of Applications

This section gives broad timelines and methodology for processing of applications
under GNA Regulations.

Following activities shall be performed in the manner specified by the employees of


the department/ section responsible for the processing of Connectivity/ GNA
applications:

1. Downloading of Applications:
a) Normally one person at first level (say L1) for each region shall be assigned for
scrutiny/checking of the Connectivity/ GNA applications. In absence of any person,
one or more alternate person(s) shall be assigned for scrutiny/checking of
applications of the person not available considering the workload of the available
persons.
b) Similarly, a second person of level L1 shall also be assigned for “cross checking” of
the applications initially checked by the original person.
c) The applications along with submitted documents shall be downloaded and saved
in a common shared folder (separate folder for Connectivity and GNA
applications). List of Documents required to be submitted by different type of
Connectivity/GNA applicants is attached at Annexure-I.

2. Data population/ Preparation of Checklist:


a) Important details of all Connectivity/ GNA applications are to be entered in a
shared master excel file along with all objective check points.
b) Details of all the applications shall also be entered in a checklist by the L1 level
person assigned for checking of the application. Checklist for all individual
applications shall be maintained and signed by the L1, L2 & L3 person of the
department responsible for the scrutiny of the applications. The tentative format of
checklist has been placed at Annexure-III.
c) The checklist shall be reviewed on a regular basis and may be updated based on
requirement due to any changes in the Regulations etc. or based on experience
considering the anomalies (if any) found in the submitted documents along with the
applications. Signed copies of the checklists so prepared shall be kept in records
both in soft as well as hard copies. Hard copies of such checklist may be
discarded after a period of three years (or as defined in the document retention

policy whichever is later) from the last date of the month in which such application
was received.

3. Scrutiny of Applications:
a) Scrutiny of applications and associated documents shall be done based on the
parameters (may be referred as “Application Scrutiny parameters”) attached at
Annexure-II. These parameters have been framed considering the provisions of
the extant CERC, Connectivity & GNA Regulations, 2022 & amendments thereof,
Detailed Procedure, Advisories/Guidelines published on CTU website and
decisions taken in earlier Internal “Connectivity, LTA & MTOA” Committee / Internal
“Connectivity & GNA” Committee.
These parameters shall be reviewed on a regular basis and may be updated based
on requirement due to any changes in the Regulations etc. or based on experience
considering the anomalies (if any) found in the submitted documents along with the
applications.
b) Observations in application(s) or associated documents after scrutiny by the
person responsible for scrutiny/ checking and cross checking based on the
“Application Scrutiny parameters” shall be recorded in the master excel file and in
checklist. Further, 10% applications received during the month shall be checked
on random basis by the Level 2 (L2) executive and 5% applications to be checked
by Level3 (L3) executive (if available) of the department/ section responsible for
the scrutiny of Connectivity/ GNA applications.
c) Applications having any minor observations which do not affect the completeness
of application and can be established as inadvertent/ typographical error. Such
applications may be accepted without reverting the same, however, details of such
observations and reason for acceptance of such errors shall be clearly recorded in
the checklist.
d) Scrutiny of the applications shall normally be completed with 4-5 days of the
receipt of the applications.

4. Revert of Applications:
a) Applications with any shortcomings observed during scrutiny of the applications or
where additional information is required to be obtained from the applicants needs
to be reverted within one week (7 days) in line with GNA Regulations, 2022, in

order of date and time of receipt of application(s) through the Application portal.
The application(s) shall be reverted only after the approval of HoD of the
department/ section responsible for the scrutiny of Connectivity/ GNA applications.
b) No separate communication is required to be made to applicants regarding revert
of the applications except in cases when there are some known issues with the
portal regarding communication of the reason of revert (e.g. applicants were not
able to see all the comments/ reasons of revert in past for some time). While
reverting the applications through the Application portal all the reasons for the
revert shall be clearly mentioned/ uploaded in the portal.
c) Rectified applications in response to the applications so reverted needs to
resubmitted by the applicants within one week (7 days) from the date of revert of
the application.

