REQUEST FOR PROPOSAL ENGAGEMENT OF PIA FOR THE IMPLEMENTATION OF MISSION ZERO HUNGER DRIVE IN ODISHA, CHHATTISGARH AND ANY OTHER STRAINED REGION WHERE HUNGER IS STILL PERSISTING ABOUT JSP FOUNDATION JSP Foundation is registered under the Societies Registration Act, of 1860. In its role as the Social arm of Jindal Steel & Power Limited, JSP Foundation executes its of Communities CSR Mission to shape up and improve the Quality of consistently, focusing mainly on those that exis in the vicinity of the business operations of Jindal Steel and Power Limited (JSP) and across India. JSP Foundation is dedicated to the cause of humanity and is focused on improving the Human Development Index by way of positioning itself as a parenting force for various Social Change Agents operating at the ground level. ABOUT MISSION ZERO HUNGER DRIVE Inspired by the Huger Free India vision by Mr. Naveen Jindal who had introduced a private bill in the Lok Sabha to end hunger in India, JSP has been seamlessly supporting the underprivileged across India with hot cooked meals/ dry rations. During the Covid-19 pandemic, when at nation-wide lockdown was declared in India ‘on 24% March 2022, JSP Foundation’s Mission Zero Hunger took a giant stride in addressing the challenges of lack of access to basic food for survival among the migrant workers, daily wage earners, scavengers, street dwellers, destitute and other socially vulnerable populace of the country. Now JSP Foundation has resolved to cater free food services in the food-stressed parts of the country either directly or through partnering with other agencies. ABOUT RFP FOR MISSION ZERO HUNGER DRIVE JSP Foundation is floating this Request for Proposal (RFP), inviting eligible applicants to submit their proposals in the prescribed format for ‘Engagement of PIA for the Implementation of Mission Zero Hunger Drive in Odisha (Puri, Bhubaneswar, Berhampur, Aska, Paradeep, Kendrapada, Koraput, Nabrangpur) and Chhattisgarh (Raipur, Rajandgaon & Patan) and parts of Jharkhand initially. However, JSP Foundation can stretch its proposal to other food stressed parts of India during calamities. Proposal is invited from reputed agencies having the sufficient capability and availability of trained manpower for providing hot cooked food (Rice, Dalma: a medley of lentils and vegetables, and Khata: made from tamarind/ tomatoes, and jaggery) through services at different places of Odisha, Chhattisgarh & Jharkhand (as mentioned above) for a period of 12 months on contract basis. The duration of the contract may be further extendable for another 12 months based on mutually agreed terms and conditions, subject to the satisfactory performance of the agency and at the discretion of JSP Foundation SCOPE OF WORK OF PIA 1. Instructions and communication - Food distribution areas and eating areas, including where to queue for entry, should be clearly marked with relevant messaging and signs. - Signs and posters should include clear images for non-literate populations. = Clearly mark entrance and exit points for beneficiaries, keeping the crowd flow moving in a singular direction. + Entrances and exits should be placed away from food-receiving areas. = Crowd management should ensure that the most vulnerable groups are prioritized (infants, children, people with a disability, and the elderly) and that gender norms are respected in queuing and distribution. 2. Personal hygiene and waste management - Hand-washing stations equipped with soap and warm water, napkins, and waste receptacles, should be located at the entry and exit of all communal feeding areas. = Wastewater from hand washing stations should be properly drained away from the food preparation, distribution, and eating areas. Regular drying of the cleaning areas with organic insectifications should be undertaken. 3. - Guide beneficiaries to hand washing stations with appropriate signs, including proper hand washing techniques and other personal hygiene measuré s (coughing and sneezing, personal distancing, etc.). - Facilities should provide adequate receptacles for food waste. - Serving plated cooked meals can generate larger volumes of waste materials. Consider environmental factors for we of materials where feasible. Food preparation storage and nutrition Food is one of the basic human needs, required for normal bodily functioning and healthy growth and development. A lack of appropriate nutrients in sufficient amounts can lead to a number of health problems. = Setting up workstations (including mobile van) with all needed ingredients and cooking equipment = Cutting vegetables into small pieces and exposing them to air before cooking may result in loss of vitamins, especially vitamins C and B- complex. Correct preparation can lead to increased nutritional properties. = Rice should be washed with minimum water and cooked in just sufficient amounts so that all water is absorbed and no nutrients are discarded with excess liquid. To remove debris and prevent clumping, rinse the rice 2-4 times prior to cooking = Cooked foods must not have been exposed or offered to the public, e.g ina buffet. - Acceptable cooked foods should be kept hot in the kitchen in covered containers when not