I. RATIONALE

As part of the Basic Logistics Course, We the PRO 7 group 5 class is

tasked to perform actual inspection to selected police stations in PRO7. We

were assigned to provide the real time inventory of PNP properties particularly

in Negros Oriental Police Provincial Office, namely Tanjay City PS,

Pamplona Municipal PS, La Libertad Municipal PS, Manjuyod Municipal PS,

San Jose Municipal PS, Amlan Municipal PS and Mabinay Municipal PS.

Since the virtual or remote inspections have become the necessary and

viable alternative to continue to comply with regulations in the face of the

COVID 19 pandemic and while keeping facility personnel and inspectors

safe. A variety of products can be used for virtual inspection such as ZOOM

and FB Messenger to lessen the physical contact to subject police stations.

The virtual inspection is devised in line with the directives of PNP in adapting

the new normal.

Despite the challenges we encountered during the conduct of inventory,

we were able to provide accurate information based on the data provided by

the RSPNCO of each Police Station. Our group successfully conducted a

precised physical inventory of all properties including those equipment, who

were issued to each individual End-User and those who are found in the station.

II. PURPOSE AND OBJECTIVE

The purpose and objectives are as follows:

• To determine the accuracy of the records of the RSPNCO to the actual

inventory.

• To identify if the PNP properties is encoded to LDIMS.

• To ensure the serviceability and operability of PNP equipment.

• To ensure the cleanliness of issued firearms and mobility assets.

• To ensure the issued firearms is in actual position of end users.

• to account all PPE.

III. SCOPE AND AUTHORITY

The Scope of the Inventory and Inspection thru Virtual and Physical are as

follows:

-Shoot (firearms)

-Move (motor vehicle)

-Communication Equipment

-Investigative Equipment

-Real estate

-Other Equipment

The Authority provided to students of Basic Logistics Course is the

MEMORANDUM FROM Regional Director dated October 4, 2021 re 24-day

Basic Logistics Course (BLC) Class 17-2021-PRO7.

IV. BRIEF BACKGROUND OF THE UNIT

A. TANJAY CITY POLICE STATION

In the early nineteen seventies, the police force, comprising of the now defunct

PC/INP occupies the lower portion of the municipal hall which they utilized as their

office, referred to by the locals as Tanjay Police Department. In the early 1990’s, during

the incumbency of Mayor Arturo Regalado, they were provided another office at the

back of the Municipal Hall. The new office building was concrete edifice elongated

sideways in three subdivisions to accommodate three offices. In the middle was the

new police station with the entrance facing north while on the left and right was

occupied by COMELEC and BIR respectively. In the year 1995 still under the

incumbency of Mayor Regalado, the local Police force moved to a new location at the

Puericulture center with an edifice adjacent and perpendicular to the Municipal hall

and the entrance facing west.

During the assumption of PCINSP JUANITO SABUYA CONDES as Chief of

Police of Tanjay Police Station,the commissioned officer lobbied for the construction

of the new PNP building Headquarters to the Local officials of Tanjay City Government

during the transition period from being a Municipality on the latter part of the 1990’s

into its conversion to a city in the year 2001.

B. PAMPLONA MUNICIPAL POLCIE STATION

Pamplona, then a barrio of Tanjay, was created into a municipality by virtue of

Republic Act No. 535 passed on June 16, 1950 which Cong. Pedro Bandoquillo,

authored in 1947 Congress. Since its creation, it has been administered by six

municipal mayors. They were the late Juan Cañaveral, Sergio Aniñon, and Apolinario

P. Arnaiz, Sr., who managed to hold the reign for more than 22 years. After EDSA

Revolution in 1986, Douglas T. Diago was appointed as Officer In Charge, ran and

won in the 1987 election and took the reign for twelve years, managing to complete

his three term of mayor ship from 1986-1998. Originally the place was called “Tampa,”

named after a big shady tree located at the heart of the town. The naming of the place

into Pamplona has two versions. According to Professor Timoteo Oracion, a historian

of Silliman University, Pamplona was named after a certain town “pueblo” of Spain

called Pamplona. According to his version the first Spanish priest who was assigned

to the place was amazed by the beautiful terrain which resembles to that of Pamplona,

Spain. So the Tampa was renamed into Pamplona. Other history foretold by the older

people is that, the place was called after a certain priest named Fr. Santiago

Pamplona, the first Spanish Curate assigned in area.

