Finance Ministy Notified 7 Changes in Senior Citizens Savings Scheme Rules
On 7th November 2023, Department of Economic Affairs(DEA), under the Ministry of Finance, notified 7
changes in Senior Citizens Savings Scheme(SCSS), a government-sponsored savings instrument for individuals
aged 60 years or employees aged 55 years or more but less than 60 years.
7 Changes in SCSS:
i.Extended Time for Investing Retirement Benefits
The government has provided 3 months to invest in SCSS for individuals aged above 55 but below 60. At
present, the investment has to be made within 1 month of receipt of retirement benefits.
ii.Investment by Spouse of Government Employee
Following the change is SCSS rules, the spouse of the government employee is now permitted to invest the
financial assistance amount in the scheme.
iii.Broadened Definition of Retirement Benefits
The rule now clearly defines the scope of retiremnet benefits, any payment received by the individual due to
retirement or superannuation.
This includes provident fund dues, retirement or superannuation or death gratuity, commuted value
of pension, leave encashment, savings element of group savings linked insurance scheme payable by
the employer on retirement, retirement-cum-withdrawal benefit under Employees’ Pension Scheme
(EPS) and ex gratia payments under a voluntary or special voluntary retirement scheme.
iv.Deduction on premature withdrawal
The notification has relaxed the norms on premature withdrawals from SCSS.
Now, 1% of the deposit will be deducted if the account is closed before the expiry of 1 year of the investment.
Previously, if the account was closed before the expiry of 1 year, interest paid on the deposit in the
account was to be recovered from the deposit and the entire balance was paid to the account holder.
v.No limit on the extension of SCSS:
According to the revised rules, the account holder can continue to extend the account for ‘n’ number of block –
the block being of 3 years each. An application has to be submitted for every extension.
Prior to the notification, the extenion of SCSS was allowed only once.
The extension will be considered from the date of maturity or from the end of each block period of 3
years.
vi.Interest on Extended Deposits:
As per the new rules, While extending the SCSS account on maturity, the deposit will earn the interest rate
applicable to the scheme on the date of maturity or on the date of the extended maturity.
vii.Maximum Deposit Amount:
The maximum deposit amount in the scheme shall not exceed the allowed deposit limit.
The maximum deposit limit for SCSS has been enhanced to Rs 30 lakh from Rs 15 lakh with
effective from 1st April 2023. This was announced in Budget 2023.
Note: This is a clarificatory rule, since multiple extensions in the scheme have now been allowed.
About SCSS:
i.SCSS, lauchned in 2004, is designed specifically for senior citizens to provide them with a regular income and
secure investment opportunity.
ii.The SCSS offers a competitive interest rate, which is revised quarterly by the government.
The current interest rate is 8.20% per annum, compounded quarterly.
iii.The SCSS is eligible for tax deductions under Section 80C of the Income Tax Act, 1961. The maximum
deduction limit is Rs 1.5 lakh per annum.
Note:
SCSS is one among the 9 small savings schemes offered by the government.

On 28th June 2023, the Ministry of Finance announced that there will be no changes in the rate of Tax
Collection at Source (TCS) for all purposes under Liberalised Remittance Scheme (LRS) and for overseas travel
tour packages, regardless of the mode of payment, for amounts up to Rs 7 lakh per individual per annum.

