Site Test Procedure

1. Preparation prior to testing activities


The following precautions shall be considered:
• Safety tagging shall be implemented.
• Isolate the Area by Safety Warning Tape.
• Keep a Safe Distance from the device being tested.
• Wear Appropriate Personal Protective Equipment (PPE) prior to starting any testing activity.
• Implementation of Proper Grounding.
• Secondary side of CTs shall be short-circuited.
• Secondary side of VTs shall be opened circuit.
• Only authorized personal are allowed to access in to the fence area during the tests.
• Once the test is complete, the terminals or test plugs will be removed and the system will be
restored to operating condition.
• LBS affected by the protection relay under test should be secured.

2. Reference standard
• IEC 61869 Standard for Current & Voltage Transformers testing.
• IEC 60352-5 Standard for contact resistance test.

3. Tests Procedures

3.1 Auto recloser controller Relay:


The following steps are performed to conduct the controller Functional Test:
• Relay Visual Check
• Supply Voltage check DC/AC
• Ground connection
• CT circuit connection (as per drawing/manual)
• VT circuit connection (as per drawing/manual)
• Input and output signals (as per drawing)
• Select the proper software and connection cable according to protection relay model.
• Follow the manufacturer’s guidelines on how to carry out the following settings:
o Configuration
o Current settings
o Time multiplier settings

o Operation curves
• Relay Event Recorder should be configured.
• Make Sure that Relay LED’s Configured per each desired function
3.1.1 Measurement Check:
• Below mentioned quantities shall be calculated/ measured.
a) r.m.s phase to phase and phase to neutral voltage of all three phase.
b) r.m.s current per phase
c) Three phase active power in kW
d) Three phase reactive power in kVAR
e) Total three phase active energy in kWh
f) Power factor
g) Maximum demand
• AR and control element shall have the facility to record the number and time of outages.
The information shall be accessible locally or remotely and the following parameters shall be
recorded:
a) Cumulative total number of outages
b) Cumulative total outage duration
c) Time and duration of each outage

3.1.2 Protection Characteristics:


3.1.2.1 Fault Detection
FTU detects the Phase & Earth Fault and trip the breaker
The fastest operation time is within 45msec including auto-recloser operating time. There are 58
trip curves, which can be selected for fast and delayed operation respectively. The Curve can be
edited by using several parameters, i.e., time multiplier, time adder and minimum response time.
And high current trip element can be used for instantaneous trip. It is definite time
characteristics. During cold-load condition, pickup multiplied by cold-load multiplier. During the
cold-load condition, time-delayed curve is applied instead of fast curve. This function can be
enabled or disabled by cold-load multiplier.

3.1.2.2 Over current protection


1- Toc- Inverse Time OC:

Testing Pickup Current (With making Cold Load Multiplier=0):


• Inject current to phase A and start by value less than the Pickup Value and slowly increase until
Overcurrent trip occur.
• Stop injection by operation of output contact with injected current must be greater than or equals
Pickup Current Setting.
• Repeat the same for phase B & phase C

Testing Cold Load Multiplier=2:


• Inject current to phase A and start by value less than 800 A (Pickup Value*2) and slowly increase
until Overcurrent trip occur.
• Stop injection by operation of output contact with injected current must be greater than or equals
2*Pickup Current Setting.
• Repeat the same for phase B & phase C

Cold Load:
In Cold Load Pickup mode, without changing operational characteristics, pickup level is changed
by the times of Cold Load Multiplier (0~10) and the characteristics of time-delayed element
operate even if the setting is in the Instantaneous element. If the transient current goes down
and retrains below the pickup level within Cold Load Duration, then the normal sequence mode
is restored after Cold Load Restore Time. The Cold Load Restore Time is fixed value of 30msec.
These setting exist for both phase fault and earth fault separately, and the value ‘0’ of Cold Load
Multiplier means Cold Load Pickup Function disabled. Normaly Reclosing Sequence mode is
applied.

Testing 2nd Harmonic Block:


Inject Fundamental current to phase A more than the pickup Value and 2nd Harmonic Current to
the same phase A more than 20 % of the Fundamental current setting and Overcurrent wouldn’t
trip.
Inject Fundamental current to phase A more than the pickup Value and 2nd Harmonic Current to
the same phase A less than 20 % of the Fundamental current setting and Overcurrent would trip.

2- Fast Curve
Setting:

• Repeat the same for phase B & phase C

until Earth Fault trip occur.
• Stop injection by operation of output contact with injected current must be greater than or equals
Pickup Current Setting.

Testing Cold Load Multiplier=2:


• Inject current to single phase and start by value less than 160 A (Pickup Value*2) and slowly
increase until Earth Fault trip occur.
• Stop injection by operation of output contact with injected current must be greater than or equals
2*Pickup Current Setting.

