This statutory regulation specifies the particular requirements to assess the safety of
workers against electrical hazards during building, operation and maintenance of
electrical utilities installations (transmission and distribution).
In this decree, the choice of one of the three working procedures is left to the operating
organization.

10.1.1 Arbeitsschutzgesetz
The Employees-Health-and-Safety-Act is the implementation of the EU-directive 8913911EWG
and contains the minimum requirements and principles for the identification of occupational
hazards, and for the minimizing and eliminating of risk. The act also requires employees to be
provided with the necessary instructions and for the safety and protection of their health.
10.1.2 Arbeitsstattenverordnung
The Place-of-work-regulation establishes what the employer has to take into account when
fitting out and operating places of work with respect to the safety and the protection of health of
the employees.
10.1.3 Betriebssicherheitsverordnung
This Operational safety regulation includes the requirements to ensure the health and safety of
personnel at work and adequate levels of supeIVision..
10.1.4 Elektrobergverordnung
This Part of the Mining regulation contains the official mining regulations for electrical plants
and electrical operating supplies as laid down by European and National standards and
regulations.

This Accident-prevention-regulation has been published by the German
Professional Associations. It describes the rules and requirements for safety and
health in relation to electrical installations and electrical supplies.
This technical rule applies to the assessment and justification of electrical hazards, electric
arc, electric shock, electrical magnetic and electromagnetic fields and static electricity in
connection with the provision and use of working appliances as well as the operation of plants
requiring supervision. The rule also references the measures required for the protection of
employees andlor third parties.
The technical rules (2.10.10 - 2.10.13) puts the "Operational-safety-regulation" in concrete terms
with regard to the assessment and identification of hazards as well as the use of suitable control
measures

21.1.2 Regulations
Regulations for the operation of electrical installations (FOR-2006-04-28-458) laid
down by the Directorate for Civil Protection and Emergency Planning (DSB)
28 April 2006 pursuant to § 2 of Act NO.4 of 24 May 1929 relating to Supervision of
Electrical installations and Electrical Equipment and Delegation Assignment No 1161
of 1 September 2003. The Regulations entered into force on 1 July 2006.
Tile Directorate for Civil Protection and Emergency Planning has issued guidelines to
the regulations which details the general provision and describes national practice.
The regulations refer to NEK EN 50110-1:2005 (EN 50110-1:2004) as a recognized
method to fulfill the safety requirements in the regulations.
The Regulations for the operation of electrical installations specifying the following
requirements not covered by the standard or not in compliance with the standard:
additional procedures apply for access to areas in high voltage installations where
ordinary persons (laypersons) may be exposed to electrical hazards. Special
requirements for documentation of access procedures apply;
- additional requirements for operating and disconnection activities apply in high
voltage installations. A person in control of the operating and disconnection activity
shall be nominated by the person in control of the electrical installation;
