[TO BE PRESENTED IN PAKISTAN NATIONAL ASSEMBLY]

A
BILL
To provide for policies and framework of the Role of institutions in
Pakistan and future of Pakistan’s parliamentary democracy
WHEREAS it is expands to provide for under grading and adapting new
policies for the betterment of structure and affairs of Pakistan for the
future of democracy and there to;
It is hereby enacted as follows:-
1. Short title, extends and commencement
i) This act maybe called “THE NEW PAKISTAN BILL 2021”
ii) It will extend to whole Pakistan
iii) It shall come into force at once from the next day it is passed by
the Pakistan National Assembly
2. Definitions:
NAB: National Accountability Bureau
MDCAT: Medical and Dental college admission test
PMC: Pakistan Medical Commission
PMDC: Pakistan Medical and Dental Commission
EVM: Electronic voting Machine
PCB: Pakistan Cricket Board
PFF: Pakistan Football Federation
POA: Pakistan Olympic Association
HEC: Higher Education Commission
FATF: Financial action task force
IB: Intelligence Bureau
PPC: Pakistan Penal Code
3. Historical role of Parliament:
a. The role of parliament should be strengthen as historically the
parliament has been intervened and its jurisdiction invaded
i. 111 brigade will be disbanded as historically it has only been
used as a force to enforce martial law
ii. IB to replace 111 brigade as it is a civilian force
iii. Article 69 should be enforced as it would not allow the court
to interfere in Parliament jurisdiction
4. Education reforms:
a. The education budget should be 6% as it will be help the
education of the country
i. As stated by the Prime minister and the PTI ministers that
NAB has recovered around Pkr500 Billion, so the amount will
be used in the education
b. The single curriculum presented by the government is rejected
and every province will have the authority to makes its own
education curriculum
i. 18th Amendment, the provinces having the right of the
education, 18th amendment will be enforced throughout the
country
b. PMC to be dissolved
i. PMDC to be reinstated
c. Environmental and advanced technological studies to be included
in the course
i. A special committee consisting of technocrats from both
government and opposition will be included in that headed
by the Minister of Education
d. Extra-curricular activities will be included in the education
institutes
i. The provincial education ministry will be overseeing it and
will report to the Federal education ministry and federal
executive will be at the disposal of the provinces
5. Credibility of Parliamentarians
a. A parliamentarian who is in violation of Pakistan law and PPC
regarding child marriages, and is proven his/her parliament status
would be revoked
6. 18th amendment

a. 18th amendment would be enforced through the country


i. 18th amendment will be enforced as it allow the provinces
to have their autonomy
7. Role of Army
a. 111 brigade will be disbanded as it is only used for martial law
in the country
i. IB will replace 111 brigade
b. The officers who violate article 8, 9, 10 and 10(A) will be held
accountable
i. The civil court will hold trial of the army officers who
violate these articles of the constitutions
c. Retired army officers who hold the position of civil institutions
will be forcefully retired and will be replaced by capable civil
servants
8. Electoral Reforms
a. EVM will be revoked
i. As EVM has been rejected by Islamabad High Court
ii. EVM can be hacked as it has been seen in history so it
cannot be trusted
b. Army will provide security from outside polling station and will
not enter the polling station
c. A new security unit will be formed named as Pakistan Special
Security Unit (PSSU)
i. The special unit will be headed by IB
ii. IB headquarter will be considered the headquarter of
PSSU
iii. Rs 10 Billion recovered by NAB would be funded to IB will
be used for this force
iv. The force will provide security inside the polling station
v. All the basic working will be done by IB with the
consultation of the defence minister

9. NAB
a. Procedure of Trail
i. It will be compulsory for NAB to take an arrest warrant
from Supreme Court
ii. The opposition leader and the leader of the house will be
asked for permission for the arrest of any parliamentarian
and then NAB can take arrest warrant from Supreme Court
b.No extension will be provided to NAB chairman according to
the NAB ordinance 1999
10. Economic Crisis:
a. Tax will be withdrawn from daily essential items
i. Rs 240 billion recovered from NAB will be used for
subsidies regarding daily items such as fuel, eatable
necessary items
b. Re-census of Karachi as its population has been highly shown
devalued
i. Pkr 100 billion will be used which has been recovered by
NAB will be used for re-census
ii. The re-census will be start from 1st January 2022 and will
end at 30th March 2022
c. A council of common interest committee will be formed for
Sindh as according to article 153 of the constitution of
Pakistan
vi. The council be headed by independent senate members
and Pakistan People Party and Mutahhida Quomi
Movement Pakistan
vii. The decision taken by the council will be accepted by
everyone
viii. As population is directly proportional to economic
crisis and the solution is the council
11. Judiciary
a. Article 68 will be enforced
i. The parliament cannot interfere in the jurisdiction of the
judiciary
b. The concept of jury would be introduced in the Criminal
Justice system
i. The eligible jury members will consists of Teachers,
Doctors, Bankers and other common profession without any
political and judicial affiliation
ii. Non- Muslims will also hold a 1/4th position in the jury
d. The pension of the judges will be reduced by 20%
