Section 7: Other Issues in Southern Region

7.1. Other Issues in Southern Region

7.1.1 Constraints in exporting power from Southern Region to NEW grid

During June-August period, there is high export requirement from SR to NEW


grid due to high RE and less demand in Southern Region. SR export has touched a
maximum of 6390 MW on 22nd May 2022.With increase of RE capacity this
export requirement is increasing every year. At present the inter regional HVDCs
are operated at following set points during peak export period.
1. HVDC Bhadrawathi HVDC – 1000 MW export
2. HVDC Raigarh – Pugalur -3000 MW Export
3. HVDC Gazuwaka (1000 MW capable) – utilized upto 600 MW in export
4. HVDC Talcher-Kolar – 1150 MW import to SR (Some times being reduced
based on real time flows in the Eastern Region).
HVDC Talcher-Kolar is being kept in import mode even during peak export
requirement of Southern Region due to constraints on eastern region side. Suitable
strengthing on ER side may be done to utilize HVDC Talcher-Kolar also in export
mode.
Similarly, HVDC Raigarh-Pugalur Bipole has import capability of 6000MW
where as in export mode the capability is limited to 3000 MW. Suitable
modifications at converter /inverter stations may be taken up for utilizing HVDC
Raigarh-Pugalur upto 6000 MW in export mode also. This will facilitate more
export from SR keeping in view of the planned RE capacity additions.

7.1.2 High loading of 400kV Raichur TPS –Veltoor S/C line

During peak RE scenario of Karnataka 400kV Raichur TPS – Veltoor S/C line
loading is touching 650-660 MW. In future, the loading on this line will increase
further due to more RE additions. Suitable arrangement of making LILO of
400kV Raichur TPS – Veltoor S/C at 400kV Raichur SS (POWERGRID) may be
planned for relieving this line loading.

7.1.3 Planning alternate auxillary supply for Lift Irrigation stations at lower
voltage levels
Telanagana substations are experiencing severe over voltage issue during low
demand periods in monsoon. The Lift irrigations pumps are generally not operated
during this period and the transmission lines connected (mostly at 400kV) to these
sations are kept in service to meet the auxillary power requirement. Due to no load
at LIS, the connected lines are under loaded and generating reactive power which
is contributing to over voltages. During no LIS load and high voltage scenario
hand tripping these lines will help in controlling the over voltages provided
alternate arrangement for meeting auxillary power requirement is available. In

view of the above, it is suggested to have alternate supply to all LIS station from
distribution level and suitable reactive compensation at all the LIS stations.

7.1.4 List of Major thermal stations without 230kV/220kV evacuation:


The following Generating stations are without 230kV/220kV connectivity,
may result in delay for extending startup supply during black start: Rayalaseema
TPP (600 MW), Hinduja TPS (1040 MW), SEIL-1 (1320 MW), SEIL-2(1320
MW), Krishnapatnam TPS (1600 MW), KTPS VII (700 MW), KTPP (1100 MW),
Vallur TPS (1500 MW), ILFS (1200 MW), CEPL (1200 MW), NCTPS-II
(1200MW), SEPC (525 MW).

7.1.5 Utilisation of Decommissioned Thermal units as Synchronous condensors:


Present installed capacity of RE in Southern Region stands to be 39 % and
Southern region has experienced maximum of 55 % RE penetration over a day
with reference to demand met. And many of the thermal units are kept in Reserve
Shut down (RSD).
According to the Flue-gas desulfurization (FGD) phasing plan,
Kothagudem thermal power station Unit-1 to Unit-8 (4x60+4x120) and Neyveli
Thermal Power Station-I (6x50+3x100) units were already decommissioned.
Shutting down of thermal units coupled with continuous increase in
amount of renewable energy into the grid might impact the system inertia. Hence,
it is proposed that Synchornous machines in decommsioned plants (NLC STG1
and KTPS STG1) may be converted into synchrounous condensers for providing
inertia and reactive support.
Considering the above issues, a study may be conducted on utilizing the
decommissioned synchronous generating units as synchronous condenser for
providing the grid inertia. In addition to inertia, these units can also be used for
providing the reactive power support (injection/absorption) to the grid which
would help the grid in maintaining better voltage profile.

