Safe manning refers to the number of seafarers with qualification, experience,

familiarisation with the ship and especific waters of work, like the polar ones, necessary for
the safety and security of the ship, crew, passengers, cargo and marine eviroment.
The safe manning highlights that each seafarer must have the standard of competence
required for their capacity, has received refresher and updating training as required by
STCW Convention, has the medical fitness required, can effectively cooperate with others in
emergency situations is in accordance with the written instructions provided by the
company, familiarised with the specific duties related to their capacity, the vessel, the
shipboard equipment, operating procedures, safety arrangements, life-saving equipment
and duties to be performed in emergency situations. The company shall ensure that a crew
member is a qualified electrical officer if the electrical installations on board so require and
that there shall be a three-clock system in the deck and engine departments if conditions of
the ship so require.