Pamplona PS under the leadership of the undersigned Chief of Police, adopted

various anti-criminality strategies to fight against all forms of criminalities/illegalities in

partnership with the Local Government Unit, NGO’s, stakeholders and with the active

participation of the community which gain stride in the maintenance of peace and order

situation within our AOR that greatly contributes the economic growth and living

condition in the community.

However, for the period covered from August 1, 2021 to present this office has

recorded a total crime volume of nineteen (19) in which four (4) were Index Crimes,

two (2) Non-index crimes and thirty eight (13) for traffic related incidents. The declining

crime trend of Index Crime is a clear manifestation of the station’s successful efforts

in its primary functions and the full implementation of the Police Beat Patrol System

and Enhance Managing Police Operation (EMPO) an extended police initiated

operation against illegal drugs, illegal gambling and other forms of criminalities.

The intensification on the campaign of all forms of illegalities undertaken by the

station in partnership with the Local Government Unit, NGO’s, stakeholders and with

the active participation of the community greatly contributes the economic growth and

living condition in the community.

C. SAN JOSE MUNICIPAL POLICE STATION

The municipality of San Jose was formerly called "Ayuquitan", a name that was

born due to a communication problem between the natives and Spanish

Conquistadors. The story was that one day a group of Spaniards searching for

flourishing communities came upon a group of natives harvesting rice. The Spaniards

approached the natives and asked the name of the place while pointing to the ground

filled with piles of rice chaffs. The natives thought they were asked for the name of the

pile and answered "Inoquitan". From then on, the Spaniards called the place

"Inoquitan". In time, the name "Ayuquitan" was adapted from the phrase "may

inoquitan". In 1902 Governor Demetrio Larena considered the place as a pueblo.

Pioneer Spanish Merchant is Manuel Pastor. San Jose is the home of the old Spanish

families settled since 1871 like the Patero, Amiscaray, Larena, Pareja, Siglos,

Remollo, Renacia, Remata, Araco and Remoto. San Jose was created as a town in

1954 from the barrios of Ayuquitan, Basak, Basiao, Cambaloctot, Calo, Cancawas,

Hanay-Hanay, Jilocon, Lalaan, Naiba, Tapon Norte, Tampi, and sitios Guinsayawan,

Kang-atid, Kangdajonog, Guilongsoran and Kaputihanan of the barrio of Siapo, all of

which formerly belonged to the former municipality of Ayuquitan and then part of the

municipality of Amlan.[5] On May 9, 1955, the municipality of San Jose Province of

Negros Oriental, was created and separating itself from Municipality of Amlan by virtue

of Republic Act. No. 1212 “ An Act Creating the Municipalty of San Jose, Province of

Jose Police Station when San Jose became separated from Municipality of Amlan is

at the first floor of San Jose Municipal Building. However, on Septembber 3, 1992,

Resolution no. 33 s-1992 signend by Municipal Mayor Fe Pareja Montaño, stated that

authorizing the Municipa Mayor of San Jose, Negros Oriental to Donate a portion of

the Municipal lot, wherein the Philippine National Police Building be Constructed. On

July 22, 1993, the Municipal lot portion was officially Donated by the Municipal Mayor

Fe Pareja Montaño to the former Chief of Police Inspector. Julio B. Bacalso and started

to construct San Jose Police Station on the said Year and Still occupying the said

police station until now.

