MEMORANDUM

SUBJECT : 3rd Progress Report re Found Dead Body

1. References:
a. 2nd Progress Report dated November 3, 2023, with subject same as
above;
b. 1st Progress Report dated October 31, 2023, with subject same as
above;
c. Spot Report dated October 30, 2023, with subject same as above; and
d. Blotter Entry no. 2023-09-4300.

2. This pertains to the found cadaver discovered on or about 7:00 AM of

October 30, 2023, along Macabud Road Sitio Calumpit, Brgy Macabud, Rodriguez,
Rizal wherein a concerned citizen reported the lifeless body of an unidentified male
victim lying on the clip grassy portion on the side of the road and covered with color
gray t-shirt on his head and hand-tied with green scarf.

3. Through series of follow-up investigations some witnesses were identified to

wit;

1.) Darwin Teope y Alisna, 18 years old, single, grade 11 student, born on July
17, 2005, and presently residing at Blk 12 L7, Phase 1D Kasiglahan Village,
Brgy. San Jose, Rodriguez, Rizal. (Classmate of the Victim)

2.) Rochell Camangian, 19 years old, single, student, born on March 13, 2004,
and presently residing at B6 L76, Phase 1D, Kasiglahan Village, Brgy. San
Jose, Rodriguez, Rizal. (Sister of the Victim)

3.) Jasmine Sabiniano y Castro, 16 years old, single, grade 11 student, born
on October 22, 2007, and presently residing at B48 L9, Phase II, Dela Costa,
Brgy. Burgos, Rodriguez, Rizal. (Classmate of the Victim)

4.) Linda Zunio y Esto, 64 years old, married, born on May 21, 1959, and
presently residing at 131 D. Marcelo St., Brgy. Rosario, Rodriguez, Rizal.
(Landlord of Maimai family)

4. Witness 1 disclosed that at about 7:15 PM, October 29, 2023, on their chat
conversation with the victim, Darwin mentioned that the victim would meet with Maimai
Cabugatan and the victim asked Darwin to wait for him at the Riverside. After 30
minutes of waiting, the victim didn't show up, so he went home. At 10:00 PM, October
30, 2023, Darwin was sending messages to the victim however the latter only seen the
messages. On October 30, 2023, Darwin found out that the victim did not went home,
so he messaged him again, and at about 1:27 PM of the same date, the victim replied
“PRE WAG NIYO NA AKO HANAPIN TINAKAS KO SI MAI NASA MALAYO NA
KAMI". Darwin revealed that the victim and Maimai Cabugnatan are classmates and
noticed that they had a relationship.
 5. Witness 2 disclosed that at about 7:00 PM, October 29, 2023 victim left their
house to meet with his classmate to finish their project. At 1:00 PM, October 30, 2023,
she received a text message from the victim saying “WAG NIYO NA AKO HANAPIN
MUNA KC TINAKAS KO SI MAI".

6. After the mysterious incident, the family searched for him and suspicious
concerns came up when they noticed that the victim's messages were different from
usual.

7. Witness 2 disclosed that the victim had a relationship with Maimai and often
brought her to their house. However, the couple's relationship is limited to their family
and close friends wherein the witness recently discovered that Maimai is a Muslim.

8. According to the group chat of their classmates, Maimai asked Jasmine

(Witness 3) for help when her older brother discovered her secret relationship with the
victim.

9. After learning about the incident, the victim's family went to Maimai's house
at around 5:00 PM on October 30, 2023. However, when they arrived, no one was
present, so they decided to leave and returned at 11:00 PM on the same date. Later on,
the caretaker told them that he saw Maimai's family leaving in a hurry.

10. Linda Zunio y Esto, the landlady of the said rented house occupied by
Maimai's family informed the landlady of their urgent return to their home province.

11. The family of the victim learned that they chatted with someone else on
the victim’s messenger personal account at about 1:00 PM of October 30, 2023,
because they already knew that the victim was found dead in the morning of October
30, 2023.

12. Witness 3 disclosed that at about 7:20 PM, October 29, 2023, she had a
chat with Maimai Cabugnatan and told her that she would meet the victim at Puregold,
Brgy. Rosario, Rodriguez, Rizal.

13. Maimai also told Witness 3 that the victim might be beaten by her brothers
if they found out about their relationship.

14. At about 9:07 PM, October 29, 2023, Maimai chatted with witness 3;
“GAGO NAHULI SI RON, “TNGINA KAWAWA SIYA NITO BE”, “NEED HELP”,
“ALAM MO NMN BAHAY NAMIN SIS DBA”, “PASABI PUNTAHAN SIYA DITO”

15. At about 9:00, October 30, 2023, Rachel Camangian (sister of the victim)
arrived at their house asking other siblings to accompany her to look for her brother.
Upon arriving at Maimai's family rented apartment and making queries to some of the
neighbors, unfortunately, they discovered that no one was present in the place.

16. Witness 4 disclosed that on December 2022 Cabugnatan’s family rented

his apartment.

17. On October 30, 2023, at 6:00 AM, Linda saw Alex Cabugnatan, Sammad
Dimasangca, and alias “Kambal” leaving the rented room. Later that day, she received a
call informing her that their entire family was hurrying to leave. At 6:00 PM of October
30, 2023, she discovered that no one was left in the house. Accordingly, the family
hurriedly packed up their belongings and immediately left the premises.

18. On October 31, 2023, at 8:00 AM, an unknown caller contacted her and
demanded that the CCTV footage be deleted. At 9:00 AM on the same date, Naira
Cabugnatan, Alex's wife, called her also demanding the same to delete the CCTV
footage. When she asked why, Naira immediately hung up and the phone number was
no longer reachable.
 19. This office is in the process of continuing to conduct an in-depth
investigation relative to the possibility of the involvement of Maimai Cabugnatan family
on the death of John Delgado y Camangian.