being offered for set = Cooked foods not being kept hot are acceptable only if the total time held below 60°C (140°F) to the time of serving is less than two hours; after two hours, foods must be discarded. = The provision of cooked meals should promote a balanced diet, defined as containing carbohydrates, proteins, fats, dietary fibres, vitamins, and minerals in the right proportions. - Avoid cross-contamination: harmful pathogens can be transferred to food from other foods, food handlers, food contact surfaces and the environment. Raw and prepared food should be separated and surfaces, gloves, and utensils should be clean and dedicated separately for use with raw and prepared foods. Avoid physical and chemical contamination: potential contamination of food by extraneous materials and chemicals. KEY DELIVERABLES 100% cooking equipment availability at the cooking spot. 100% need-based set-up of food distribution and eating areas Adoption of safety management practices in the cooking space. Effective use of crowd management keeping in consideration of the most vulnerable groups like children, women, and the elderly. 100% wastewater disposal with proper drainage to avoid contamination. 100% use of dustbin for collection of food wastes. 100% cleaning of vegetables and rice before cooking. 100% delivery of fresh & properly cooked food. Ability to effectively perform both in favourable and unfavourable conditions and being able to promptly react and adapt to evolving situations. PROJECT DURATION The project duration would be for 2 years from the date of issue of the contract. However, annual renewal would be done based on performance and achievement. MINIMUM CRITERIA OF PROJECT IMPLEMENTATION AGENCY (PIA) 1 ‘The PIA may be a proprietary firm/ Partnership or Company registered under Section 8 of the Companies/ Society Registration Act 1860 that possesses the required licenses, registrations, etc., as per law, valid at least for 24 months from the date of signing of the contract. Supported by Certificate. of —_ Incorporation / Registration, Certificate of Conversion, if applicable, PAN, GST, CSR From-1, 80G, 12A, Copies of IT Returns of the last 3 Yrs., and Cancelled cheque we The PIA shall have experience in providing Catering/Canteen services during the last 5 years with an overall turnover of at least Rs.10 lakhs /year for catering/canteen services. - Supported by Audited Balance Sheet and Profit/Loss Account or Income &Expenditure Account; CA certificate certifying turnover from social consulting / Govt. Advisory projects Having successfully completed similar works (preparing food at base kitchen and trai sporting same to the designated pla ), servicing successfully in the prescribed hours to the underprivileged community members(at least 3 assignments in the last 5 years) - Supported by Form 3A, Copies of Work Order/ contract documents, Self-Declaration Certificate to this effect ‘There should be no legal case pending against the PIA. The agency should have not been blacklisted by any Govt./ Non-Govt. organization. An affidavit in this respect is required to be given by the Agency at the time of signing the contract. - Supported by Self Declaration Certificate and must be certified by a notary to this effect . The agency should not have rescinded/abandoned any contract awarded by any of its clients before the expiry of the prescribed period of the contract. - Supported by Self Declaration Certificate to this effect ‘The Agency must have a Registered Office and must have past experience in food servicing in the proposed project locations. - Supported by Address Proof of Registered Office; Self Declaration Certificate ‘The Agency having ISO 9001-2008 / ISO 22000 certification shall be preferred. - Copies of certification In case of gross failure/negligence, a termination of the Contract could be considered. - Self-Declaration Certificate to this effect 9. Ona regular basis, the agency must ensure that the food being served cooked properly (based on 3 or more feedbacks received in an instance) failure to comply to which may lead to dis-continuation of the contract. - Self-Declaration Certificate to this effect 10. Change in the Menu on any day (other than the standard fixed by JSP Foundation) will not be accepted and will lead to the termination of the contract. Location-specific change of measure can be suggested for Project Implementing Agency with calorie and nutrition information to JSP Foundation for due approval. - Self-Declaration Certificate to this effect 11. The agency must not have been charged before in context with any Hygiene failure (including not cleaning dining space area, kitchen area, and cleaning area; and scattering waste mater around the canteen area). - Self-Declaration Certificate to this effect 12. The agency shall provide a sufficient number of competent and well-trained staff for cooking, and cleaning, and shall provide substitute staff against leave/absence of the scheduled staff. - Self-Declaration Certificate to this effect 13. The agency shall ensure that the food items supplied are as per the standards of fitness (each meal should comprise at least 30 gms. of protein) as prescribed by the JSP Foundation. - Self-Declaration Certificate to this effect; Certification from JSP Foundation Authority MONITORING AND EVALUATION Project progress review will be conducted by the core program team of JSP Foundation on monthly, quarterly, half-yearly, and annual basis. STIPULATION 1, If at any stage any information is found to be not true or submitted with a malicious intent, JSP Foundation reserves the right to terminate any and all contracts with the PIA and also reserves the right to take legal action against the applicant partner which shall not only include claims for direct contractual losses but also for other ancillary indirect losses. 