3.1.2.4 Auto Reclosing Function:


- Inject with state sequencer from the testing device (4 states).
- Close the LBS.
- Use 2 stop contacts from the relay, one for timing and the other for measuring the dead time
of the shot.
- Put the setting for AR of 3 shots.
- State 1: Inject healthy case with CB Closed.
- State 2: Inject Over current Trip.
- Measure the trip time (Input contact-1).
- State 3: AR Shot 1 is released after the dead time, from the Indication of CB Closed
measure the dead time (Input contact-2)
- State 4: Inject the same fault value of state 2
- Measure the trip time (Input contact-1).
- State 5: AR Shot 2 is released after the dead time, from the Indication of CB Closed
measure the dead time (Input contact-2)
- State 6: Inject the same fault value of state 2
- Measure the trip time (Input contact-1).
- State 7: AR Shot 3 is released after the dead time, from the Indication of CB Closed
measure the dead time (Input contact-2)
- State 8: Inject the same fault value of state 2
- Measure the trip time (Input contact-1).
- Auto reclosing lockout and the CB will not close (No Dead time = No AR pulse)
- Repeat these states with EF protection function (refer to section for fault value)

3.1.2.5 General Specification for Protection and control functions:


• The ratio of drop off current to pick up current shall be at least 95 % for all protection functions.
• The Earth Fault (E/F) and Sensitive Earth Fault (SEF) function shall be provided with harmonic
filter /Inrush current restraint to prevent operation when harmonics are present in the primary
residual earth currents.
• All protection function i.e.: over-current (O/C), E/F and SEF shall have elements with
characteristics that comply with relevant ANSI standards or IEC 60255.
• Delayed protection operation shall be possible by selecting by selecting an IDMTL protection
element with normal inverse (NI), very inverse (VI) or extremely inverse (EI) curve.
• The sequence of trip and auto reclose characteristics for O/C, E/F and SEF shall be
programmable to enable the selection of any combination of the available elements for each trip
in the trip-and-reclose sequence.
• In case of Inverse Definite Minimum Time Lag (IDMTL) protection element, the auto recloser
(A/R) shall be provided with adequate reset timer that stimulates the resetting function of an
upstream relay. The length of time delay shall be settable so as to stimulate the upstream device.
• A zone sequence coordination (ZSC) feature shall be provided to ensure trip close sequence co-
ordination for combinations of rapid and delayed protection operations applied to series auto
reclosers. (ZSC) function shall be such that:
- An AR senses the presence of an over-current or earth fault as well as clearance of the fault by
another device and proceeds to another protection operation in its own sequence
- It proceeds in its sequence of rapid protection operation only allowing the full number of
operations to be executed for in- zone conditions.
• Loss Of Phase (LOP) protection shall be provided to ensure the protection functionality of AR as
under:
- AR should trip to lockout in case there is loss of voltage on one or two phases on the upstream
part of line.
- Facility to turn LOP ON or OFF without effecting other protection function of the device.
- The information about LOP operation in case of the protection trip shall be recorded accordingly
with indication of phase(s) causing the trip of AR. The information about LOP operation shall be
easily accessible.
• Directional blocking shall be provided to ensure the protection functionality of AR as specified
below:
- AR and control element shall be capable to detect the direction of the fault current. Minimum
time to determine fault current for O/C and E/F shall be not greater than 50 m sec. For SEF the
time to determinate the fault direction shall not be greater than 1 sec.
- Configuration for directional blocking shall include the separate settings for characteristic
angles for O/C and E/F elements.
- The directional blocking shall have the facilities to configure AR automatically to trip or block for
upstream and downstream faults. This shall be configured separately for O/C. E/F and SEF.
- The information about directional blocking operation in case of protection trip shall be recorded
accordingly in memory.

3.2 Current Transformers:


3.2.1 Visual Check
Verify that equipment’s name plates are according to the corresponding drawings.
Inspect the physical and mechanical condition of the equipment for any visual damage.
Verify correct connection of transformers with system requirements.
Verify that all required grounding and shorting connections provide contact.
Verify that all shorting blocks are in the correct position, either grounding or open, as required
3.2.2 Electrical Test
3.2.2.1 Insulation Resistance Test
The voltage shall be applied between Primary to the earth, secondary to earth and
primary to secondary according to the CT type., Apply Voltage in Accordance with the
manufacturer’s data. In the absence of manufacturer’s data, Use Table 1. The ambient
temperature shall be noted down during test.
Test Value shall be compared with the table 1

3.2.2.2 Ratio and Polarity Test:


Polarity test is to confirm the polarity marking on the CT primary and secondary and verify
it is matching with drawing. More ever it is giving an idea, how to connect the secondaries
to make the protection (like directional, differential) and metering function properly. Isolate
CT secondary from the load and make circuit connection as shown in Fig. 8.1.
This test is to ensure the ratio of CT at all taps. The circuit connection shall be made as
shown Fig 8.1. The rated primary current to be injected on primary side of CT with
secondary’s Opened as the below figure and the secondary current can be measured &
recorded for all cores.
Limits: The obtained turn’s ratio should match with rated nameplate ratio with accepted
tolerance (CT Class).