7.1.6 Line differential protection for short Trasmission lines:


The Sub-Committee on Relay/Protection under Task Force for Power
System Analysis under contingencies recommended the implementation of Line
Differential Protection on transmission lines of 220 kV & above level. The above
issue was discussed in NPC and also in SRPC PCSC forum. Based on
deliberations in 59th PCSC, the forum recommended to implement the line
differential protection (valid for both existing and new transmission lines) for the
following categories:
 All 220/ 230 kV transmission lines of length < 10 km
 All 400 kV transmission lines of length < 50 km
 All 220 kV & above dedicated transmission lines of Generators
with installed capacity > 200 MW
Hence, it is suggested to bring a mandate to implement the Line
Differential Protection in new 220 kV & above transmission lines satisfying above
guidelines at planning stage itself.

7.1.7 Planning NGR Bypass arrangement for Line reactors to utilise as bus
reactors:
In the absence of sufficient reactive power management tools available at
present to address the issue of abnormal high and low voltages in the grid,
convertible line reactors would give flexibility to the operator in maintaining
voltages within IEGC band. To control the high voltages, lightly loaded lines are
being kept open and the line reactors of these lines are being converted to bus
reactors. However, due to non-availability of NGR bypassing arrangement, the
line reactors are not being converted to bus reactors.
Hence, it is suggested that all line reactors of all the new 400kV & 765kV
transmission lines should come along with NGR bypass arrangement including the
projects under TBCB.

7.1.8 Bus reactor commissioning along with First Transmission line:


Delay in commissioning bus reactors, resulting in high voltages in the grid
and warranting opening of the transmission lines. Hence, all planned Bus reactors
have to be commissioned along with the first transmission line in that substation.

7.1.9 Placement of Phasor Measurement Units (PMUs):


As part of URTDSM project phase-1, PMUs are installed at all lines in
HVDC terminal stations, 400kV & above voltage level S/s, generating station
stepped up at 220kV level & above. Phase-2 of URTDSM is already under
progress. The following also may be taken up for PMU installation (i) RE Pooling
stations, (ii) Lift irrigation buses (iii) STATCOMs buses and (iv) HVDCs etc. in
the planning stage itself.

Because of this, 220kV/66kV
Naganathapura SS was radially fed

01-05-2022 from 220kV/66kV HSR SS. As per the
GD- 0 180 GD-1
SR 14:40 reports submitted, the triggering

incident was R-Y fault in 220kV HSR
Hoody line at 14:40hrs and the line
tripped. At 14:45hrs, 220kV HSR
Naganathapura line was hand tripped
due to emergency. At 14:57hrs,
220kV HSR EPIP line tripped on R-Y
fault. Tripping of all these lines
resulted in complete outage of
220kV/66kV HSR SS and 220kV/66kV
Naganathapura SS.

incident was tracking in R-ph CT of
Bus Reactor-2 at 400kV Kalpaka SS
which was connected to Bus section-
4. Due to non-operation of Bus
reactor differential protection, BBP of
Bus section-4 and reverse zone
protection of connected lines not
operated. Fault was cleared by
tripping of the remote ends. This

in R-phase. As the fault was being
fed for 1min and 30 sec, 400/220kV
ICT-2 at Nelamangala tripped on
operation of backup Earth fault
protection, 400kV Nelamangala-
Bidadi-1 and 2 , 400kV Nelamangala-
Devanahalli and 400kV Yelahanka-
Nelamangala tripped on directional
earth fault at Bidadi, Devanahalli and
Yelahanka ends respectively. At the
same time, LBB of 400kV Mysore
Nelamangala line-2 maloperated at
Nelamangala end causing tripping of
400kV Bus-1 at Nelamangala SS.
