PREFACE

The Kenya National Examinations Council (KNEC) was established to offer examinations and
award certificates to successful School and Post School candidates. In performing this mandate,
KNEC seeks to ensure that all its stakeholders who include candidates, Head of Institutions,
Field Officers (Agents) and all other partners involved in the supervision and administration of
Examinations Projects, are well guided and informed. Over the years, KNEC has been sending
various circulars to stakeholders preceeding projects examination papers for effective
supervision and assessment. This has been time consuming, costly and prone to lack of
uniformity in implementing the circulars.

These guidelines have been produced to provide an all-inclusive reference with information on
institution-based supervision and assessment of Business and Technical projects. They will
provide candidates, project supervisors, Heads of institutions and field officers with step by

step guidelines on all the activities related to Trade and Entrepreneurial hojectq development
supervision, assessmenl submission and upload of candidates' project scores. The Projects
developed and reports written on these projects by the candidates are important components in
the assessment of Competence-Based Cuniculum for the various courses examined by KNEC.

The guideline manual is divided into Nine parts. Part One provides background information
about KNEC. Part Ttwo gives an overview of Business and Technical examinations. Part
Three provides information on projects selection and design. Part Four gives information on
project moderation and approval procedures. Part Five provides information on projects
supervision and assessment while Part Six sets out the project schedules, milestones and logs.
Part Seven provides roles and responsibilities of various players. Part Eight outlines the
records and submission of scores procedures. Finally, Part Nine has the annexes.

This manual will guide the candidates, supervisors and other stakeholders to effectively
conduct and manage Business and Technical Examinations Projects.

OVERVIEW
Th" K""y" N"ti"*t Examinations Council (KNEC) is a State Corporation whose
function is to offer examinations as stated in the fourth schedule of The Constitution
ofKenya 2010.
It was established under an Act of Parliamen! namely the Kenya National
Examinations Council Act Chapter 225A of 1980. This Act was repealed and replaced
by the Kenya National Examinafions Council Act No.29 of 2012'

1.3 Tru KIIEC MANDATE


The mandate of KNEC as outlined in Section l0 of KNEC Act No. 29 of 2012 is to:

1.3.1 Set and maintain examinations standards;


1.3.2 Conduct public academic, technical and other national examinations within
KenYa at basic and tertiary levels;
1.3.3 Award certificates or diplomas to candidates in such examinations;
1.3.4 Confirm authenticif of certificates or diplomas issued by the Council upon
employers
request by the government, public institutions, learning institutionq
and other interested Parties;
1.3.5 Undertake research on educational assessment and curriculum;
1.3.6 Advice any public institution on the development and use of any system of
assessment when requested to do so, and in accordance with such terms
and
the public
conditions as shall be mutually agreed between the Council and
institutions;
1.3.7 promote the international recognition of qualifications conferred by the Council;
1.3.8 Advice the Govemment on any policy decision that is relevant to, or has
implications on the functions of the Council or the administration of
examinations in KenYa;
1.3.9 Do anything incidental or conducive to the performance of the preceding

The core functions ofthe Council are to:

1.4.1 Develop exarnination policies, procedures and regulations;


1.4.2 Develop national examinations;
1.4.3 Register candidates for the KNEC examinations;
1.4.4 Conduct examinations and process the results;
1.4.5 Award certificaJes and diplomas to successful candidates;
1.4.6 Conduct research on educational assessment;
1.4.7 Carry out equation of certificates and diplomas issued by other credible
examining boards;
1.4.8 Conduct examinations on behalf of foreign examination boards;
1.4.9 Advise the Government and general public on matters pertaining to
examinations and certifi cation.

The Kenya National Examinations Council was established to offer examinations to
School, Teacher and Post School candidates. The examinations are categorized into
three levels as shown below:

1.8.1 SchoolExaminations

School examinations are administered at two levels:

i) The Kenya Certificate of Primary Education (KCPE) is


administered to leamers who have completed the primary
education cycle ofeight years;
ii) The Kenya Certifieate of Secondary Education (KCSE) is offered
to learners who have completed the secondary education cycle of I

These are offered to learners pursuing a career in teaching. There are

five different teacher education examinations offered in this level

ii) Certificate and Diploma in Early Childhood Development
Education (ECDE);
iii) Certificate in Special Needs Education (SNE);

1.8.3 Post School Examinations

2.0 BUSIIIESS AND TTCHMCAL EXAMINATIONS OVERVIEW


The Business and Technical Examinations are categorized under Post School
examinations.fitese are professionalexaminations offered to candidafes who have
completed'primary andlor secondry school education. The examination is offered
twice a year drning the months of Juty and Novembr/IVIarch. Starting from 2020, the
examinations will bEoffd in l\{arch and July. Examinations for all courses are
offered in both series

These examinations ale offered at the following levols:

. Single and Group; this is an e:ramination where candidates can sit for single
papers and obtain a certificate. After completion of the coutse, the certificates
are combined into three levels of Elementary, Intermediate and Advanced. With
the advanced certificale, candidates can proceed to Degree level ofeducation.

PART III

3.{} INTRODUCTION

The following are the guidelines on design, moderation, approval, assessment and

uploading of scores for Business and Technical Post Schools Examinations (PSE) projects.
These guidelines shall be used together with Annex 1 to 15. All the procedures set out in

this manual must be adhered to by all Institutions.