3.2.2.3 Winding Resistance Test


Theory: Resistance of any electrical circuit can be expressed as follows:
R = V/I
Where V = Applied DC voltage
I = Measured DC current
R = Calculated winding resistance in ohm.
For this test, test kit should be connected for the Secondary winding in
secondary side (S1-S2).
Test Values shall be in accordance with manufacturer’s data.

3.2.2.4 Saturation/Knee Point Test


Connect the circuit as shown in the below figure
Increase the source voltage gradually and measure the corresponding excitation current.
The linear relation between the source voltage and the excitation current will persist up to
the knee point voltage (where saturation begins)
After the saturation point with a little increase in the source voltage will rapidly increase
the current. So, the saturation point can be defined as the point where an
increasing of 10% in the source voltage will produce and increase of 50% in the existing
current.
Current transformer saturation curve is generally plotted in secondary volts VS exciting
current measured in C.T. secondary. The saturation voltage can be determined from
the curve as the cross point between the plotted curve and 45º tangent.

3.2.2.5 CT Burden Test


To ensure the connected burden to CT is within the rated burden, identified on the
nameplate. Injected the rated secondary current of the CT, from CT terminals towards
load side by isolating the CT secondary with all connected load and observe the voltage
drop across the injection points as figure 8.3. The burden VA can be calculated as
Burden VA = Voltage drop x rated CT sec. Current.
Limits: The calculated burden should be less than rates CT burden.

3.3 Voltage Transformer


3.3.1 Visual Check:
- Verify nameplate ratings are in accordance with the approved drawings and specifications.
Inspect for physical damage/ defects and mechanical condition.
- Verify correct connection of transformers with system requirements.
- Verify that adequate clearances exist between primary and secondary circuit wiring.
- Verify that all required grounding and shorting connection provided.
- Verify correct operation of VT draw out mechanism and grounding operation.
- Verify correct primary and secondary fuse rating / healthiness for Voltage transformer.
3.3.2 Electrical Test
3.3.2.1 Insulation Resistance Test:
The voltage shall be applied between Primary to the earth, secondary to earth and primary to
secondary.

Apply Voltage in Accordance with the manufacturer’s data. In the absence of manufacturer’s data,

3.3.2.2 Ratio and Polarity Test:


Polarity test is to confirm the polarity marking on the VT primary and secondary and verify it
is matching with drawing. More ever it is giving an idea, how to connect the secondaries to
make the protection (like directional) and metering function properly. Isolate VT secondary
from the load and make circuit connection as shown in Fig 8.4. Close and open the battery
switch connected on the primary. Observe the pointer is moving +ve direction, while closing
and –ve direction while opening for correct polarity.
This test is to ensure the ratio of VT. The circuit connection shall be made as shown Fig 8.4.
The injected voltage on primary side of the CT and measured voltage should be with
secondary’s Opened as the below figure and the secondary voltage can be measured.
Limits: The obtained turn’s ratio should match with rated nameplate ratio

3.3.2.3 Winding Resistance Test


Theory: Resistance of any electrical circuit can be expressed as follows:
R = V/I
Where: V = Applied DC voltage
I = Measured DC current
R = Calculated winding resistance in ohm.
For this test, test kit should be connected for the primary winding (A-N) and also in
the secondary winding (a-n).
All test readings must be converted to a common temperature base such as 25 C or the
temperature base given by the manufacturer.
The test values after temperature correction should be compared with the factory values.

3.4 Medium Voltage Load Break Switch (LBS):


3.4.1 Visual Check
- Verify that name plates are according to the corresponding drawings.
- Inspect the physical and mechanical condition of the breaker.
- Inspect the mechanical operation.

3.4.2 Electrical Test


3.4.2.1 Insulation Resistance Test
This test is performed using mugger. The insulation resistance measurements to be
done between pole to pole and pole to ground and isolating distance
(breaker in close condition). For test values, refer to table - 1.

3.4.2.2 Contact Resistance Test.


This test generally performed to measure the resistance across the vacuum interrupter.
This contact resistance will be measured by using ducter (Low resistance measuring
instrument).
The output Terminals of the ducter will be connected across the one pole of the interrupter and
the resistance across the interrupter is measured in micro or milli ohms.
This test will be repeated for other two poles. The test will be compared with the
manufacturer's recommendations.
Compare contact resistance to adjacent poles and similar breakers.
Investigate deviations of more than 50%.
