1.0 INSTRUCTIONS TO TENDERERS

NNPC E&P Limited, a company registered and existing under the Laws of the Federal
Republic of Nigeria, with its registered office at Ogba Road, Benin City, (hereinafter referred to
as “Company”), has a requirement for “Provision of a Swamp Rig”.

2.0 PREPARATION OF TENDER

2.1 The Tender shall be prepared and submitted in strict accordance with the Invitation to Tender
documentations as contained in:
a. The Instructions to Tenderers’
b. Scope of Work - Appendix I
c. Tender Return Slip – Appendix II
d. Form of Acknowledgement Appendix III
e. Form of Commercial Tender – Appendix IV
f. Commercial Template - Appendix V (Uploaded on the NipeX JQS Portal)

2.2 The Commercial Tender shall be prepared and submitted in strict compliance with the Tender
Document. Partial or incomplete Tenders received after the Tender submission date/time would
be rejected.

2.3 Tenderer is required to provide a Form of Commercial Tender accompanied by full and complete
details of the Commercial bid as specified in the Template. It is mandatory for Tenderer to quote
for every line item. Quotation submitted not in line with the attached commercial template will
be treated as a non-compliant bid and will not be considered.

2.4 Tender validity period shall be valid for a minimum period of One Hundred and Eighty Days
(180) from the due date of submission of the Commercial bid.

3.0 EXAMINATION OF TENDER DOCUMENT AND ACKNOWLEDGEMENT

3.1 Company may modify any part of the Tender Document at any time prior to the tender
submission due date. Modifications will be made in the form of addenda to the Tender
Document and will be transmitted simultaneously to all Tenderers via mail or through the NipeX
JQS Portal.

3.2 Tenderer is responsible for examination of the Tender Document and addenda and for satisfying
itself in all respects as to the content and nature of the documents and in general to have obtained
for itself all necessary information as to risks, contingencies and all other circumstances that
may, in any way, affect the performance of the Work.

3.3 Should the Tenderer find discrepancies in or omissions from any part or has doubt as to the
meaning or intent of any wording contained in the Tender Documents that it considers will
influence the satisfactory performance of the Work or should any other question arise, Tenderer
shall seek clarification in writing through the office of the Procurement Manager, Logistics &

3.4 All such written communication must be specific to this Invitation to tender only and must make
clear reference to the allocated and the Tender Title and must reach him at least two (2) working
days before the closing date of the tender.

3.5 Where there are computation errors either in the rates in the tender sums, sub-total or overall
total, such errors shall be corrected, and the tender adjudged on the corrected tender sums. In the
event of any conflict arising from disparity between prices written in figures and words, the
prices in figures shall be applied.
4.0 SUBMISSION OF COMMERCIAL BID DOCUMENT
4.1 Completed COMMERCIAL BID documents should be submitted through NIPEX Portal on or
before on or before Friday, August 25, 2023, by 16:00 Hours.

APPENDIX I: SCOPE OF WORK

The scope of works for the Provision of a Swamp Rig shall include all works and services necessary
for and incidental to, but not limited to the following:
 The Swamp Rig should be fully capable of working in Nigeria Swamp Operational conditions,
with minimum negative impact on the environment and strict compliance to Health and Safety
of all concerned in the activities.

 Drilling, completion, testing and workovers of development, exploration, and appraisal wells in
the NEPL concession area of operation on a 24hours/7days basis.
 Mobilization of Rig from point of origin to first Well site.

 Demobilization of Rig from last operational location.
 Provision of all required equipment, competent and fully certified personnel for Swamp Rig
operations.
 Provision of catering and camp operations for Rig personnel.
 Provision of any other services associated with the service that may be required from time to
time.
 Any other relevant works necessary for the successful performance of the contracts to the
satisfaction of NEPL.
 Submission of a close-out report at the completion of the Contract along with the final payment
documents to NEPL.
 Strict adherence to all safety requirements and regulations thereby guaranteeing maximum
safety to all field personnel at

COMMERCIAL TENDER FOR PROVISION OF A SWAMP RIG

Having examined the tender documents in relation to the provision of the above service, we the
undersigned, offer to carry out the entire Works/Services in conformity with the specifications, Scope
of Works and commercial pricing template as contained in the tender documents.

1. We agree to abide by this tender for the period of One Hundred and Eighty (180) days from
the date fixed for receiving the same and it shall remain binding upon us and shall be accepted
at any time before the expiration of that period.

2. We agree that this Tender remains open for consideration unless and until a formal
Agreement between NNPC E&P LTD and us is executed, or the contrary is expressly stated
in any other document.

3. We agree that NNPC E&P LTD Limited is not obliged to accept our proposal or any other
Tender that is received.

4. We agree that should the Tender Forms be improperly completed or incomplete, the NNPC
E&P LTD shall have the right to disqualify this Tender.

5. We agree that the terms and conditions of the Agreement shall be since an executed Contract
between NNPC E&P LTD and the approved Tenderer.