INTERNATIONAL AFFAIRS
Union Minister Piyush Goyal attended IPEF and APEC ministerial meeting in U.S.
Piyush Goyal, Union Minister of Commerce and Industry, Consumer Affairs, Food and Public Distribution and
Textiles was on Four-day official visit to San Francisco,United States (U.S) from November 13-16, 2023. His visit
includes various official engagements of Indo-Pacific Economic Framework (IPEF) and Asia-Pacific Economic
Cooperation (APEC).
Key Highlights:
i.He participated in the 3rd in-person IPEF Ministerial meeting from November13-14, 2023.
ii.Union Minister Piyush Goyal represented India at the Partnership for Global Infrastructure and Investment
(PGII) – IPEF Investor Forum meeting on November16, 2023.
iii.Piyush Goyal, Union Minister also represented India at the APEC Economic Leadership Engagements from
15-16 November, 2023. India has been invited to the 30th APEC Economic Leaders Meeting 2023 as a Guest
Economy.
iv.During the visit, The Commerce and Industry Minister had bilateral meetings with his U.S. counterpart Gina
Raimando and addressed the key areas like: trade barriers, promote investments and fostering greater
cooperation in areas such as technology and innovation.
v.He co-chaired “India-USA Innovation Handshake Initiative” which aims to promote further innovation and job
growth, particularly in emerging technologies.
vi.The Commerce and Industry Minister also participated in the investor roundtable along with one-to-one
meetings with CEOs. He visited Tesla Factory Unit Fremont and interacted with senior executives of Tesla
Group.
vii.During his visit, he simultaneously held bilateral meetings with his counterparts of countries such as The
U.S., Republic of Korea and Singapore. He discussed potential collaboration under the IPEF, to enhance bilateral
trade and commerce, matters related to WTO (World Trade Organization) and other issues of mutual interest.
MoU on “Enhancing Innovation through an Innovation”
The MoU (Memorandum of Understanding) was signed between India and The U.S. during the roundtable titled
“Decoding the “Innovation Handshake :U.S.-India Entrepreneurship Partnership” in San Francisco ,U.S.
The event is co-hosted by the U.S.-India Business Council (USIBC) and the Confederation of Indian
Industry (CII) and National Association of Software and Service Companies (NASSCOM) and startup
India, CEOs from major ICT companies.
Objective:
i.To connects the two sides’ dynamic startup ecosystems.
ii.Address specific regulatory hurdles to cooperation.
iii.Share information and best practices for startup fund raising.
iv.Promote innovation and job growth, particularly in critical and emerging technologies (CET) under India-
The U.S. initiative for critical and emerging technology.
Significance:
The two countries collaboration work towards
to boost the economy, attract investments, and
create jobs, especially in startups focusing on
Critical Emerging Technologies (CET).
Both countries plan to organize joint events,
like hackathons and Open Innovation Programs.
There will be two events taking place in early
2024, one in India and the other in the U.S
featuring an investment forum and a Silicon
Valley hackathon.
Background:
5th India-U.S. Commercial Dialogue(CD) was held on
10th March, 2023 during the visit of U.S. Secretary of
Commerce Gina Raimondo.The event witnessed the
relaunch of CD with strategic focus on supply chain
resiliency, climate and clean technology cooperation,
advancing inclusive digital economy and facilitating post-pandemic economic recovery especially for SMEs and
startups.
It included launch of a new Working Group on Talent, Innovation and Inclusive Growth (TIIG) under
the Commercial Dialogue
About Commercial Dialogue: It is a Ministerial-level discussions between India and the U.S. to
enhance the ties between business communities. The includes government-to-government meetings
alongside private entities to boost trade and increase the investment opportunities across various
economic sectors.
IPEF Supply Chain Agreement signed by 14 IPEF Partner Countries
Union Minister of Commerce and Industry Piyush Goyal participated in the 3rd in-person IPEF Ministerial
meeting on 14th November, 2023 in San Francisco,California in U.S.The event was hosted by U.S.
During the meeting, the first-of its-kind IPEF Supply Chain resilience agreement was signed by the
minister along with ministers from 14 other IPEF partner countries. The agreement aims to make
IPEF supply chains more resilient, robust and well integrated, and contribute towards economic
development and progress of the region as a whole.
Four Pillars of IPEF:
The framework is structured around four pillars. India had joined Pillars II to IV of IPEF while it has an
observer status in Pillar-I.
i.PillarI (Trade): Aims to promote economic growth, peace and prosperity in the region.
iiPillarII (Supply Chain):Aims to make supply chain more resilient, robust and well integrated through crisis
response measures.
iii.PillarIII (Clean Economy): Aiming to boost cooperation in research development, availability, accessibility
and deployment of clean energy and climate friendly technologies.
Facilitate investment towards climate-related projects in the region.
Reduce global anthropogenic methane emissions by 2030.
iv.PillarIV (Fair Economy):
Aims to strengthen implementation of effective anti-corruption and tax measures.
Adopt measures enabling the identification, tracing, freezing and seizure in criminal or civil
proceedings consistent with United Nation Convention against Corruption (UNCAC).
APEC accounts for approximately 62% of World GDP and 48% of World Trade in 2021.

