Why Philippine constitution considered as fundamental law of the land

-The 1987 Philippine Constitution considered as the fundamental law of the land it’s because, it
establishes the structure, policies or laws, roles and duties of the government employees of the
Philippines. It contains about right of the people and set of obligations to uphold social justice and
human rights.

Explain in your own way the principles and policies of the state

-Rule for me is a set of instructions that are need to be followed it is the same to laws that we have now,
laws are also set of instructions that need to be followed because if not there will consequences. Policy
is like a guideline that you can adopt, like for example a principle of a person that he/she applying to
his/her life and you’re thinking maybe it will suit to you and you apply or adopt that principle.

Why professionalism in the government service required?

-Professionalism helps separate business from personal issues, it makes a professional inline of his\her
work, it teaches the professionals to be professional. Let’s take for example a law enforcer apprehend a
guy and not expecting it was the guy who punched him way back in elementary days and he wanted to
take revenge but he cannot do such acts because of professionalism.

Why is it called ethical standard?

-It’s called ethical standard, from the word ethics it governs the moral principle of a person’s behavior
when conducting such activities, it is a well-founded standard of right or wrong that tells people what to
do in terms of obligations in the community or society.

Is a civil servant the same as servant slave?

-No, although both gives service but they only differ on willingness because civil servant is voluntarily,
they to the offices, they voluntarily surrender themselves to work, unlike servant slave they’re forced to
give services to a particular people against their will.
Explain one duties of the civil service

- A civil servant's primary job is to help the government run the country with their marvelous skills and
knowledge, create a fair and equal opportunities for all, offers variety of services, but they are also
responsible for helping deliver public services and supporting government policy. Officials also play an
important role in advising and assisting ministers and other government officials.

What is appointment to government service?

-Appointment to government service is refer to a person is systematically hired or engaged into the
government service through an appointment. Having a position assigned to you, such as by a senior
government official, is referred to as an appointment. A position of trust or power is frequently implied
by the term "office." Although it can also refer to a teaching position, "post" is typically reserved for a
military or other public position, such as a diplomat.

What is an elective public service?

-Elective public service refers to a person who is running to a particular position in the government it will
be position of the president, vice president, senator, governor, mayor, down to the lowest position. The
people of the Philippines have the right to vote and choose to who will be rightful to the position and
will serve them right, that will fulfill there promises to the people of the Philippines.

Is a police officer an elective or appointive employee?

-Police officer is considered as appointive employee of the government, people of the Philippines cannot
choose a law enforcer that they want or like because they’re not running a position in the government,
rather they voluntarily apply, surrendering themselves to serve our country, committed to their work
and being appointed to enforce law, maintain peace and public order in the community.

Do you think that a casual status worker in the government service would be called, “an employee” if
not, why?

-Casual workers are also considered as employee because they’re being hired by the employer as
replacement for permanent full-time employees who has long term absences, but they don’t get paid
during holidays or leaves. If casual workers rendered a one-year services whether continuous or not
they shall be considered as regular employees with respect to the activity they are employed and will
continue rendering service while such activity exists.
How is public trust being performed by an elective and appointive servant in the government?

-Public trust is being performed by doing this such acts, public officials and employees must always be
answerable to the public because whatever act they going to do it’s their responsibility to face it to the
people, act with patriotism and justice to serve people without discrimination, they must serve fair and
equal, and lead modest lives this means they don’t have to pre pretentious because public servants
nowadays are so arrogant that they have a lot of money from corruption from the budget. They must
also serve the public with the utmost responsibility, integrity, loyalty, and efficiency. Only few
government official who do their work with integrity, the act of being honest, because of money they
will abandon that integrity.

What is security tenure in the service as an employee or officer in the government?

-Security of tenure in the service as an employee or officer in the government is a term used to describe
a legal guarantee that a political office holder or any employees in the government is cannot be
removed from office except if there’s a valid or exceptional and specified circumstances. Under Republic
Act 6656, section one states there that the “State to protect the security of tenure of civil service officers
and employees in the reorganization of the various agencies of the National Government and of local
governments” and under section two of this act states that “No officer or employee in the career service
shall be removed except for a valid cause and after due notice and hearing”.

Explain the EO 292, Sec. 3, provided for by civil service commission.

-Under Section 3 of Executive Order 292, titled what comprises national territory, it simply explained
what comprises the Philippine archipelago, that we have a lot of islands and surrounded with salt water.
It also talks about the territories over the Philippine sovereignty or jurisdiction consist of terrestrial,
fluvial, and aerial domains, including its exclusive economic zone, territorial sea, seabed, subsoil, insular
shelves, and other submarine regions. No matter how large or small, the waters surrounding, separating,
and connecting the archipelago's islands are included in the Philippines' internal waters.

Explain the concept of professionalism.

-Professionalism is the aptitude, great judgment, and courteous behavior that's anticipated from
an individual who is prepared to do a work well and commonly caught on as an individual’s adherence
to a set of benchmarks, code of conduct or collections of qualities that characterize and acknowledged
hone inside a specific region or action. The main concept of this is be professional to your behavior if
you have personal problem don’t bring it to your work place, don’t act like a ordinary individual,
specially if you’re a law enforcer your patient is being tested when will you last, you must apply the
maximum tolerance.

Why is specialized knowledge domain in professionalism?

- To begin with and preeminent, experts are known for their specialized information. They've made
a profound individual commitment to create and progress their aptitudes, and, where suitable, they
have the degrees and certifications that serve as the establishment of this information.
A proficient must have specialized knowledge in his specific field. Typically one of the
most characteristics of a genuine proficient. In case the person has holes in his information,
the commitment, that he can make, is negligible.
Is a security of tenure in the government service, whether elective or appointment, would be consider,
would be considered as public trust or professional.

-Yes, base to the tenure in government services whether elective or appointive officials or employees
are considered as professional because being professional is not referring to a famous job with high
salary, being called a professional refers to having a special knowledge or skills that may help you to
your profession to be efficient.