D. AMLAN MUNICIPAL POLICE STATION

Amlan is one of the twenty municipalities and five cities that make up the Negros

oriental Province in the Central Visayas of the Philippines. Neighbors of Amlan are

Tanjay City to the north, San Jose to the south and Pamplona to the west. Dumaguete

City, the Provincial Capital, is 21 kms to the south.Amlan is administratively divided

into eight barangays. It is connected by a well-paved road to Dumaguete City. Amlan

has a population of 22,206 according to the 2010 census, spread over an area of

111.85 sq kms, giving it a population density of 200 people per sq kms. Amlan has a

E. MABINAY MUNICIPAL POLICE STATION

Mabinay was originally carved from the Barrios of Bais and then formed a

municipality in 1960. A few years later, more barrios from Bais and Manjuyod were

annexed, growing Mabinay into the municaplity it has become today. The border town

to Negros Oriental has a Provincial Highway running through it, which links Negros

Oriental with the province in the western area of the island. This allows for a constantly

growing economy and plenty of travelers. Since its founding, Mabinay has gone

nowhere but up. The city continues to grow due to its incredible amount of crops and

the tourists who continue stopping their each year.

Mabinay is located in the center of the Philippines in the province of Negros

Oriental. Situated between to major cities, Mabinay is in the mountainous heart of

Negros Island. Located approximately 90 kilometers from the provincial capital –

Dumaguete City – this haven for natural beauty can be reached by well-paved

roadways cutting across the province from Bais City. The paved highways mean that

more people can visit Mabinay each year, allowing safe and efficient travel to enjoy

the natural beauty of this mountainous community.

F. LA LIBERTAD MUNICIPAL POLICE STATION

La Libertad is a third class Municipality of Negros Oriental located in the

Northern part of the province under the 1 st Congressional District. It is bounded by the

City of Guihulngan in the North, Taňon Strait in the east, the Municipality of Jimalalud

in the south, and by the Municipality of Binalbagan of Negros Occidental in the west.

The town is accessible by land transportation from the provincial capital, Dumaguete

City which is 105 kilometers away.

With the creation of the Philippine National Police on 29 January 1991, the La

Libertad PC/INP Command was transformed into the La Libertad Police Station, with

official address at South Poblacion, La Libertad Negros Oriental.

The La Libertad Police Station has a strength complement of 38 personnel

which is comprised of 1 Police Commissioned Officer and 37 Police Non-

Commissioned Officers religiously manning the Police Station.

G. MANJUYOD MUNICIPAL POLICE STATION

Municipality of Manjuyod is one of the northern towns of Oriental Negros. It is

bouded on the south by the city of Bais on the north by the Municipality of Bindoy, on

the West by the Municipality of Manjuyod and on the east by the Tanon Strait,

specifically, it lies within the polar geographic coordinates between 9*35’ and 9*45’

north latitude and between 122*00’ and 123*10’ east longitude.The town, which is

classified as a 3rd class municipality, is located some 58.3 kilometers from Dumaguete

City, the Capital City of the Province of Negros Oriental.The Municipality of Manjuyod

is composed of twenty-seven (27) barangays and has a total land area of 14,841,719.

Since the start of the Integrated National Police, Manjuyod Police Station was

within the Municipal Hall situated at about 100 meters west of the National Highway.

In the year 2010, the Local Government Unit of Manjuyod allocated Php 1,000,000.00

to build a Police station and in addition of Php 300,000.00 to complete the said PNP

building.

At present, Manjuyod Police Station is home of 26 strong and sound policemen

and women, composed of 1 Police Commisioned Officer (PCO) and 25 Police Non

Commisioned Officer (PNCO) with 4 Non-Uniform Personnel (NUP).