2. JSP Foundation will not be responsible for any adversity in the implementation of their project like accidents/ food poisoning, or any other upheaval, and the Implementing Agency shall be responsible for the same and shall have absolute and inseverable liability. 3. Any uncontrollable factor obstructing the implementation of the Project (like bad weather, natural calamities, floods, fires, accidents, earthquakes, riots, explosions, wars, hostilities, acts of government, pandemics, epidemics, curfew, lockdown, or other causes of like character, which are beyond the control of the PIA) shall not absolutely relieve the PIA from performing its duties with respect to the project. Considering that in such scenarios, the work of the Project becomes even more quintessential for the society, all efforts shall be made by the PIA to perform its obligations to the maximum possible extent, for which JSP Foundation shall also extend its support to the best of its abilities. 4. The Implementing Agency neither be interacting with media nor be meeting any social media members without the consent and the concerns of the JSP Foundation. 5. The approved Logo of JSP Foundation will be prominently displayed without any dilution/ modification. 6. All Govt. regulations will be obtained by the Implementing Agency with the consent of JSP Foundation. FINANCIAL TERMS & CONDITIONS The commercial offer must not contradict with the Technical offer in any way and should include the cost of all the items offered. The suggested directive for Commercial offer is as follows: 1. ‘The amounts quoted in the commercial offer should be in INR and inclusive of all taxes and inclusive of GST. Base price and admissible GST need to be separately quoted. All other levies, Duties, Charges, freight, insurance, packing, loading and unloading, etc. should be included in the bid price. 2, JSP Foundation will not pay any extra charges other than those mentioned in the accepted commercial offer. 3. The Implementing Agency shall be liable to pay all applicable taxes that shall be levied according to the laws and regulations applicable from time to time in India 4. JSP Foundation does not bind itself to accept the lowest or any RFP and reserves the right to accept the whole or any part of the RFP and the implementing agency is bound to perform the same at the rates quoted. Once the rates are negotiated for the year and accepted by the Implementing Agency, JSP Foundation will not accept any change on account of price rise or any reason other than in exceptional situations. JSP Foundation is not concerned with any rise or fall in the prices of wo materials/ labour allowances, taxes including sales tax. 6. Under no circumstances, shall the JSP Foundation be held responsible for compensation or loss to PIA due to any increase in the cost of labour or materials, etc. or of any liability arising from the actions or inactions of any sub-contractors, vendors, administrators, assignees, or representatives of PIA. 7. The price quoted by the Implementing Agency shall be kept strictly confidential and shall not be revealed to any other party 8. Payment will be made by JSP Foundation on actual basis, on the production of suitable evidence of payment by the Implementing Agency. Proper bills with all required supporting documentation must be presented to JSP Foundation within 30 days of such particulars arising or expenses incurred. Any and all late bills or bills not being supported by proper documentation shall not be acceptable except for when expressly allowed by JSP Foundation. 9. Implementing Agency must accept the payment terms proposed by JSP Foundation. The financial proposal submitted by the Implementing Agency must be in conformity with the payment terms proposed by JSP Foundation. 10. Any deviation from the proposed payment terms would not be accepted. 11. JSP Foundation shall have the right to withhold any payment due to the Implementing Agency, in case of delays or defaults caused on the part of the Implementing Agency. Such withholding of payment shall not amount to a default on the part of the JSP Foundation. PROPOSAL SUBMISSION Technical and Financial proposals are to. be _— submitted by email rfp@jsplfoundation.com. All forms of Technical proposal and financial proposal along with necessary annexures, should be signed on all pages, and be submitted with the proper page of contents. In addition, a copy of this RFP is to be signed on all pages and submitted along with the proposal, certifying that the applicant has read and understood the contents of the RFP.
