The Municipality of Bulalacao is a 3rd class municipality hounded with financial constraints which is located at the southernmost tip of the province of Oriental Mindoro, it has municipal government that is responsive to the needs of the locality and effectively manages its resources to sustain growth and development. The importance of livestock in the economics of developing countries can be measured in terms of human health, contribution to gross domestic product, pathway out of poverty, and buffer against unforeseen disasters often faced by small-holder farmers. In addition to the direct financial benefits it provides, animals play various roles for the benefit of small-holder farmers such as: it provides food, manure as a soil amendment, traction, serves as savings mechanism, and somehow uplift social status. The Municipality of Bulalacao is one of the identified areas in the Province of Oriental Mindoro that has high number of Out of School Youth (OSY). A greater percentage of its population is dependent on farming as the major source of income to support their family. Despite of insufficient fund, the proponents are actively operating such activities that supports youth employment of this municipality like providing breeding animals available to the farmers especially to the OSY. For the development and sustainability of this activity, the proponents are leading towards the implementation of the Project KaKaBaKaBaKa (Kabuhayan para sa Kabataan sa pag-aalaga ng Baboy, Kambing, Baka, Kalabaw). The proposal is that five (5) selected youth of Bulalacao will be provided livestock animals to disperse.