V. COURSE OF INVENTORY

On October 14, 2021, Students undergoing the Basic Logistics Course Class

17-2021 Police Regional Office 7, Group 5 was assigned to perform inventory and

inspection to the selected municipal police station of Negros Oriental Police Provincial

Office. The group were given two (2) days to conduct the inventory following the

guidelines set by the Directorate for Logistics and the training module with its existing

rules and regulations.

a. PRE-INVENTORY AND INSPECTION

Police Regional Office 7, Group 5 through virtual zoom prepared the

necessary procedures on the scheduled inventory and inspection following the

planned objectives to obtain a successful activity. The group formally

coordinated with the focal person of each sub-unit to prepare and secure

important documents such as inventory records, files and other pertinent

documents to be used for comparison and checking purposes. Each group

member was given certain task to complete aiming to have a successful

inventory and inspection.

b. INVENTORY AND INSPECTION PROPER

The group had a courtesy call to the Acting Chief of Police of Amlan MPS

PLT DINO C PADRON and to the Supply PNCO PCpl Junrey S Manolong thru

Virtual via Zoom app. After which, PMSg Arnel Patac, the team leader,

explained the sequence of inventory, and requested the documents needed for

the aforesaid inventory and inspection.

c. POST INVENTORY AND INSPECTION

Exit briefing was conducted with the presence of seven (7) Supply

PNCO’S from different Municipalities that the Physical / Virtual Inspection was

conducted, thru virtual application and presented the initial report gathered.

Each member of the group religiously performed their assigned tasks leading

to a successful inventory taking. The activity ended on the second day of the

given schedule at about 5 o’clock in the afternoon of October 15, 2021.

was found out that one (1) vehicle Toyota Hilux Double Cab bearing with plate number

SJA 299, Chassis number MROES12G103303904 and Engine no. 2KD-7478626

currently located within the premises of Tanjay City Police station and marked as

unserviceable (UNSVC).

As shown on the table 1.4, the ten (10) Handheld radio Cignus and Base Radio

Motorola was properly turned over to PSAO. The latter’s record and Supply PNCO of

Tanjay CPS inventory report didn’t match. We found out during the physical inspection

that two (2) Base radios were recorded on PSAO as organic in source but in Tanjay

CPS it was recorded as Donated.

Based on the record at NOPPO PSAO as of December 2020 Manjuyod MPS

has total strength of 31 Uniform Personnel, 1 Commissioned Officers, and 30 Police

Non-Commissioned Officers.

During the virtual inspection conducted by our team we found out that the

actual total strength of Manjuyod MPS as of October 2021 is 38 Uniform Personnel

which composed of 1 Commissioned Officer and 37 Police Non-Commisioned Officers

and two (of their personnel in on going schooling and (1)one is on work from home

due to sickness and on the process of optional retirement.

The issued short fire arms of the schooling personnel and those on work from

home was deposited to the RSPNCO for safe keeping.

our team found out that there is a big change when it comes to the number of long

firearms and the number of personnel based on the record available from the station’s

Supply PNCO.Based on our finding shown on the table above Manjuyod MPS has a

newly issued eight (8) pcs. BAR Galil cal 5.56, Two (2) pcs Elisco 5.56 Rifle. The two

(2) Hatsan and Two (2) Armscore Shotgun was being turn over to the PSAO with

LDIMS Property Turn-in Slip.

VIII. CONCLUSION

Due to the present pandemic we encountered, virtual inventory taking was

found to be the most appropriate, effective and safe method in conducting inspection.

Based on the findings of mobility, firepower, communication, investigative, ICT

and Office Equipment, infrastructure and real estate, All City and Municipal PS has no

major lapses as we conducted the virtual and physical inspection. The inspecting

group just recommended the inspected field units to observe the PNP memorandum

Circular no. 2019-018 “Guidelines and Procedures in the Issuance of Ammunition

basic Load” and LOI 65/2010 “Proper Care and Maintenance of Issued Firearms.

On the other hand, after the virtual inventory taking, the inspecting team was

able to validate the existence of PPEs, checked the integrity of records, determined

the conditions and functionality of PNP equipment, verified the status if the PNP

properties were listed to LDIMS, attested the cleanliness of issued firearms and

mobility assets, and had vouched that the issued firearms were in actual position of

the end users.
