This page transmits Revision 3 to CFM56-7B Service Bulletin 72-1033 Revision 2
dated July 27th, 2018, Revision 1 dated May 9th, 2018 and basic issue dated
April 20th, 2018.

This Service Bulletin has been revised to update the compliance chapter, to
update the references, to replace the CP2240 by a commercially available
product, to update the customer support, to update the accomplishment
instructions and to delete the appendix paragraphs; Consequently, the following
paragraphs have been updated:
- Paragraph 1.C.Compliance to update inspection threshold and to make the
difference between P-8 aircraft application and other applications.

- Paragraph 1.I.References to add reference to CFM56–7B Service Bulletin


72–1019 and to update the EASA and FAA Airworthiness Directive numbers.

- Paragraph 2.A.Material - Price and Availability to replace the CP2240 by a


commercially available product.

- Paragraph 2.B.Industry Support Information to add customer support.

- Paragraph 3.ACCOMPLISHMENT INSTRUCTIONS Steps 3.A.(2)(a) and 3.F.(3)to


replace the use of CP2240 for cleaning process by the use of dry cleaning pad
and to add a caution.

B. Description
This Service Bulletin provides a repetitive inspection of the dovetails
for Fan Blades 340-001-022-0,340-001-026-0,340-001-027-0,340-001-
028-0,340-001-029-0,340-001-036-0, 340-001-037-0,340-001-038-0 and
340-001-039-0 installed on CFM56-7B engines.

C. Compliance
Category 1.

REGULATORY ACTION: THIS SERVICE BULLETIN IS RELATED TO A FAA AND EASA


AIRWORTHINESS DIRECTIVES (AD). AIRWORTHINESS DIRECTIVES DETAILS ARE
INCLUDED IN THE REFERENCE SECTION.

Impact A.

This recommendation is to address a condition that may affect flight


safety.

(1) On 737 Commercial & Business Jet, C-40 and 737-AEWC Applications:

(a) For Fan Blades with more than 16,000 Flight Cycles Since New as
of the issuance date of revision 3 of this Service Bulletin,
perform the initial Fan Blade dovetail ultrasonic inspection
per this Service Bulletin within 1,000 Flight Cycles or before
the Fan Blades accumulates 20,000 Flight Cycles Since New,
whichever occurs first.

(b) For all other Fan Blades, perform the initial Fan Blade
dovetail ultrasonic inspection per this Service Bulletin before
Fan Blades accumulate 17,000 Flight Cycles Since New.

(c) Replacement Fan Blades must have completed the initial


inspection as per this Service Bulletin if they exceed 17,000
Flight Cycles Since New or if the number of flight Cycles Since
New is unknown, and must comply with the repetitive inspection
requirement in paragraph 1.C.(1)(d).

(d) Repeat the inspection as per this Service Bulletin every 1,600
Flight Cycles after the initial inspection.

1 For Fan Blades with more than 1,600 Flight Cycles Since
initial inspection, it is allowed to defer the first repeat
inspection to not later than November 30th, 2018.

2 If the initial Fan Blade inspection was completed before


15,400 Flight Cycles Since New, it is allowed to defer the
first repeat inspection until the Fan Blades accumulate
17,000 Flight Cycles Since New.

(2) On P-8 Applications only:

(a) Perform the initial Fan Blade dovetail ultrasonic inspection as


per this Service Bulletin before Fan Blades accumulate 6,000
Flight Cycles Since New or within 300 Fan Blade Flight Cycles,
whichever occurs the later.

(b) Replacement Fan Blades must have completed the initial


inspection as per this Service Bulletin if they exceed 6,000
Flight Cycles Since New or if the number of Flight Cycles Since
New is unknown, and must comply with the repetitive inspection
requirement in paragraph 1.C.Compliance (Paragraph 1.C.(2)(c)).

(c) Repeat the inspection as per this Service Bulletin every 500
Fan Blade Flight Cycles after the initial inspection.

