2. I. Purpose
II. Situation
San Francisco, officially the Municipality of San Francisco (Cebuano: Lungsod
sa San Francisco; Tagalog: Bayan ng San Francisco), is a 1st class municipality in the
province of Agusan del Sur, Philippines. According to the 2020 census, it has a
population of 80,760 people.
The town serves as the center of trade and commerce in the province of Agusan
del Sur. In 2013, San Francisco topped first as the "Most Competitive Municipality in
the Philippines in 2012" according to the National Competitiveness Council (NCC)
from out of the 163 first-class municipalities covered by their index.
The birth of San Francisco is associated with the history of Agusan and Surigao
del Sur. Before San Francisco became a municipality, it was part of the District of

Gibong, which was then governed by Deputy Governor Francisco Cataylo. During this
period, the district comprised the barrios of Santa Ana, Caimpugan, Ebro, Borbon, La
Caridad, Prosperidad, Azpetea and Los Arcos, with Santa Ana the seat of government.
Like other barrios, Santa Ana comprised several sitios, including Sitio Hagpa, which
was the site of the present-day San Francisco. Hagpa was coined from a Manobo
word for "swampy" as the sitio was a small village nestled along the Adlayan River and
inhabited by Manobo tribes.
The opening of the Province of Agusan del Sur to most parts of Mindanao came
during the government of President Ramon Magsaysay who ordered the first road
survey to be conducted by the Department of Highway in 1952. In early 1954, road
construction began paving the way for the institution of public land subdivision and the
in-migration of different local tribes and settlers from the various provinces of
Mindanao, Visayas and Luzon.
Hagpa was later renamed San Francisco in honor of Deputy District Governor
Francisco Cataylo. In early 1955, the first local government was established as San
Francisco was created as a Municipal District. Francisca Tesoro Samson was
appointed as the first Municipal District Mayor by then Provincial Governor Felixberto
Dagani. On June 21, 1959, through Republic Act No. 2518, San Francisco was
officially created into a regular municipality of the Province of Agusan. In the same
year, the first local officials of the municipality were elected with Atty. Paquito Fuentes
as the first elected municipal mayor, who served for three consecutive terms of office.
He was succeeded by his vice mayor, Cresencio Ausmolo who stayed in office by
operation of law during the latter half-portion of his last term.
Eight years after its creation as a regular municipality, on June 17, 1967,
through Republic Act No. 4979, the Province of Agusan was divided into the Provinces
of Agusan del Norte and Agusan del Sur, in which San Francisco was part of the latter.
The continued growth of Agusan del Sur also saw the development of the municipality
of San Francisco. Its growing population later paved the way for the creation of the
municipality of Rosario through Republic Act No. 5760 approved by President
Diosdado Macapagal on June 21, 1969, just two years after the creation of Agusan
del Sur. As a result, the several barrios of San Francisco including Bayugan III, Wasi-
an, Santa Cruz, Cabawan, Cabantao, Marfil and Tagbayagan were incorporated in the

newly created municipality. The barrios of Buenasuerte, Caimpogan, Pasta,

Lapinigan, Ebro, New Visayas, Bayugan II, Borbon, Tagapua, Pisaan, Santa Ana,
Hubang, Alegria, San Isidro, Das-agan, Ladgadan, Lucac, Bitan-agan and Poblacion
consisting of five barrios as stated in PD No. 86 dated December 31, 1972, remained
to form part of the 39,253-hectare Municipality of San Francisco. The barrios of Rizal,
Ormaca, Mate and Karaos were later created and added to form final 27 barangays of
the present-day San Francisco.

IV. Identified Problems
Based on the data gathered from the San Francisco Municipal Police
Station, it records an increasing crime rate, including but not limited to:
Crimes against person, , with a total record of 28 crimes committed, 28

total crimes cleared, and 16 total crimes solved. , and the majority are rape
cases. And crimes against property a total record of 20 crimes
committed, 20 total crimes cleared. And 13 are solved.
non-index crimes with a total record of 16 crimes committed, 16 total
crimes cleared, and 7 total crimes solved. and the majority are acts of
lasciviousness. Traffic incidents a total record of 87 crimes committed.
87 total crimes cleared, and 87 total crimes solved. and 30 total crimes
solved are the majority of RIR physical injuries. A special law with a total
record of 62 crimes committed, 62 total crimes cleared, 34 total crimes
solved, and a majority is the Anti-Gambling Law, followed by the Comp.
Dangerous Drugs Act of 2002. This data record was based on the year
2022, and analyzing these data and implementing interventions could be
crucial in addressing and reducing crime.
V. The San Francisco Municipal Police Station
a. Personnel Strength
San Francisco MPS is considered as “TYPE-B” Municipal Police Station
with a total of approximately 80,760 in population. The suitable strength for this type
of station is 1 PCOs and 40 PNCO’s as against the actual strength of 2 PCO’s, 48
PNCO’s (38 males and 10 females) a total of 50 PNP Personnel.

On fire power capability, San Francisco MPS has the following: (30 –
Galil rifle and 50 Handguns; (9mm Berita-10, Glock17-40), all were serviceable.
3. Communication-

• 6 - Handheld Radio (Hetera)
• 4- Samsung galaxy A12(COP/D. O HOTLINE)
VI. Objectives
a. General (1)
To maintain peace and order and to ensure public safety the San
Frans Police Station and other Law Enforcement agencies will
conduct community awareness and other Law Enforcement
operation with the community Local Government Unit and stake
holders.
b. Specific

-The San Frans Municipal Police Station and other Law Enforcement
agencies will conduct symposium and orientation to inform them
what are the incidents happened in the Municipality of San Frans.
-The San Frans Police Station will inform the community how to avoid
to become a victim of that crimes or incidents.
-The San Frans Municipal Police Station will conduct checkpoint and
patrolling to prevent crimes or incident happen in the Municipality of
San Frans.
VII. Concept of Operations
The WCPD personnel will foster community engagement through education

initiatives through a symposium program addressing the issues of the Anti-
VAWC Act of 2004, REPULIC ACT NO.8353 THE ANTI-RAPE LAW OF 1997
and child abuse to raise awareness. We will also post a flyers to inform them
to avoid to become a victims of any kind of abuse. To reduce the traffic
incident report, the PCRO will conduct checkpoints and strict enforcement
measures to address traffic-related offenses. And implement road safety
campaigns to educate the public and reduce traffic violations and ask for the
cooperation of the Public Works and Highways to put a signage in the roads
that has damage. For the intelligence operation, SFMPS will conduct foot
patrol and establish an intelligence personnel and patrol officers for
gathering and analyzing information to address all crimes, proactively inform
law enforcement actions, identify emerging trends, and prevent criminal
activities within the Municipality of San Francisco.
VIII. Execution
The execution of San Francisco Municipal Police Station in order to ensure

public safety throughout this year, the San Francisco Municipal Police Station

related to criminal activities and other jurisdictions that may adversely affect the
municipality of San Francisco.
⚫ Integrate information from different sources to create a comprehensive
intelligence picture. Combine data from law enforcement, community sources,
and other relevant agencies to enhance the quality of intelligence and to address
all crimes happened in the Municipality of San Francisco.
⚫ Maintain transparency of all the data collected and how it is used. Establish
accountability measures to address any concerns raised by the community
regarding privacy or potential misuse of information.