5. Approval of Internal Committee for processing of Applications:


a) All applications received during the month (till 2400 hours of last day) including the
applications re-submitted after revert for rectification shall be put forth in Internal
“Connectivity and GNA” Committee meeting, which shall be preferably held
within first 3 days of the month.
b) The present Internal committee is chaired by Dy. COO (CTU) and include senior
members from Open Access, Planning, Legal, Finance, Engineering,
Communication and Commercial groups.
c) Agenda of meeting would include the following details:
 Details of applications with no observations found at the time of scrutiny.
 Details of applications which are either still deficient or cases where
clarifications sought are not provided in line with the Regulations/ Detailed
procedure/ Advisory (for deliberation).
 Details of applications which have not been responded back by applicant
within stipulated time after reverting by CTU (for information).
 checklists of all the applications received in the month shall be attached with
Agenda for perusal of committee members.
d) The final decision regarding applications put up for deliberation shall be taken by
the Internal Committee after due deliberations and examination of relevant
documents. Minutes of the said meeting to be circulated preferably by 5 th of the

month in which Committee meeting has taken place for further processing by
Planning group.

6. Closure of Applications and refund of application fees:


a) The applications which are required to be closed either due to non-receipt of
rectified application or based on the decision in the Internal Connectivity & GNA
Committee meeting shall be issued a closure letter citing the reasons of closure
after the approval of HoD of the department/ section responsible for the scrutiny of
Connectivity/ GNA applications. An IOM along with closure letter shall be sent to
the Finance department for return of 80% of the Application fees to the applicant.
b) If any application declared to be ineligible for submission of the application based
on the deliberations in the Internal committee meeting, the same shall be closed
and 100 % of the fees shall be returned only after endorsement regarding return of
100% fees in the “Internal Connectivity & GNA Committee” minutes. An IOM along
with closure letter shall be sent to the Finance department for return of 100% of the
Application fees to the applicant.

7. Consultation with External Legal experts:


a) Consultation from external legal experts may be sought after recommendation of
the same in some specific cases where conclusion can not be arrived at in the
Internal committee meeting due to complexities involved in the application or
associated documents.
b) Legal group shall be responsible for seeking the external opinion in such cases.
c) In such cases application processing shall not be kept on hold. However, the
grant of Intimation for Connectivity/ GNA shall be issued only after decision taken
with the help of external legal experts.
8. Updation of List of Errors and FAQs on CTUIL website:
a) One of the person at first level (say L1) from the department/ section responsible
for the processing of Connectivity/ GNA applications shall be assigned for review
and updation of List of errors and FAQs published on CTU website. The updation
may be done whenever required after approval of Dy. COO however, the list of
errors and FAQs should be reviewed at least on quarterly basis.

This section gives broad timelines and methodology for planning of ISTS under GNA
Regulations.

Following activities shall be performed in the manner specified by the employees of the
department/ section responsible for planning of ISTS under GNA Regulations:

 Receipt of the recommendations of Internal Connectivity & GNA Committee generally


by 5th of every month
 Analyse the requirement of transmission system maintaining the inter-se priority and
take inputs from Engineering and Communication group,
 System studies for optimal transmission system (details at Annexure-IV)
 Preparation of the agenda for Consultation Meeting for Evolving Transmission
Schemes (CMETS)
 Approval of agenda by COO (CTU)
 Circulation of the agenda to the stakeholders generally around 15th of the month in
which Internal committee minutes are issued.
 Convening the CMETS inviting stakeholders such as, CEA, RPC, SECI, Grid-India,
STUs, SLDCs, and applicants etc.
 Issuance of the minutes of CMETS generally around 25th day of every month after
approval of Planning Group Head.
 Intimations for grant of Connectivity & GNA to be issued based on the discussions /
decision taken in the CMETS within timelines (mentioned at Table-A) specified in the
GNA Regulations, 2022.

 The graphical representation of the same is given at Annexure-V.