3.1 PROJECT SELECTION AND DESIGN


3.1.2 In the IWCET and Artisan levels, the course work project and their
instructions will be designed by KNEC and forwarded to the centres for
administration and assessment.
3.1.3 In the Craft Level, the Supervisor will design the Project to be done by the
candidates in the course. The project proposals will then be presented before
tg the Project Moderation Panel. Not more than five candidates may be assigned

the same pnrject title by the supervisor.


3.1.4 In the Diploma and Higher Diploma level, the individual candidate, with the
guidance of the Supervisor, will design the project. The project proposal of
each candidate will then be presented before the Project Moderation Panel.

3.1.5 For all the three levels (Craft, Diploma and Higher Diploma), the project
proposals should:

3.1.5.1 Have a title that is clearly and adequately stated.


3.1.5.2 Be original; not copied from an ongoing, existing or a previously
designed project.

3.1.5.3 Be cost effective; it should not make the Institution or the candidate
incur huge expenses.
3.1.5.4 Reflect the leaming experiences of the candidate as envisaged in the
syllabus in terms of the tasks to be performed, availability of resource
materials and the duration of the Project Work.
3.1.5.5 Be supervised, with the necessary guidance.
3.f.6 No candidate should carry out a project before approval of the Project
Proposal.
' 3.1.7 The candidate should maintain a project log (Appendix l2). This is a
record that captures the interaction of the candidate and the supervisor on

the progress ofthe project.


4.0 PROJECTSPECIFICATIONS

PART IV
5.0 MODERATION AI\TD APPROVAL
5.l Constitution of the Moderation and Approval Panels
5.1.1 In the Craft level Projects, the Proposal will be presented before the Project
Moderation Panel by the Supervisor.
5.1.2 tn the Diploma and Higher Diploma level, each candidate's Project Proposal will
be presented before the hoject Moderation Panel by the candidate.
5.1.3 For a candidate to carry out a project, the project must be moderated by the
Moderation Panel and approved by the Approval Panel.
5.2 The Moderation Panel
5.2.1 The role of this panel is to critique project proposals to ascertain the technical
details and aspects of the projects in relation to the course and recommend them
for presentation to the Approval Panel.
5.2.2 T\epanel should consist of at least three members as follows:
(i) The lecturer in charge ofthe course as the Chairperson'
(ii) The Project suPervisor'
(iil) Not more than three other lecturers teaching the course; one of these to
be appointed to take minutes for the proceedings.

5.2.3 Institutions will be sampled and visited by KNEC subject specialists who will
participate in the moderation panel meetings.

5.3 The Approval Panel


5.3.1 The role of this panel is to ensure:
S.J.1.1 The amendments suggested by the Moderation Panel have been effected.

5.3.1.2 The project proposal merits to proceed to the actualization stage.

53.1.3 The project is unique within the course and across departments.
5.3.2 This panel should consist of members drawn as follows:
5.3.2.1 The Respective Head of Department as the panel Chairperson.

5.3.2.2 The supervisor(s) of the projects.


5.3.2.3 At least one lecturer teaching any other course in the Institution.
5.g.2,4lecturers representing each of the courses in the department.

5.3.3 The Institution will upload the approved project titles and rationale onto the

KNEC Project Portal in Milestone I as laid out in clause 11.0.

At all levels oftraining, the Supervisor of each project will be guided by the following:

assessment.

8.2 PROJECT ASSESSMENT


g.Z.l The Project Work and project Report should be assessed by the supervisor
as per the stages in the Project Milestones. The supervisor will assess and

score each distinct sAge of the project as defined in the Project Milestone

and maintain records-

8.2.2 The supervisor should use the Projeot Assessment Guide provided by

KNEC which can be customized for scoring each type of Project Work for
a particular course. The customized Project Assessment Guide should be

made available for audit.

13.1 Role of the Candidate


The Candidate should:

13.2.1 Institutions should ensure that forms KNEC/PSE/PROJ/APP/3A and
KNEC/PSE/PROJ/APP/38 are duly filled stamped with official
Institution stamp and signed by the Examinations Officer and the Head of
the Institution.

13.2.2 The filled forms should be scanned and uploaded to the KNEC Project
Portal as soon as the approvals of the project proposals have been
completed and must be received by KNEC not later than six months
before the final stage/modulelyear examinations.

13.2.3 Only the projects whose details appear on the forms received by KNEC
will be eligible for assessment.

I3.3 ST]BMISSION OF PROJECT MARKS


13.3.1 Project marks for candidates registered for examinations in a given series
should be uploaded onto the KNEC Project Portal as per the three
Milestones depicted in the Project Schedule.
13.3.2 Scores for Milestone 1 should be uploaded as soon as the milestone is
completed.
13.3.3 The Institution will upload each candidate's project title, abstract or
executive summary alongside the marks of Milestone 2.

For craft courses, this milestone involves moderation and approval of project

The objective of this milestone is to assess the candidate's execution ofthe research
project as well as the step-by-step documentation of the process of actualization.

three parts; Milestones 1,2 and3. At the end of each milestone, the Project Supervisor
