1.0 INTRODUCTION
1.1 Foreword

This document represents the Sonatrach (SH) design Philosophy on potable water
for projects in Algeria.

1.2 Objectives

The primary objective of this document is to provide guidance to discipline


engineers in progressing a conceptual design through to detailed design,
based on design / operational requirements.
The goal being to ensure that CA’s design principles, goals and objectives,
and operating and maintenance requirements are incorporated into the design
and operation of the facility.
The facilities must be designed with fresh and potable water systems that
are reliable, flexible and safe to operate, maintain and suitable for human
consumption.
The systems shall be as simple as possible to achieve the required
regulations.
System design shall be based on similar, field-proven practices utilized within
similar harsh, remote desert environments. Use of proprietary process or
equipment designs should be avoided. The design shall incorporate the use of
robust process technology suitable for a desert environment. The use of
unproven equipment or process configurations is not preferred.

1.3 Scope

This philosophy describes the requirements for Fresh and Potable Water for
the CPF and Industrial Base only.
The systems shall include, but not be limited to, the following equipment:
 Electro-submersible Pumps
 Water Coarse Filter
 Raw Water Storage Tank
 Raw Water Pumps
 Fresh Water Storage Tank
 Fresh Water Storage Pumps
 Potable Water Storage Tank
 Potable Water Pumps
 Reverse Osmosis Units
 Ultra-violet Sterilization Units
 Chemical treatment/dosing units

2.0 APPLICABLE STANDARDS

The following are key standards applicable to this philosophy. Any equipment
or systems installed shall also comply with other relevant Standards,
Specifications, Industry Codes, Algerian Laws and Sonatrach Standards.

3.0 HEALTH, SAFETY AND ENVIRONMENTAL REQUIREMENTS


3.1 General

All facilities installed shall comply with the HSE Philosophy requirements in
addition to the following
:
3.1.1 Sampling points shall be strategically placed in the Fresh and Potable
Water Systems and onsite laboratory facilities provided to test/analyze the
samples.

3.1.2 All open ends on the Fresh Water and Potable Water Tanks shall be
fitted with suitable guards to prevent ingress of foreign material.

3.1.3 Potable water quality shall be in accordance with, or exceed, the


requirements of the WHO guidelines.

3.1.4 Positive segregation shall be provided on fresh and potable water


connections to avoid contamination due to backflow.

3.1.5 Drip trays/skids shall be provided under pumps to minimize spillage into
adjacent areas.

4.0 FUNCTIONAL REQUIREMENTS

4.1.1 Source Water

Several water wells will be drilled and routed directly to the CPF via dedicated
pipelines.

The characteristics of the water from these wells is given in the Basis of
Design.

The Mio-Pliocene wells will require ESP’s for lifting, therefore the Contractor
shall consider the availability of these pumps and select multiple sources to
guarantee security of supply.

4.1.2 Water Coarse Filtration

The Design Philosophy for the Coarse Filtration is given in the Design
Philosophy for Source Water Handling and Water Injection,

4.1.3 Raw Water Storage Tank

The Raw Water Storage Tank shall be sized for 7 day s consumption.

4.1.4 Raw Water Pumps

The Raw Water Pumps will take suction from the Raw Water Tank. They shall
be 2 x100% electric driven centrifugal pumps. The spare pump shall start on
loss of the duty pump.

4.1.5 Reverse Osmosis Unit

The RO unit shall be 2x100%. Common systems, such as chemical dosing,


can be 1x100% with rotating equipment spared.
The intake filtration shall be the Suppliers standard as required by the Source
Water Characteristics. Filters on each 100% train shall be spared for
maintenance and clean out. The units shall be quick release type to aid filter
change out and cleaning. The off-line unit shall have sufficient isolation
valves/spading points to allow the unit to be dismantled for cleaning while the
other unit is on-line.
The RO membrane housing shall be manifolded such that any particular set
may be isolated for maintenance whilst the package remains in operation.
Chemical injection shall be installed to meet the World Health Organization
requirements for Potable Water quality.
Water quality from the RO unit shall be monitored automatically within the ICS
at the CCR and the unit shutdown when the quality is off spec.

4.1.6 Fresh Water Storage Tank

The Fresh Water Tank shall have two compartments totally sealed from each
other to allow cleaning and testing of each without disruption of supply from

the other. Each compartment shall have a capacity equal to a minimum of 1
day of consumption based on normal operation. Sample points shall be
provided.
Provisions shall be made for cleaning of the compartments which shall include
chemical dosing.

4.1.7 Fresh Water Pumps

The Freshwater pumps shall be 2x100% electric motor driven Centrifugal


Pumps. The spare pump shall start on loss of the duty pump. The pump shall
feed the Fresh Water Storage Tank
.
4.1.8 Potable Water Storage Tank

A Tank shall be provided for accommodation or where bulk water is used


such as canteens/kitchens. Other users such as safety showers shall be
taken from a pressured system.
The Potable Water Storage Tank shall have a capacity equal to a minimum of
7 days of consumption based on normal operation.
The Tank shall be located so as to provide flow under gravity. A sample point
shall be provided.

4.1.9 Sterilization

2 x 100% UV light sterilization units shall be installed. Each shall be sized for
the peak water demand.

4.1.10 Material Selection

Materials of construction including non metallic, stainless steel and all linings
shall be suitable for the service and prevent contamination of the Fresh and
Potable water products.

4.2 Potable Water Quality

Potable Water shall meet or exceed the physical, chemical and bacteriological
quality standards set by the World Health Organization Guidelines for Potable
Water. Sampling points shall be strategically placed in the Fresh and Potable
Water Systems and onsite laboratory facilities provided to test/analyze the
samples.

5.0 SPARING AND MAINTENANCE REQUIREMENTS

5.1 General

5.1.1 Sparing requirements are identified in Section 4.0

5.1.2 The Water Treatment Skid layout shall provide adequate access and
space for operation and maintenance of the units.

5.1.3 Area/Room for the Water Treatment Skid shall have adequate access
for maintenance and movement of equipment handling. Sufficient area shall
be provided for the storage of day to day used chemicals and components.
Small work shop, shall be equipped with work bench and white boarding
storage for small hand tools.

5.1.4 If any equipment items cannot be operated or inspected from ground


level, access platforms shall be provided.

5.1.5 Local vents and drains shall be provided.

5.1.6 Reference to be made to Design philosophy Equipment Isolation, for


system isolation.

6.0 INSTRUMENTATION, CONTROL AND MONITORING REQUIREMENTS


6.1 General

6.1.1 All operations control and monitoring shall be from the local control
panel and from the ICSS at the CCR. It shall be possible to monitor the flow,
pressure and temperature.

6.1.2 All actuated valves shall be failed close.

6.1.3 Overflow to open drain, visible to operator shall be provided to each


storage tank .

6.1.4 Low level trip shall be provided to stop pumps running.

6.1.5 Remote level indication and local level gauge shall be provided to all
storage tanks.