Key Points:
i.Delhi office of the Insurance Ombudsman has cleared all 5,257 complaints it received during 2022-2023.
ii.Kolkata office in West Bengal, resolved 100% of complaints in the FY23. All 3,027 complaints were resolved.
iii.Between April and October of FY24, Complaints against insurance companies in Tamil Nadu and Union
territory of Puducherry has increased by 21.6% compared with the same period in FY23.
Chennai office (TN) and Puducherry recorded 1,630 complaints during the period, which was at
1,340 in the corresponding period of FY23.
About 60% of these complaints were against health insurance companies and 40% of these were in life and
vehicle insurance segments.
Bima Lokpal Day:
Bima Lokpal Day is observed annually on November 11, to commemorate the foundation day of the Insurance
Ombudsman, an alternative dispute resolution forum set up to resolve disputes relating to insurance contracts.
The insurance ombudsman was established through a government of India notification in November
1998.

Insurance Ombudsman is a quasi-judicial grievance redressal machinery to redress complaints of insured
persons against life and non- life insurance companies.

Vir Das:
i.Vir Das shared the Emmy for Comedy with “Derry Girls – Season 3”, a United Kingdom(UK) origin web series
produced by Hat Trick Productions.
With this, he became the first Indian Comedian to win the Emmy Award.
ii.This marks Vir Das’s maiden International Emmy Award and the 2nd Emmy nomination including his
nomination in 2021 for the stand-up show “Vir Das: For India”.
Ektaa R Kapoor:
i.She received the award from Author and new age leader Dr Deepak Chopra.
ii.She became the first Indian Woman Filmmaker to win the Directorate Award.
Previously, Subhash Chandra, the founder of Zee Group, received the Directorate Award(2011) for
his contribution to India’s television industry.
Directorate Award:
The Directorate Award, one of the two special awards of the International Emmy Awards, is presented to an
organisation or an individuals for outstanding contributions over a period of time to the arts and sciences of
international television.

i.Shefali Shah was nominated under the Best Performance by an Actress category for her performance in the
Netflix series, ‘Delhi Crime Season 2.’
She lost the award to Mexican actress Karla Souza for the Mexican sports drama Dive.
ii.Jim Sarbh was nominated under the Best Performance by an Actor category for the series ‘Rocket Boys’.
He lost the award to English actor Martin Freeman for his performance in The Responder.
Special Awards: Founders Award:
British Screenwriter and producer Jesse Armstrong, Chairman and CEO of HBO and Max Content was honoured
with the 2023 International Emmy Founders Award.
He is the creator of the television drama ‘Succession’ and the co-creator of the Channel 4 comedy
series Peep Show, Fresh Meat, and Babylon.

Sujit Roy, Co-Founder of Noida(Uttar Pradesh) based BrainAlive Research Pvt. Ltd., was honoured with
National Aeronautics and Space Administration(NASA) Implementation and Advanced Concepts
Team (IMPACT) Planet Award 2023 for his outstanding contribution to the Geospatial artificial intelligence
(AI) Foundation Model project.
NASA and IBM Research collaborated to create NASA’s first open-source geospatial AI foundation
model for Earth observation data. Sujit Roy was part of the NASA’s research team.
The HLS Geospatial Foundation Model (HLS Geospatial FM) in the application of AI for Earth science
has a wide range potential applications, including monitoring natural disasters and predicting
agriculture harvests.
Sujit Roy has Research and development (R&D) experience in Machine Learning and Computational
Neuroscience in global research organizations like NASA Impact and University of
Manchester(United Kingdom).
BrainAlive AI is an AI Engine that converts raw interaction data into real-time user engagement
insights using a data transformation approach.
Prior to this appointment, Vinay Tonse was serving as the Deputy MD (Corporate Account Group) of

Key points:
i.Vinay M Tonse was recommended to the post by Financial Services Institutions Bureau (FSIB) in September
2023.
ii.The post (MD of SBI) fell vacant in June 2023 after the appointment of Swaminathan Janakiraman as
Deputy Governor of the Reserve Bank of India(RBI).

