; plastics, glass and metals).

Implementations
Responsible tourism did begin in Nainital, but the first step was taken by the Nainital
society. We have examples such as the Delhi Metro, which is kept clean despite the
fact that it is used by thousands of locals and tourists. They never litter and stick to
the lines; these are the same tourists who litter in other parts of Delhi. Tourism is a
wonderful way to earn money, and for a town like Nainital that relies on tourism, it is
important to make the tourist a model tourist so that he enjoys visiting the town and
the town benefits from his visit.
Tourists were searched to see if they were carrying any plastic or polythene and
were asked to remove it before entering the town. It is hoped that they will
gradually become responsible tourists, and that when they return to town, they will
not bring any plastic with them. Outside vehicles were denied entry, and a new taxi
stand was built outside the town to relieve traffic congestion inside.