Annexure-I
List of Documents required for Connectivity/GNA applications

In addition to digitally signed online application following documents also need to be uploaded on NSWS portal:

1. Documents for Connectivity applications:


a) Common documents to be submitted by all type of applicants:
 Notarized Affidavit in FORMAT-AFFIDAVIT
 Copy of Board resolution authorizing a designated person for filing of application.
 Geographical location/ site Identification document
 Undertaking for Grid code compliance [in case connectivity sought is less than Installed capacity
(including ESS)]
b) Documents to be submitted by REGS (other than Hydro generating station), Standalone ESS (other
than Pumped storage plant), REGS with ESS or Captive generating plant based on RE based
generating station:
In addition to documents mentioned at (a) above, following additional documents shall also be
submitted:
 Certificate issued by the CEA regarding CEA registry.
 Any one of the following documents:
 LOA or PPA issued by/ entered into with a REIA/ Distribution licensee/ authorized agency on
behalf of Distribution licensee consequent to Tariff based competitive bidding and details of
locations and capacity at each location by the Renewable Energy Implementing Agency or the
distribution licensee in case of Applicants being multi-located REGS in case of multi located
REGS.
 Bank guarantee of Rs. 10 Lakh / MW as per format FORMAT-LAND-BG in lieu of ownership or
lease rights or land use rights of land for 50% of the land required for cases covered under Bank
Guarantee route in lieu of land documents.
 Land documents towards 50% of the land required for the capacity for which Connectivity has
been sought. Following documents are to be submitted to fulfil the requirements of the land
documents in line with Advisory(ies)/Guidelines published on CTU website:
i. Registered Title deed as a proof of ownership or lease rights or land use rights (as per Model
land use right agreement provided on CTU website) for 50% of the land required for the
capacity for which connectivity is sought.
ii. Undertaking towards submission of land documents as per the FORMAT-UD-LAND

iii. Title report as per the FORMAT-TITLE-REPORT in the applicant’s favour executed by a
registered advocate holding inter-alia clear and present vesting of land rights (ownership or
lease rights or land use reports).
 Additional documents to be submitted by REGS, Standalone ESS or REGS with ESS for specific
cases: In addition to documents mentioned at (a) and (b) above, following additional documents shall
also be submitted:
 Agreement for sharing the dedicated transmission line(s) and Terminal bays as per FORMAT-
CONN-LEAD [To be submitted by a lead generator or lead ESS].
 Agreement for sharing the dedicated transmission line(s) and/ or Terminal bays and switchyard
as the case may be in FORMAT-CONN-SHARE, [To be submitted where application is
submitted by an applicant under Regulation 5.6 (i.e. Connectivity is being sought at a terminal
bay of already allocated to another connectivity grantee) or under Regulation 5.7 (i.e. two or more
applicants apply for grant of Connectivity at a common Terminal bay)].
 Copy of intimation issued by STU or the application already made to STU for the quantum of
Connectivity granted/ applied for on the Intra-state transmission network ( To be submitted in
cases covered under Regulation 4.3).
c) Documents to be submitted by Renewable Power Park Developers (RPPDs), authorization by the
Central Government or State Government as Renewable Power Park Developer:
In addition to documents mentioned at (a) above, following additional documents shall also be
submitted:
 Authorization by the Central Government or State Government as applicable, to undertake
infrastructural activities including arrangement for Connetivity on behalf of solar power generators or
wind power generators.
 Any one of the following documents:
 Bank guarantee of Rs. 10 Lakh / MW as per format FORMAT-LAND-BG in lieu of ownership or
lease rights or land use rights of land for 50% of the land required for cases covered under Bank
Guarantee route in lieu of land documents.
 Land documents towards 50% of the land required for the capacity for which Connectivity has
been sought. Following documents are to be submitted to fulfil the requirements of the land
documents in line with Advisory(ies)/Guidelines published on CTU website:
i. Registered Title deed as a proof of ownership or lease rights or land use rights (as per Model
land use right agreement provided on CTU website) for 50% of the land required for the
capacity for which connectivity is sought.

