Topic: Special Education Development in Pakistan

1. First Special Education School, 1906


First Special Education School was established in 1906 for children witf visual impairment
in Lahore.

2. Second Special Education School, 1920


Second Special Education School was established in 1920 for children wifl hearing
impairment in Karachi.

3. First Training College for Teachers, 1952


Govt. Training College for the Teachers of the Deaf was the first traimr,. institute established
in 1952 by All Pakistan Deaf and Dumb Society, in Pakista-It is situated in Gulbarg, Lahore.

4. National Commission on Education, 1959


Commission for the first time recognizes its responsibility for the education ; I PWDs. Its
features include:
i. Professionals (psychologist, doctors etc.) will share information witi teachers.
n PWDs will be taught in General education schools and vocational train::..
will be given to make them independent, iii.Community will be mobilized to support the
rehabilitation of PWDs. i\ Private sector and XGOs will be encouraged to provide necessary
suppon \ Training facilities for the teachers will be enhanced.
5. Education Policy, 1972
A modest sum was allocated for the education and rehabilitation of PWDs bu no any notable,
measure was seen in this policy.

6. Disabled Persons Employment and Rehabilitation Ordinance, 1981


Mrs. Zam Zia was a deaf daughter of General Zia Ul Haq. Zia Govt, to I effective initiative
and promogulated Rehabilitation Ordinance in 1981. It v._ fust constitutional effort on the
part of the state of Pakistan. Ordinance fix.: 1% employment quota for disabled which was
later enhanced to 2%. According :: Ordinance, if any organization failed to employ the
disabled, it will depos " amount of salary into Rehabilitation Fund of Disabled. Zia Govt,
establishes 200 new special education schools in Pakistan.

7. National Council for Rehabilitation of Disabled Persons, 1982


Under the Ordinance 1981, National Council was established in 1982 tc formulate a Policy
for the rehabilitation of disabled persons. Council w.as als: assigned the medical exam,
treatment and survey of disabled persons who arr desirous of rehabilitation.

8. Federal Directorate General of Special Education, 1985


Ministry of Social Welfare and Special Education established Directorate in 1985. DGSE
was entrusted the responsibility of curriculum development, formulation of special education
policies, coordination in various department, and supervision of special education institutions
at national level.

9. National Institute of Special Education (NISE), 1986


Main function is to introduce training courses for the special education teachers in
collaboration with universities and international agencies, publication of material for the
teachers, parents and professionals. It formulates uniform p.olicy for admission, assessment,
curriculum development for special education.
10. National Training Center for Special Persons (NTCSP), 1986
It was established with the aim to provide vocational rehabilitation to persons with visual
impairment and hearing impairment.

11. National Library and Resource Center (NLRC), 1986


It was established in 1986. It is working as a resource center for print and audio-visual
material on special education and disabilities.

12. National Institute of Handicapped (N1H), 1987


It was working as speech and hearing disorder therapy center, in 1997 it was upgraded to a
general hospital for handicapped.

13. National Trust for Disabled (NTD), 1988


It means to ensure implementation and coordination of services for diagnosis, assessment,
treatment, education, job placement and rehabilitation of PWDs.

14. Punjab Welfare-Trust for the Disabled, 1991:

It aims to improve syllabus, teacher training, hygiene, housekeeping and rehabilitation of


PWDs. It is situated in Garden Town, Lahore (Ph#92-42-35847861-5).

15. Vocational Rehabilitation and Employment of Disabled Persons (VREDP), 1993:

It was working to' promote community based rehabilitation through skills training and micro
credit facilities.
16. National Plan of Action for Persons with Disabilities (NPA, 2006)
This plan was designed to ensure the implementation of National Policy for the Persons with
Disabilities 2002. NPA was based on the notion of Access, Inclusion, and Equalization of
Opportunities for Persons with Disabilities.
17. Special Citizens Act 2008:

It includes following:
i. Provision of seats in public transport.
ii. Provision of facilities on footpaths for wheelchairs & blind persons.
iii. Disabled friendly buildings and road all over the Pakistan.
iv. Priority for crossing of roads. Traffic Police will ensure implementation.
18. Special Citizens (Right to Concessions in Movement)Act, 2009
Under this act, air, railway and other transport authorities are bound to charge less/half rates
from disabled persons.

18. Role of Musharaff Govt.:

Govt, of General Musharaf established diffe. new special education centers and it enhanced
the salary package o: special education teachers. It designed Special Education Policy in
2002.

19. NGOs
Different NGOS are working for the rehabilitation of PWDs in Pakistan ; c LABARD, Save
the Children, Pakistan Deaf Association, Physic^ Handicapped Association etc.

20. Braille Check Books


Ministry of Social Welfare and Special Education issued directives to issue Braille Check
Books for Blind Persons.

21. Employment Quota Increase: 3% quota has been increased in 2015.


22.Travelling Charges: 50% concession on air, road & rail transport to PWDs.
23. Low Vision Rehabilitation Centers (LVRC): LVRC has been established ii 13
districts of Punjab for children with visual impairment.
23. Age Limit Concession: 10 Years concession in age limit during the jobs.
