• Makes a statement about how ONE human right has developed over time 2

The right to education has been recognised over time through international and domestic
law. During the 19th century, the Industrial Revolution led to improved access to basic
education to enhance the skills of workers. In the 20th century, the international community
responded by including the right to elementary education in the Universal Declaration of
Human Rights. The right to education has been further developed in New South Wales
through the Education Act 1990 which requires students to remain in education until they are
17 years old.

• Makes a general statement about the United Nations or human rights 1

Sample answer:
The United Nations plays a significant role in the protection of human rights. The UN Security
Council can pass resolutions to allow humanitarian measures. Furthermore, individuals can
apply to the UN Human Rights Committee for a ruling when their rights under the ICCPR
have been violated. However, nations can use state sovereignty to ignore United Nations
decisions. Therefore, the UN becomes ineffective in protecting human rights, as illustrated by
the ongoing abuses of the Rohingya peoples in Myanmar. Despite this limitation, the United
Nations plays a pivotal role in encouraging nation states to protect human rights standards.
