Promotion Committee, and with the approval of the competent authority
viz Deputy Director General (Admn), Pakistan Post Islamabad, Mr.

Islamabad is promoted to the post of Superintendent (BS-16) Dte-
General, Pakistan Post, Islamabad on regular basis with effect from the

I. NOTIFICATION OF REVISION OF TARIFF (FEE) OF


URGENT MAIL SERVICE UMS (LOCAL AND CITY- TO –
CITY FOR WALK-IN CUSTOMERS.

In pursuance of the approval accorded by the Pakistan Postal


Services
Management Board in its 46th meeting held on 9th March, 2020 under the
provision of Section 16 (3) of P.P.S.M.B Ordinance, 2002, I am directed
to notify the revised tariff (Fee) of Urgent Mail Service (Local and Citi-
to-City) for walk-in customers. The following fee will be charged with
effect for 1st June, 2020:-

Articles. The distribution plan of incentive will be communicated
separately.

4. This supersedes the tariff notified vide this office letter No. EP.
1-31/2007 dated 14-03-2008 and 17-03-2008.

UMS ENVELOPES WITH (4) FOUR DIFFERENT SIZES.

A work order has been placed for printing and supply of 2,000,000
(Two Million) UMS envelopes with (4) four different sizes to M/S
Pakistan Post Foundation (Press Division), Islamabad. The vendor will
supply these envelopes to the respective Postal Stock
Depots as detailed below

2. Please accept the consignments to be delivered by the Vendor after proper Counting in
the prescribed manner.

3. These envelopes may be supplied to the GPO’s Express Post Centers, Post Malls /
important Sub Post Offices in accordance with their anticipated consumption. The envelopes
will be sold to general public at the postal counters authorized to book UMS articles
by realizing the cost as mentioned below:-

4. ACCOUNTS AND OPERATIONAL PROCEDURE FOR SALE OF


ENVELOPES.

The following accounting and operational procedure is prescribed for sale of UMS
envelops:-

(i) UMS envelopes will be sold to general public at the GPOs, Express Post
Centers, Post” Malls and important Sub Post Offices counters after realizing
prescribed stationary charges as delineated under para 3 above.

(ii) The existing Accounting Procedure applicable for sale of UMS envelopes
circulated vide this office letter No. EP. 1-7/2009-I dated 2nd June, 2010 shall
continue to be followed for sale of UMS envelopes.

(iii) The sale price (stationary charges) of each size of UMS envelops shall be
realized in cash from the users of the service.

(iv) The UMS envelopes may be treated as an addition of existing UMS envelopes
available in post offices with printed stationary charges thereon.

(v) According to the existing Accounting Procedure the postage realized/ postal
stationary charges are being taken as part of cash in H.O Summary.

(vi) The supply of UMS envelopes may be made to the designated post offices in
the usual manner by providing the following details from Treasury Branch of
the concerned GPO and Sub Post Offices under their account jurisdiction:-

a. UMS envelopes with stationary charges of Rs. 5/ (24cmx11cm) …… No.


b. UMS envelopes with stationary charges of Rs. 10- (28cmx14cm) No.

c. UMS envelopes with stationary charges of Rs. 15/- (31cm x 20 cm) …………….. No.
d. UMS envelopes with stationary charges of Rs. 20- (37cm x 27 cm)………. No.

(vii) The amount received on account of sale of UMS envelopes as stationary charges
including postage affixed thereon shall be added in postage revenue as is being
done in case of UMS envelopes already supplied (postage charges + stationary
charges).

5. On exhausting the stock of UMS envelopes, the Circles may please furnish further
indents to Express Post Branch, Directorate General, Pakistan Post Office, Islamabad for
printing of required number of envelopes.

6. If any type of envelopes or packing material other than that is presently supplied by
this office is also felt necessary to facilitate postal clients, the same may also be proposed to
this office for bringing improvement in customers’ satisfaction.

7. If must be ensured that UMS envelopes are not misused/ damaged being accountable
items.

POSTAL SAVINGS, AGENCY FUNCTIONS AND SPECIAL
FINANCIAL SERVICES

I. REVISION IN RATES ON NATIONAL SAVINGS SCHEMES (NSSs).

Kindly find enclosed copy of CDNS letter No. 1.12 (2) PS (PD&M)-Rates Notifi
{64}/2020 dated 02-06-2020 along with Finance Division’s Notifications Nos. 1.20(1)GS-
1/2016-692 to 695 & 693 dated (12-06-2020 regarding revision in rates of SSCs, DSCs, SSAs
& SBAs (Ord) with effect from 2nd June, 2020 till further notification.

2. In view of the above said revision in the rate of profit, it has been decided that the
existing stock of blank Regular Income Certificates and Defence Saving Certificates, may
now be used by affixing rubber stamp on top left corner containing the words “Issue 52 Issue
50 and Issue 49” respectively. Moreover, rubber stamps containing the revised rates may also
affixed on all the Certificates invariably before their issuance. Till preparation of the rubber
stamps for the purpose, the above words and revised rates be written in bold letters in red ink
on the reverse of the certificates. Further, copies of Finance Division’s Notifications of
revised rates on National Savings Schemes must be placed at prominent place/ Notice Board
of all GPOs / HPOs / POs for information or general public / investors.

3. The Postmasters General, / Dy. Postmasters General and the Inspection Authorities are
requested to check compliance of the above instructions during their visit GPOs / HPOs /
POs.

