The Government of the Hashimite Kingdom of Jordan has arranged finance from
the Government of the Federal Republic of Germany through the
Project Description KreditanstaltfürWiederaufbau (KfW) towards the costs for implementation of the
project “Water and Wastewater Services forSyrian Refugees and Host
Communities VII / VIII”.

The objective of the overall project is to improve the water and sanitation situation
for the local (Jordanian)population and the Syrian refugees in the Northern
Governorates of Jordan: Irbid, Jerash, Ajloun and Mafraq.
The requested consultancy services are to cover, detailed design, tender
documents, assistance to tendering, construction supervision, and assistance
during defects notification period for water and wastewater improvement projects
in the designated project areas.
Requested Services
As part of the Feasibility Study, a draft Priority Projects Selection Report has been
submitted in September 2021, which is in the process of approval. It includes a
shortlist of priority projects, selected from a long-list of proposed projects for each
of the four Northern Governorates (Irbid, Jerash, Ajloun, Mafraq). Once the FS
report has been completed and has been approved, it shall be the starting point for
the implementation consulting services.

Typical works Categories that theimplementation serviceswillcover are:


1. rehabilitation and extension of water distribution works in cities and
villages;
2. rehabilitation and/or replacement of wells;
3. rehabilitation and extension of sewer systems;
4. procurement of spare parts for the Yarmouk Water Company (YWC)
which is owned by the Water Authority of Jordan (WAJ);
5. small investment measures to improve services for vulnerable

households;

The here below estimated percentage-shares of project budget, merelyserve to


give an indication of the expected volume of works under the respective
intervention Categories:
Cat.1 - water distribution works, covering works on primary and secondary water
distribution networks, pumping stations and reservoirs: est. 53% of budget.
Cat.2 - rehabilitation or replacement of wells, which require the consultant to carry
out CCTV examinations, step-tests with water quality analysis: est. 3% of budget.
Cat.3 - sewer lines, covering new construction and improvement of sewer
networks, and replacement of older sewer lines: est. 16% of the budget.
Cat.4 - spare parts needed to support YWC operations: est. 2% of budget
Cat.5 - services improvement measures for vulnerable households: est. 8% of
budget.
About 18% of the project budget is set aside for contingencies and engineering.

The project will be implemented in 2 Components:


Component 1: water supply (distribution and wells) under Cat.1 and 2
Component 2: waste water (sewer networks) under Cat.3
The provision of spare parts (Cat.4) and the measures for improving services for
vulnerable households (Cat.5), will be part of both Components 1 and 2.

Investment: Approximately €65 Million


Project Duration Approximately 50 months (incl. 12 months DLP)

The prequalification of experienced Consultants is subject to the regulations


contained in the „Guidelines for Assignment of Consultants in Financial Co-
operation Projects“ (version 02-2021) (see:https://www.kfw-

Submission for prequalification (PQ) shall include, amongst other documents:


 Audited financial balance sheets over the last 5 years;
 Minimum turn-over of 4,000,000 Euro over the last 5 years;
 10 Project references proving experience in the relevant sector and in the
region;
Mode of submission:
- 1 Original of the PQdocuments are submitted to PEA,together with 3 hard
copies and 3softcopies,
- and 1 softcopy is submitted to the Tender Agent.
