especially the MSME in the City. The Chamber has foreseen negative outcomes
if there will be no remedies to some vague provisions of the ordinance.
APPEAL TO THE GOVERNMENT
While the purpose of the READE Ordinance is to give remedies to cushion the
aftermath of Typhoon Odette, however, we humbly appeal for the following:
1. For the business sector to maintain continuous operations during
emergencies, fuel stations must be directed to give priority to business
establishments;
2. Ample time must also be given for the business establishments to comply
with the READE Compliance Certificate requirements which includes
Signal Stations and other requirements; and
3. Provide for other remedies to establishment if found to be non-compliant
with the ordinance aside from a recommendation for closure as stipulated
in Sec. 7 (g), if none, we propose to delete this provision unless the
government has enough funding to support businesses to ease
‘compliance; and;
4. Partnership with the City government to give the business sector
fecommendatory inputs that would ease the financial burden on business
owners.
As much as we recognize laudable actions by the city government officials,
nevertheless, the most important is to help and assist Singapore-like Cebu City
would be attained public welfare.
NOW, THEREFORE, FOR AND ON BEHALF OF THE CEBU BUSINESS
COMMUNITY, THE CEBU CHAMBER OF COMMERCE AND INDUSTRY
(CCCI), conveys to the Cebu City Council its opposition to the READE
Ordinance at this point.
RESOLVED, AS IT IS HEREBY RESOLVED, that copies of this Position Paper
be sent to the Office of the Sangguniang Panlungsod signed in Cebu City, this
day of year .