1 For Fan Blades with more than 500 Flight Cycles since
initial inspection, it is allowed to defer the first repeat
inspection not later than November 30th, 2018.

2 For Fan Blades that received initial inspection while Fan


Blade was less than 6,000 Flight Cycles Since New, it is
allowed to do the first repeat inspection per paragraph
1.C.Compliance (Paragraph 1.C.(2)(a)).

NOTE 1:Refer to CFM56-7B Service Bulletin 72-0972 for definition of shop


visit.

NOTE 2:Some steps in paragraph 3.ACCOMPLISHMENT INSTRUCTIONS are
identified as Required for Compliance (RC). If this Service
Bulletin is mandated by an Airworthiness Directive (AD), the
steps identified as RC must be done to comply with the AD. Steps
not identified with RC are recommended and may be deviated from;
done as a part of other actions; or done with accepted methods
different from those given in SB if the RC steps can be done and
the airplane returned to a serviceable condition.

E. Reason

(1) Objective:

To do a repetitive inspection of Fan Blades dovetails with


ultrasonic technique.

(2) Condition:

Two Fan Blade separations occurred on a CFM56-7B with engine In


Flight Shut Down.

(3) Cause:

Investigation has identified a crack that initiated and propagated


in Fan Blade dovetail up to final separation.

(4) Improvement:

The repetitive ultrasonic inspection provides a method to detect


crack in Fan Blade dovetails.

(5) Substantiation:

Substantiation is by analysis.

F. Approval
The technical content of this document is approved by the FAA and under
the authority of DOA No. EASA.21J.086.

G. Manpower
You will need approximately two man-hours for each engine to do this
Service Bulletin. This estimation does not include the time needed to
get access to the inspection areas.

Bulletin to Fan Blade overhaul station. Use Temporary Marker, G50530
(CP5061) to put a mark on the Fan Blade where the indication is
reported, write the indication amplitude on the airfoil and in the Blade
repair order. Report this finding to your Field Support Engineer (FSE),
Customer Support Manager (CSM) or CFM Customer Support Center (CSC).

3. ACCOMPLISHMENT INSTRUCTIONS

A. Inspection Procedure: Refer to (Figure 6)

(1) Remove the Fan Blades. Refer to Aircraft Maintenance Manual, TASK
72-21-02-000-801 (Fan Blade Removal (Complete Set)) or Aircraft
Maintenance Manual, TASK 72-21-02-000-802 (Fan Blade Replacement
(Pair Blade)) or Engine Shop Manual , TASK 72-00-21-020-001 (Fan
and Booster Module - Removal).

(2) Clean and inspect the removed Fan Blades. Refer to Aircraft
Maintenance Manual, TASK 72-21-02-200-801.

CAUTION: PAY ATTENTION NOT TO AFFECT BASE MATERIAL, COPPER NICKEL


INDIUM COATING OR THE VARNISH ON IT.

(a) If necessary, a locally procurable soft bristle brush or dry


cleaning pad (refer to paragraph 2.A.Material - Price and
Availability)can be used by hand (no pneumatic or electric
tools assistance) to remove dirt build-up on Fan blade roots.

(3) RC - Do the ultrasonic inspection as follow:

(a) Personnel performing this inspection shall be certified in


accordance with one of the following:

. NAS410

. American Society of Non-Destructive Testing (SNT-TC-1A)

. Air Transport Association Specification No. 105 (ATA 105)

. COSAC

. Locally approved certification program

(b) Personnel performing this inspection shall receive practical


training in the use of this procedure and must demonstrate
proficiency in calibration of the inspection equipment,
inspection of hardware, and evaluation of indications, before
the authority to accept and reject hardware is delegated.

NOTE: Training which may be provided regarding the


performance of this inspection does not imply that the
requirements of paragraph 3.A.(3)(a) have been met.

(c) RC - Do the initial equipment setup as per paragraph 3.B.