Subject: - REVISION IN RATES ON NATIONAL SAVINGS SCHEMES (NSSs).

The undersigned is directed to enclose copy of the Finance Division’s Notification


Nos. F.20 (1) GS-1/2016-692,693,694,695, 696,697,698,699, and 700 dated 2nd June, 2020
regarding revision in the rates of SSCs, RICs, BSCs, PBAs, SAs, SFWAs and STSCs
respectively effective from 2nd June, 2020 till any further revision.

2. In view of the above said revision in the rate of profit, it has been decided that the
existing stock of blank Special Savings Certificates (Registered), Regular Income Certificates
and Defence Savings Certificates, may now be used by affixing rubber stamp on top left
corner containing the words “Issue 50” and “Issue 49”, respectively. Moreover, rubber
stamps containing the revised rates may also be affixed on all the Certificates invariably
before their issuance. Till preparation of the rubber stamps for the purpose, the above words

S.R.O (1)12020. In coercion of the powers conferred by sub clause (1) and (2) of
clause ( e) of rule 36-E the Post Office Savings Bank Rules, the Federal Government is
pleased to direct that the rate of profit payable on the deposits made in Special Savings
Accounts with effect from 24th April, 2020 till further notification shall be as follows:-

1. Rate of profit applicable on accounts opened in terms of rule 36-E of the
aforesaid Rules:

(Z 33) On deposits (principal amount) made with effect from 2nd June, 2020 till further

(i) For each of the first five periods 3.55% per half year
Of completed six months, (7.10% per annum)

(ii) For the last period of completed 3.70% per half year

2. Finance Division has directed to implement Honorable Lahore High Court’s Order
dated 17-02-2020 in accordance with Finance Division’s O.M dated 15-06-1994 specially
with reference to clause 7 & 8 not only to the extent of the petitioners but also to all the
similarly placed persons according to their eligibility criteria.

3. The policy of 1994, contained in Para 7 & 8 of Finance Division’s O.M. No. F. 1 (2) –
imp / 94 (i) dated 15th June, 1994 has allowed the following benefits to all the pensioners:-

Para-7. Pension & Retirement Benefits: - In case of person retiring from 01-
06-1994 onwards in BPS 17 to 22, pension will be recalculated on 01-
06-1995 on the basis of pay re-fixed with 35% increase in the pay in
the second phase. New pension will however be admissible from 01-
06-1995 and no arrears will be admissible.
Para-8. The following relief to the widows, dependents, retarded and
incapacitated children and invalid pensioners shall be allowed w.e.f 1st
June, 1994:-

i) Restoration of commuted value / Gratuity portion of families on


completion of required period.
ii) Grant of family pension to dependent disable/ retarded children
for life without any age limit.

02-2020. In writ petition No. 9189- 2020. The Controller General of Accounts is requested to

2. For purpose of clarity, it is highlighted that Finance Division, vide para 7 &8 of its
O.M. No. F. 1 (2)-Imp/94 (i) dated 15th June, 1994 has allowed the following benefits to all
the pensioners:-

Through this constitutional petition the petitioners have sought a direction to


respondent No. 4/Accountant General

Pakistan Revenue to pay the pension to the petitioners as per the provisions of
pay scale 1994 with all back benefits, with a further direction that pay scale
2001 is not applicable upon the right of the petitioners since they retired under
the above said pay scale of 1994, with yet another prayer that the periodical
increases may also be granted after including the commuted portion of
pension and the pension be revised with the periodical increases on gross
pension.

2. Brief facts giving rise to the filing of this writ petition are that the petitioners
joined the Pakistan Rangers and retired as Inspectors on different dates and the thereafter,
started drawing pension as per rules and regulations. A 50% of the pension was commuted in
accordance with the pay scales 1994. On 04-09-2001, the Ministry of Finance Islamabad
issued an O.M. No. F. 1 (6) Imp/2001 pertaining to Revision of Pay Scale and Fringe Benefits
of Civil Armed Forces Personal 2001 through which the mode of increase of pension from
gross to net was introduced. The grievances is made out that the petitioners fall in pay scale
1994 but since December 2001, all increases in their pension were made under pay scales
2001 illegally and unconstitutionally and without lawful act depriving the petitioners from the
legitimate financial dues.

3. The learned Deputy Attorney General who has entered appearance on court’s
call while referring the order dated 02.03.2018 passed by this court in W.P. No. 17991-2016
submits that the benefits announced in 1994 pay scales to all the pensioners whether retired
prior to 1994 or after 1994 are entitled to all such benefits available including the petitioners
if they fulfill the criteria. It was further stated that the pensioners retiring from 01-06-1994 in
BPS 17-22 will be granted the pension calculated on 01-06-1995 on the basis of pay re- fixed
with 35% increase.

5. Since the stand of the petitioners in the prayer clause has been admitted to the
extent that they are entitled to the benefits for the purposes of pension announced in 1994 pay
scales whether retired before 1994 or afterwards, therefore, this petition is disposed of in
terms of order dated 02-03-2018 passed in W.P. No. 17991-2016 titled “Kazim Hussain,
Inspector Pakistan Rangers ( R) Vs. Federation of Pakistan etc.” with a direction to
respondent No. 1 to implement and follow the office memorandum dated 15-06-1994
especially with reference to its clause 7 & 8.