2. Documents for GNA applications:


a) Common documents to be submitted by all type of applicants:
 Notarized Affidavit in FORMAT-AFFIDAVIT
 Copy of Board resolution authorizing a designated person for filing of application.
b) Additional documents to be submitted for specific cases: In addition to documents mentioned at (a)
above, following additional documents shall also be submitted:
 Consent of concerned STU regarding availability of transmission capacity in Intra-state transmission
system for such quantum and period of GNA [ To be submitted by drawee/injecting entity(ies)
connected to Intra-state transmission system covered under Regulation 17.1 (ii) and 17.1 (vi)].
 Copy of license issued by appropriate commission [ To be submitted by distribution licensee(s) or
ISTS transmission licensee(s) covered under Regulation 17.1 (iii) and 17.1 (v)].
 Approval from Designated Authority with regard to eligibility of the Participating Entity/ Copy of the
Inter Government Agreement (IGA) [To be submitted by Trading Licensee engaged in cross border
trade of electricity in terms of Cross Border Regulations].

Annexure-II
Applications to be checked based on following parameters:

A. Common points for all applications


i. Affidavit
a. Text of affidavit should be as per FORMAT-AFFIDAVIT and the affidavit shall be made
on a non-judicial stamp paper of minimum Rs 10.
b. Affidavits with affixed revenue stamps / special adhesive stamps in place of non-
judicial stamp paper shall not be accepted.
c. Date of Board Resolution mentioned in affidavit should match with actual date of
Board Resolution issued for authorization of the person signing the application.
d. Affidavit shall be duly notarized before uploading the same on NSWS portal.
e. Every application shall have different and unique affidavit on the separate stamp
paper. An affidavit submitted with any other application cannot be used again (except
for rectified application).
f. Applicant company should be Central / State govt. entity or an entity incorporated and
registered under the Companies Act, 2013. Foreign entities are not allowed to apply.

ii. Board Resolution


a. Board Resolution submitted with the application should authorize the signatory to
submit Connectivity and GNA application under GNA Regulations, 2022.
b. In cases authorization have been submitted by any other entity such as sub-committee
of board, Finance committee of Board, CMD etc., then the board resolution
authorization to such entity wherein powers to further sub delegation have been
provided shall also be there.
iii. Application Form
a. Application and Affidavit both shall be signed by same person who has been
authorized for signing the application.
a. Application shall be digitally signed by the authorized signatory using a Class 3 Digital
Signature mapped to name of Applicant Company.
b. Quantum of Connectivity sought vis a vis Installed capacity or authorization certificate
(in case of RPPDs) to be in line with Regulations.

B. Connectivity applications
i. Application Form
a. Eligibility should be as per Regulation 4 & 5 of CERC Connectivity & GNA
Regulations.

ii. Application on LOA/PPA basis


a. Applicable for applicants which are REGS (other than Hydro generating stations) or
ESS (excluding PSP).
b. Letter of Award (LOA) by, or Power Purchase Agreement (PPA) entered into with, a
Renewable Energy Implementing Agency or a distribution licensee or an authorized
agency on behalf of distribution licensee consequent to tariff based competitive
bidding.
c. LOA/ PPA should be in the name of applicant seeking Connectivity.
d. Quantum of LOA/PPA should be equal to the quantum of Connectivity sought.
e. In case of multi-location generation projects, applicant may apply Connectivity for each
of the projects, provided the quantum of Connectivity sought at each location does not
exceed the quantum mentioned in LOA.

iii. Application on land route


a. Only the following type of land documents, shall be accepted:
i. Title Deed as a proof of Ownership
ii. Lease Deed as a proof of Lease rights
iii. Land use rights documents titled as “Land Use Right Agreement” (In case of
Land Use Rights documents are submitted, the same shall be in line with the
model agreement provided on CTU website).
b. All land documents should be duly registered with the appropriate authority of the
respective state and should bear the unique Registration Number & the date of
registration.
c. All land documents should bear clear and existing vesting of land rights including the
rights to use and possess the land in favour of applicant at the time of application.
Date of possession of the land should be clearly mentioned in the land documents.
Further, the land rights should correspond with the life of the project.

d. No land documents shall have a reference for future date towards possession of land,
effective date of agreement/ Sale deed etc. and all rights shall be enforceable as on
the date of application.
e. An Undertaking towards submission of Land Documents as per FORMAT-UD-LAND.
Sum total of land area mentioned in the undertaking should match with the sum total
of area mentioned in the advocate’s title report. The justification of the land required
for the project shall also be submitted along with the Land undertaking.
f. ‘Title Report’ in the applicant’s favour executed by a registered advocate holding inter
alia clear and present vesting of land rights (ownership or lease rights or land use
rights) as per FORMAT-TITLE-REPORT. Title report shall contain registration number
of the advocate and shall be counter signed by the applicant.
g. The documents, if not in English or Hindi language, shall be furnished along with its
English or Hindi translation from authorized translators.

iv. Application on Land BG route


a. Bank Guarantee @Rs 10 Lakhs/MW Connectivity sought shall be submitted strictly as
per FORMAT-LAND-BG.