(d) RC - Do the system calibration for dovetail concave side


pressure face inspection as per paragraph 3.C.(1).

(e) RC - Do the inspection of the affected Fan Blades dovetail


concave side as per paragraph 3.D. Refer to (Figure 3).

1 RC - If you find repeatable indication, do the indication


evaluation procedure as per paragraph 3.F.

(f) RC - Do the post calibration procedure as per paragraph 3.E.

(g) RC - Do the system calibration for dovetail convex side


pressure face inspection as per paragraph 3.C.(2).

(h) RC - Do the inspection of the affected Fan Blades dovetail


convex side as per paragraph 3.D. Refer to (Figure 4).

1 RC - If you find repeatable indication, do the indication


evaluation procedure as per paragraph 3.F.

(i) RC - Do the post calibration procedure as per paragraph 3.E.

(4) Clean the Fan Blades with Isopropyl Alcohol (CP1041) to remove
couplant.

(5) Install the Fan Blades. Refer to Aircraft Maintenance Manual,


TASK 72-21-02-400-801, (Fan Blade Installation (Complete Set)) or
Aircraft Maintenance Manual, TASK 72-21-02-900-801, (Fan Blade
Replacement (Complete Set)) or Aircraft Maintenance Manual, TASK
72-21-02-000-802, (Fan Blade Replacement (Blade Pair)) or Engine
Shop Manual , TASK 72-00-21-420-001 (Fan and Booster Module -
Installation).

(6) Record inspection data and details of Fan Blades with unserviceable
indications (paragraph 3.F.) on the inspection sheet and return

it to local CFM representative (or through a CSC case). Refer to
4.APPENDIX A: Calibration and Inspection Data Sheet.

B. RC - Equipment Setup:

(1) The instruments listed in Table 1 Table 1 are approved for use
with this procedure, but are not supplied with the inspection kit
GE-CFMI-723. Contact CFM for information regarding approval of
additional instruments.

NOTE: Refer to the manufacturer’s equipment manual for the


ultrasonic instrument being utilized for this inspection if
any questions arise about the instrument’s use.

(2) RC - Connect the ultrasonic instrument to the appropriate power


source and switch the instrument power on. Allow the instrument to
warm up for at least 30 minutes or the manufacturer’s recommended
warm up time.

(3) RC - Connect the BNC end of the coaxial cable to the ultrasonic
instrument.

(4) RC - Connect the transducer to the other end of the coaxial cable.

(5) RC - Adjust the ultrasonic instrument to the basic settings in


Table 1 Table 1.

C. RC - System Calibration:

NOTE: This inspection is performed using two different dedicated


ultrasonic transducers to direct a refracted shear wave into the
area of interest in the convex and concave side dovetail edge
of contact. The calibration routine is the same but requires a
separate calibration for each transducer prior to inspection.

(1) RC - Transducer 00-010106, Inspection of the dovetail concave side


pressure face.

(a) RC - Prepare the ultrasonic instrument and transducer as per


paragraph 3.B.

(b) RC - Apply couplant Glycerin to the concave side of the


calibration standard. Refer to (Figure 2).

(c) RC - Place the transducer on the calibration standard until it


seats properly. Refer to (Figure 3).

(d) RC - Observe the initial pulse at 0.0 on the baseline. With
transducer coupled to the part, scan the area of the Side
Drilled Hole (SDH).

(e) RC - Scan the transducer across the calibration standard


until the SDH is detected and maximize the response. The SDH
response should appear between 8.0 and 9.0 on the horizontal
baseline. Refer to (Figure 7).

NOTE: Calibration Standard Correction Factors – Because


of the differences in the response resulting from
possible variations in the fabrication process,
calibration standards may have amplitude correction
factors (equivalent responses) applied to them. The
Quality Technology Laboratory will establish these
equivalent responses by comparing the response from the
GE Laboratory Master Standard to the response from each
subordinate standard. In cases where an equivalent
response is required, this equivalent response
applies to the calibration only and does not alter the
amplitudes specified for indication evaluation.