i.Vinay M Tonse joined SBI as a probationary officer in 1988 and has worked in various capacities.

i.The contract for building 8 MCA Barge was signed between Ministry of Defence (MoD) and SEPPL on February
19, 2021.
ii.Previously, Indian Navy has launched 3 MCA Barges:
1st MCA Barge Yard 75 (LSAM 7) was launched on 24 February 2023 at Visakhapatnam, AP.
2nd MCA Barge, Yard 76 (LSAM 8) was launched on 18 August 2023 in East Godavari, AP.
3rd MCA Barge, Yard 77 (LSAM 9) was launched on 22 September 2023 in East Godavari, AP.
Key Points:
i.The availability of these Barges would provide impetus to the operational commitments of IN by facilitating
Transportation, Embarkation, and Disembarkation of articles/ ammunition to IN Ships both alongside jetties
and at outer harbours.
ii.These Barges are indigenously designed and built under relevant Naval Rules and Regulations of the Indian
Register of Shipping (IRS).
iii.The model testing of the Barge during the design stage was undertaken at the Naval Science and
Technological Laboratory (NSTL), Visakhapatnam.

IMPORTANT DAYS
World Fisheries Day 2023 – November 21
World Fisheries Day is annually observed across the globe on 21st November to demonstrate solidarity with
the members of the fisher community, fish farmers and concerned stakeholders across the world.
Note:
On 16th November 2023, during the curtain raiser event,
Union Minister Parshottam Rupala, MOFADH, unveiled
the event logo which symbolizes the Indian Fisheries
Sector is achieving newer heights globally and significant
contribution of the fishers and fishermen communities in
nation building.
Key Points:
i.China remained the world’s largest seafood producer in
2022, with production estimated at 67.5 million metric
tons (MMT).
ii.Indonesia is the second-largest marine fish producer in
the world after China.
iii.India, the third-largest producer of fish, accounts to
8% to global fish production.
India’s fish production reached 162.48
lakh tonnes in 2021-22.
The top fish producing states of India(as per
ranking) are Andhra Pradesh, West Bengal, Gujarat, Kerala and Tamil Nadu.
Blue Revolution:
i.The Blue Revolution, also known as the Neel Kranti Mission, was a government initiative launched in India in
1985-1990 during the 7th Five-Year Plan (FYP).
ii.It aimed to boost the country’s fisheries sector by increasing fish production, productivity, and employment
opportunities.
iii.Hiralal Chaudhuri and Dr. Arun Krishnsnan are known as Father of Blue revolution in India.

21st November 2023 marks the observance of 27th World Television Day.
The theme for World Television Day 2023 is “Accessibility”
The theme emphasize the importance of making television inclusive and accessible to all, regardless
of ability or circumstance.
Background:
i.On 17th December 1996, UN General Assembly (UNGA) adopted the resolution A/RES/51/205 and
proclaimed November 21 of every year as World Television Day.
ii.The first ever world television day was observed on 21st November 1997.
Why November 21?
21st November was chosen to commemorate the date on which the 1st World Television Forum was held in
1996.
1st World Television Forum was held on 21st & 22nd November 1996 at the United Nations(UN)
headquarters in New York, The United States of America(USA), to discuss the growing significance of
television.
Television:
i.The term “television” was coined by a Russian scientist, Constantin Perskyi, in 1900.
ii.TV was invented by a Scottish engineer, John Logie (JL) Baird, in 1924.
iii.However the first electronic television was demonstrated by Philo Farnsworth in 1927.
Television in India:
i.India, with the assistance of the United Nations Educational, Scientific and Cultural Organisation (UNESCO),
began experimental television broadcasts on 15th September 1959 in New Delhi, Delhi.
In 1959, television broadcasting was under All India Radio (AIR), and later the television service was
separated from the AIR as Doordarshan on 1 April 1976.
Doordarshan is a Public broadcast terrestrial television channel run by Prasar Bharati, a board
formed by the Government of India (GoI).
ii.India’s first colour program broadcast was the live telecasts of the 36th Independence Day parade held on
August 15, 1982.

