Land Administration for disaster-prone and affected


areas

Background
Land administration plays an important role on promoting people’s welfare and sustainability of land
and resources attached to it. Land is already considered as a scarce resource (Ting and Williamson,
1999). Land scarcity leads to an increasing intensity of land utilisation, which further increases the
importance of land ownership (Stoter, 2004). Having been defined as a process run by government
using public and/or private agencies regarding to land tenure, use, value and development, land
administration acts as the main tools to manage the scarcity of land by regulating allocation and re-
allocation of land; access to land; land valuation and taxation, as well as land economics in general
and land development to provide the people as the beneficiary with the greatest benefit from
such a process (Williamson et al., 2010). Moreover, land administration also ensures
sustainability of land and resources attached to it as land administration acts of one of the
drivers on achievement of sustainable development goals (Williamson et al., 2010).

Furthermore, people and land administration are influencing each other. Concept of land
administration has been developed based on people-land relationship (Dale and McLaughlin,
1999). People and land are linked by means of rights, restrictions, and responsibilities (RRRs)
(Williamson et al., 2010), which is allocated and controlled by processes in land administration
(Enemark et al., 2014). On the other hand, relationship between people and land is dynamic
and may change over time (Ting and Williamson, 1999). Such a relationship is context specific
as it is varying in accordance with local culture and existing judicial law (Enemark, 2006).
arrangements in land tenure, use, value, and development may change over time because of
the dynamics of people-land relationship (Enemark et al., 2014). Therefore, land
administration may change people-land relationship, while such a relationship may also shape
land administration.

Land administration acts as one of the important process in disaster-affected areas. After the
2004’s great earthquake and tsunami in Aceh, re-planning of land use and and re-arrangement
of land tenure system, particularly due to the change of landscape and the proneness of Aceh
to tsunami, were among the first activities that were done by national and international
organizations during the transition from emergency response to reconstruction phases
(Abdulharis, 2006). Furthermore, as of the impacts of man-made disaster, rehabilitation and
reconstruction of post-conflict areas mostly requires re-introduction of secure land tenure,
land use planning, conflict resolution mechanism, transparent land market and so forth (van
der Molen and Lemmen, 2004).

Land administration also plays an important role on developing a resilient community in


conflict or disaster-prone areas. According to Cutter et al. (2008), community resilience is
related to a degree of proactiveness and positive expression of community engagement in an
event or an occurrence of a phenomenon. Community resilience may be developed using land
administration by regulating the people-land relationship particularly to reduce the likelihood
of conflict or disaster to happen and to lessen the impact of conflict or disaster, if happened.

Purpose
The objective of this course is to provide the participants with knowledge and analytical skills
in land administration in disaster-prone and affected areas.

Program Overview
The course will be executed as GD4107 Capita Selecta. The course will be a 11-day course,
which will comprise of 20 sessions, including class sessions and group discussion sessions.
Each session will be a 2-hours session. On each day during the course, there will be either 2
class sessions or a class and a group discussion. The total workload will be 60 hours, which is
equal to 3 credit units.

Class Activity
Lectures Participants attend classes where the lecturers deliver
materials on specific topics, followed by discussion sessions.

Focus Group Discussion Students conduct discussions about given tasks and compile a
report as an output.

Class Guidelines and Lecture Arrangements


The online course of ITB International Virtual Course on Land Administration for disaster-
prone and affected areas will be held on 16-28th August 2021. Zoom and Microsoft Teams
will be used to facilitate the classes Platforms. We will send an invitation to your registered
email. In order to successfully completed the course, participants need to do the following
daily activities.
1. Lectures will be arranged via zoom meeting platform; it is suggested to have one
registered zoom accounts.
2. Tasks and online discussion will be distributed and carried out via MS Teams Apps;
Students are advised to install and register themselves to the Microsoft accounts.

Course Description (Syllabus)
Module Description
Basic Concept on Land Administration and This module will provide a brief
Cadastre introduction to Land Administration. This
module will also introduce basic concept of
cadastre, including specific issues and
challenges regarding the implementation of
cadastre.

Basic concepts on Geographic Information This module will introduce Basic concepts
System and Land Administration Domain on Geographic Information System and
Model Land Administration Domain Model
(LADM).

Social Aspects of Disaster Risk Management This module will highlight the social aspect
of disaster risk management. The goal of
the provision of this module is to give a
comprehensive understanding on impacts
of disaster to people and society.

Living Together with Geological Hazard; This module will provide a comprehensive
Research on earthquake geodesy; understanding on natural geohazard, as
Landslides: Japan Experience; Risk, well as deal with issues and challenges to
Hydrometeorological Hazard, and Early cope with such a hazard.
Warning System; Disasters across the
upstream and downstream in the Eastern
Himalayan region.

Land administration for disaster-prone and This module will highlight the land

provision of this module is to deepen the
understanding on the interaction of land
administration and disaster risk
management.

Rapid mapping This module will explore rapid mapping


method for quick and efficient mapping
during emergency response and beyond.
The goal of the module is to acquire
updates on the latest raping mapping
methods and their contribution to
emergency response.
Community Disaster Resilience; Disaster This module will discuss the issues,
Management, Community Disaster challenges and solutions to build

Business Continuity Plan and District prone and affected areas.
Continuity Plan

Risk value analysis; Land Valuation for This module will identify, measure, and
disaster Risk Management mitigate various risk exposures and hazard
in disaster prone area, as well as identify
and measure the potential loss and land
valuation due to disaster.

Course Completion
To complete the program, participants shall submit a final report on a given task. Participants
that have completed the program will earn 3 credit unit under Capita Selecta Course along
with the final score.
