PCA-Human Resource Frame Worksheet


Worksheet Objectives:
1. Describe the human resource frame
2. Apply the human resource frame to your personal case situation

Complete the following making sure to support your ideas and cite from the textbook and other
course materials per APA guidelines. After the peer review, you have a chance to update this and
format for your Electronic Portfolio due in Module 6.

1) Briefly restate your situation from Module 1 and your role.

I was employed with the organization for 20 years in which during the time I held

different positions including Administrative Aide, Coordinator, Facility & Program

Supervisor, and Recreation Superintendent. There were three departments total that I worked

in throughout my time with the City of Lynwood. For this assignment I will concentrate on

the importance of employment retention and lack of Human Resource

leadership/responsibilities. A very tragic situation took place in the organization that, due to

lack of Human Resources leadership responsibility, there was a loss of life.

2) Describe how the human resources of the organization influenced the situation.

The Human Resources department in any organization should be a safe haven for

employees. Human Resources should be a place where an employee can seek assistance,

guidance, and help. When an HR department or personnel fail to put the safety of its

employees first this can become catastrophic. In my case that is exactly what took place. The

warning signs were there but nothing was done as preventative measure.

The human resources of the organization influenced the situation by first not taking the

appropriate measure of conducting a thorough background check on an employee. Second

employees had previously complained about the employee that he was not only being hostel

but creating a hostile work environment. Employees believed he had slashed the tires of

multiple vehicles that belong to employees but the city did not have cameras installed outside

their facilities. Third, police authorities from Northern California contacted the city to inform

them that there was an employee with a warrant out for his arrest and instead of contacted

local authorities to turn him in they gave him an opportunity to explain what had happened.

3) Recommend how you would use the human resources for an alternative course of
action regarding your case.

An alternative course of action I would recommend would be to change the hiring

process for employees including those in a leadership capacity. The Human Resources

Director who was filing the capacity during the time of this unfortunate situation was placed

there because it was a family friend of an elected official. The director also had never held a

director position or even an upper level management position before being hired with the

city. As stated in our text book turner over hurts performance because of newcomers’ lack of

experience, lack of skills, and lack of local knowledge increases errors and reduces efficiency

(Bolman, & Deal, 2021, p. 118).

Another alternative I found within the human resources frame would be promote from

within. During the time of this incident we had a human resources analyst who had been with

the city for well over 20 years. I actually had a nickname for her “The HR Guru”. This

woman was so knowledgeable about human resources management, policies and

negotiations. She went back to school in hopes of someday becoming the director of the

department just to continue to be overlooked to this day. This employee was not only well

versed in human resources she had institutional knowledge that did not come with an outside

hire.

4) Reflect on what you would do or not do differently given what you have learned
about this frame.

If I were the one in a leadership role during this situation I would have done several

things different. For starters I would change a few human resources hiring policies. One

would be that during an employment recruitment session, if we had three potential internal

candidates, they would be given a hiring opportunity before venturing outside the

organization to recruit. I’ve seen other cities implement this policy. This encourages the

organization to higher within and invest in its employees.

Promoting egalitarianism would be another avenue that I would venture in this situation.

We previously had a City Manager would make sure to include employees in the hiring

process of a manager or department head. He believed it was crutial to receive input from

those who would be working with the new hire closely. I find this practice to be inclusive

and motiving for employees. This provides another course to employees to feel empowered

that their voice matters when the city is making big decisions.