WHW events are annually organised by the Archaeological Survey of India (ASI) under the Ministry
of Culture, various Museums, and other heritage-conscious organisations across India.
WHW recognise and celebrate heritage sites recognised by the United Nations Educational,
Scientific, and Cultural Organization (UNESCO).
Background:
In India, WHW is a part of the promotion activities by the Government of India (GoI) to promote India’s unique
heritage for the benefit of present and future generations.
Note: UNESCO’s World Heritage Day or International Day for Monuments and Sites is annually observed across
the globe on April 18. The theme of World Heritage Day 2023 is “Heritage Changes”.
2023 Events:
i.As a part of the celebration of WHW, ASI exempted the fees of all the protected monuments in Delhi, including
Red Fort and Delhi Darwaza, Qutub Minar, etc, and in Agra, Uttar Pradesh such as the Taj Mahal, Agra Fort, etc,
for one day on 19 November 2023.
ii.On 20th November 2023, Union Minister Nirmala Sitaraman, Ministry of Finance, inaugurated the WHW
Photo Exhibition organised by ASI Trichy Circle (Tamil Nadu) in collaboration with the Thiyagarajar College in
Madurai, Tamil Nadu.
The exhibition with the theme of “Rock Cut Temples in South Tamil Nadu” (8th century CE – 13th
century CE).
UNESCO Heritage Sites in India:
i.As of 2023, India has 42 UNESCO World Heritage Sites. This includes:
34 cultural sites
7 natural sites
1 mixed heritage site
ii.The first sites to be listed were the Ajanta Caves and Ellora Caves (Maharashtra), Agra Fort, and the Taj Mahal
in Uttar Pradesh in 1983.
iii.The most recent sites to be listed were Santiniketan (West Bengal) and the Sacred Ensembles of the Hoysalas
(Karnataka) in 2023.
Monuments protected by ASI:
i.The Ancient Monuments and Archaeological Sites and Remains Act, 1958 (or AMASR Act) is an act designed to
protect ancient and historical monuments and archaeological sites and remains.
ii.So far only 3667 monuments and sites are protected by the ASI and approximately 3500 monuments and
sites are protected by the State Governments.

UP Govt Signed CSIR & DRDO as Knowledge Partners for Bulk Drugs Park in Lalitpur
The Uttar Pradesh (UP) government has collaborated with institutions like the Council of Scientific and
Industrial Research (CSIR) and Defense Research and Development Organization (DRDO) as knowledge
partners to incorporate the proposed Bulk Drugs Park in Lalitpur district, UP.
Bulk Drugs Park in Lalitpur aims to integrate technology along with research and innovation to
provide high-quality and affordable medicines and medical devices.
The UP govt has signed a Memoranda of Understanding (MoU) with 43 labs of CSIR and 46 labs of
DRDO, where research work will be done to manufacture affordable medicines.
Objective:
The collaboration aims to enhance research and innovation in the medical sector and will further enable the
development of innovative devices through new technology, allowing for quick diagnosis of serious illnesses
and ensuring proper treatment.
Other Partners:
i.Adani Gas has been chosen as the Piped Natural Gas (PNG) supply partner to create a nature-friendly zone for
Bulk Drugs Park.
ii.THDC India Limited (THDCIL) (formerly Tehri Hydro Development Corporation Limited) has been selected
as the solar power partner.
iii.Container Corporation of India Ltd. (CONCOR) has been made the logistics partner, in distributing medicines
and medical services nationally and internationally.
iv.Software Technology Parks of India (STPI) will support Industry 4.0 to establish global recognition for the
medical units in the park.
v.Invest UP has been given the responsibility for policy support so that everyone can get the benefits of the new
pharma policy of the UP govt.
Key Points:
i.Under the vision of the UP govt, Bulk Drugs Park is composed to meet international standards, ensuring
affordable healthcare solutions not just for India but for 196 countries globally.
ii.The UP govt has organised an Investors Connect webinar and signed MoUs with around 1,500 stakeholders to
make UP a hub for the medical sector with the latest technology.
Stakeholder Meeting:
i.The UP govt also organised stakeholder meetings to provide world-class facilities to entrepreneurs in Bulk
Drugs Park.
ii.The stakeholder meetings organised with about 150 stakeholders from India and abroad took place in