(f) RC - With the peak amplitude displayed, adjust the instrument


gain until the response from the SDH is at 80% of Full Screen
Height (FSH) (or the appropriate correction factor).

(g) RC - Adjust the instrument probe delay so that the leading edge
of the response from the entry surface (wedge signal) is at 0.0
on the instrument horizontal baseline. Refer to (Figure 8).

(h) RC - Using the instrument range control, adjust the response


from the SDH so the leading edge is at 7.0 on the horizontal
baseline.

(i) RC - Scan the transducer back and forth on the calibration


standard to confirm that the response from the SDH is at 80%
FSH (or the appropriate correction factor).

(j) RC - Adjust the gate from 6.0 to 8.0 with the gate threshold
set to 30%. .

(k) Note and record the instrument settings on inspection data


sheet in 4.APPENDIX A: Calibration and Inspection Data Sheet

(2) RC - Transducer 00-010032, Inspection from the convex dovetail side


pressure face:

(a) RC - Prepare the ultrasonic instrument and transducer as per


paragraph 3.B.

(b) RC - Apply couplant Glycerin to the convex side of the
calibration standard. Refer to (Figure 2).

(c) RC - Place the transducer on the calibration standard until it


seats properly. Refer to (Figure 4).

(d) RC - Observe the initial pulse at 0.0 on the baseline. With


transducer coupled to the part, scan the area of the SDH.

(e) RC - Scan the transducer across the calibration standard


until the SDH is detected and maximize the response. The SDH
response should appear between 8.0 and 9.0 on the horizontal
baseline. Refer to (Figure 7).

NOTE: Calibration Standard Correction Factors - Because


of the differences in the response resulting from
possible variations in the fabrication process,
calibration standards may have amplitude correction
factors (equivalent responses) applied to them. The
Quality Technology Laboratory will establish these
equivalent responses by comparing the response from the
GE Laboratory Master Standard to the response from each
subordinate standard. In cases where an equivalent
response is required, this equivalent response
applies to the calibration only and does not alter the
amplitudes specified for indication evaluation.

(f) RC - With the peak amplitude displayed, adjust the instrument


gain until the response from the SDH is at 80% of FSH (or the
appropriate correction factor).

(g) RC - Adjust the instrument probe delay so that the leading edge
of the response from the entry surface (wedge signal) at 0.0 on
the instrument horizontal baseline. Refer to (Figure 8).

(h) RC - Using the instrument range control, adjust the response


from the SDH so the leading edge is at 7.0 on the horizontal
baseline.

(i) RC - Scan the transducer back and forth on the calibration


standard to confirm that the response from the SDH is at 80%
FSH (or the appropriate correction factor).

(j) RC - Adjust the gate from 6.0 to 8.0 with the threshold at 30%.

(k) Note and record the instrument settings on inspection data


sheet in 4.APPENDIX A: Calibration and Inspection Data Sheet.

(1) RC - Prepare the transducer being used as per paragraph 3.C.

NOTE: Due to Fan Blade variability, it may be necessary to add 6


dB of gain above the calibration sensitivity for inspection.
This additional gain can be added at the operator’s
discretion to visually determine there is enough ultrasonic
background noise present during inspection to make sure that
the probe is coupled to the Fan Blade dovetail properly.

(2) RC - Position the Fan Blade so that the dovetail root is accessible
for the side being inspected.

(3) RC - Beginning at the leading edge of the Fan Blade Dovetail


root radius apply couplant Glycerin from the leading edge to the
trailing edge.

(4) RC - Place the transducer being used on the dovetail area near the
leading edge until it is seated properly.

