Vigilance Awareness Week 2023-QUESTAINNAIRE FOR SUGGESTIONS
Vide Circular No 08/09/2023 Dated 11.09.2023 of CVC, the theme of Vigilance Awareness Week-
2023 is “भर् ाचार का िवरोध कर; रा के पर्ित समिपर्त रह” “Say no to corruption; commit to the Nation”
for bringing transparency and accountability in good governance and all around development of
country.
In light of above, the suggestion of IRCON’s employees are to be shared for implementation of
best practices for no corruption in our organization and in sensitive/Key function areas for round
the clock progress and financial growth of the Company.
The best measures/checks to avoid malpractices in any organization/company for good
functioning and productivity of Company which otherwise obstructs the development of
organization. Any improvement/suggestions/malpractices are to be shared to vigilance
department of IRCON.
The questionnaire related to sensitive/key function areas of our company for which suggestions
are invited where corrective measures may be required/ implemented to minimize malpractices
are as below for which suggestions are invited.:
1) What improvements are required in the recruitment, Promotion, Training and Performance
Appraisal system of employees in IRCON.
2) What improvements/measures are required in the tendering system for more transparency
and accountability to bidders to avoid any malpractices.
3) What measures are to be taken to avoid any award of tender/works to favourite /known
contractors/bidders. What are the checks/measures required to prevent this type of
malpractices if any?
4) What measures/checks required to avoid unnecessary/not required variations/ Non
Schedule Items in the execution of the Contracts.
5) What measures/checks/ systems required to implement Quality Assurance Plan(QAP) for
Customer/Client Satisfaction. What are the measures/Checks for implementation of QAP
at Projects? Any further suggestion is required to improve from the present ones?
6) What measures/checks/ systems required to control manipulations/tampering of
NGL/OGL (Natural Ground Levels/Original Ground Levels) from the approved
DPR/Feasibility/L-sections etc., or from the previous available data.
7) What measures/checks/ systems required for undue/extra/unwarranted/duplicate
payments to the Contractors/agencies
8) What measures/checks/ systems required to avoid malpractices in operation of CSR
works in our organization.
9) If any suggestions in any areas other than above subject for no corruption may be shared
Your innovative/corrective ideas may kindly be shared in improving organizational efficiency
and effectiveness in managing bribery risks/fraud etc.
The best innovative measures proposed shall be awarded. Innovative/corrective ideas
submitted by participants would not be disclosed.