CAUTION: EXCESSIVE COUPLANT MAY ACCUMULATE IN FRONT OF THE TRANSDUCER


AT THE EDGE OF THE PRESSURE FACE AND CAN CAUSE IRRELEVANT
INDICATIONS TO APPEAR IN THE INSPECTION ZONE. IF THIS
HAPPENS, REMOVE THE EXCESS COUPLANT WITH A CLEAN CLOTH.

(5) RC - With the transducer seated properly, slowly scan the


transducer assembly towards the trailing edge until the transducer
is slightly off the edge of the Fan Blade. Use the centerline of
the assembly for visual reference. This can also be identified by
monitoring the noise signals on the instrument display. Scan speed
should be approximately 1/2 inches per second (1.27 cm per second).
Refer to (Figure 5).

(6) RC - Add 6 dB of gain for inspection sensitivity if necessary.


(Calibration Level +6 dB).

(7) RC - Reverse the direction of the scan and continue scanning


towards the leading edge of the Blade. Continue until the complete
dovetail is scanned.

(8) RC - Continue until the two scans have been made across the area
of interest.

(9) RC - Monitor the instrument for any indication that is equal to or


exceeds 30% FSH in the inspection zone.

(10) RC - Evaluate repeatable indications which are equal to or exceed


30% FSH and are in the gated region of the instrument display as
per paragraph 3.F.

(11) Upon completion of the inspection area, document the results
on the inspection sheet in 4.APPENDIX A: Calibration and
Inspection Data Sheet . For all initial inspections per
this Service Bulletin, send the completed inspection sheet to
cfm56_fanbladeinspection.sae@safrangroup.com.

E. RC - Post Calibration:

(1) RC - A calibration check shall be performed upon the completion of


paragraph paragraph 3.D., whenever any system component or operator
is changed, at least once every hour.

(2) RC - If necessary, remove the additional 6 dB of gain added for


inspection sensitivity as per paragraph paragraph 3.D.(6).

(3) RC - If the response from the SDH repeats to within +/- 10% FSH
of the initial calibration amplitude, the calibration check is
acceptable.

(4) RC - If the amplitude from the SDH response has decreased more than
10%, the system must be re-calibrated and all hardware inspected
since the last acceptable calibration must be re-inspected.

(5) RC - If the SDH response has increased by more the 10% FSH, the
system must be re-calibrated prior to inspection of additional
hardware and any rejected hardware must be re-inspected.

F. RC - Indication Evaluation:

(1) RC - Any indication(s) that equals or exceeds 30% FSH and is in the
gated region of the instrument display shall be evaluated.

(a) RC - For indication evaluation, all evaluations shall be


performed at calibration sensitivity. (If 6 dB of gain was
added during inspection make sure it has been removed from the
inspection sensitivity before performing calibration).

(2) RC - Perform a post calibration check as per paragraph 3.E.

CAUTION: PAY ATTENTION NOT TO AFFECT BASE MATERIAL, COPPER NICKEL


INDIUM COATING OR THE VARNISH ON IT WHEN CLEANING.

(3) RC - Clean the area of indication by hand with dry cleaning pad
(refer to paragraph 2.A.Material - Price and Availability). Wipe
with a clean cloth dampened with an approved solvent and re-inspect
the area. If the indication is reduced to below 30% FSH, it shall
be considered acceptable and noted. If not, continue to evaluate
the indication as detailed below.

(4) RC - Re-clean and re-inspect the area as described in paragraph
3.D. The following shall apply:

(a) RC - If the indication amplitude falls below 30% FSH, the area
shall be considered acceptable and noted

(b) RC - If the indication amplitude is reduced but still equal to


or greater than 30% FSH, re-clean and reevaluate the area.

(c) RC - If the indication amplitude cannot be reduced to below 30%


FSH, the indication shall be considered valid and the Fan blade
unserviceable per this procedure.

1 RC - Fan Blades unserviceable per this procedure must be


removed from engine. Contact CFM for further instructions
on removed hardware. Refer toparagraph 2.D.Disposition of
Parts.