C. GNA applications
i. Application Form
a. Eligibility should be as per Regulation 17 of CERC Connectivity & GNA Regulations.
b. STU, on behalf of intra-state entities including distribution licensee may apply for
grant of additional GNA once in a financial year for next 3 financial years indicating
GNA within the region and outside the region.
c. A distribution licensee seeking GNA should submit copy of the license along with the
application.
d. A drawee entity connected to Intra-state transmission system or Injecting entity
connected to intra-State transmission system shall furnish consent of concerned STU
in terms of availability of transmission capacity in intra-state transmission system as
per FORMAT- GNA-INTRA-NOC.

Annexure-IV
Studies to be carried out under GNA Regulations

A. Interconnection Study for connectivity

 On receipt of applications for grant of Connectivity, the Nodal Agency shall carry out
interconnection study for transfer of power over ISTS under GNA. Prior intimation of
beneficiaries is not required for making application for Connectivity under the
Regulations. Thus, the objective of interconnection study shall be to identify
transmission system for integration and evacuation of Connectivity quantum of
generation projects with ISTS grid, for onward transfer to drawee entities as per their
GNA requirements.

 While carrying out system studies, load-generation scenarios shall be worked out in a
pragmatic manner so as to reflect the typical daily and seasonal variations in demand
and generation availability. Typical load generation scenario may include high/low RE
generation, high/low demand and other combinations thereof as required. Wherever
needed, various credible alternatives would also be considered so as to take care of
the flexibility of transfer of power from different combinations of generation
projects/complexes to the load centres.

 Provided that the existing ISTS shall include transmission system which has been
awarded for implementation, as on the last day of the month in which application for
grant of Connectivity complete in all respects, has been received.

 Provided further that if any additional transmission system gets awarded for
implementation before completion of interconnection study, such additional
transmission system shall also be considered as existing ISTS.

B. Identification of ATS

 Augmentation required for immediate evacuation of power of the Applicant (s),


excluding terminal bay(s), shall be considered as the Associated Transmission
System (ATS) for the Applicant(s).

 For the purpose of clarity, some typical cases defining the ATS/Network Expansion
are enclosed at Appendix-A.

C. Study for GNA


I. Preparation of LGB

 In order to carryout system studies for grant of GNA (including additional quantum),
preparation of Load-Generation Balance (LGB) is the foremost requirement. The
methodology for preparation of LGB is given below. The schematic diagram showing
GNA requirement of states and entities from ISTS including segregation of within and
outside region is shown as under.

 In addition to the GNA requests, states would also need to provide their demand
figures for future years keeping in view the EPS (published by CEA) projections.

 Based on the inputs from states and entities, following shall be worked out for each
of the states for preparation of all India LGB:

1. State GNA

 GNA [State without intra state entity seeking separate GNA covered under
Regulation 17.1 (i)] = GNA(SS) = GNA from within Region [GNA(SS-R)] + GNA
from outside Region [GNA(SS-O)]

 System studies for processing GNA requests (including additional quantum) shall be
carried out as proposed below:

1. Based on the above LGB, All India peak demand base cases with different
generation patterns (like peak solar, off-peak solar etc.) for a year shall be
prepared considering the following:

 States demand corresponding to peak demand scenario shall be set in base


case. Substation wise load distribution within a state shall be provided/verified by
respective STU. Intra-state generations (C) shall be dispatched based on inputs
from respective states.
 ISTS generation within the region (thermal portion of D) shall be dispatched
based on merit order of thermal units. Outside the region thermal generation
requirements on a pan India basis in ISTS (thermal portion of E) shall be
dispatched on a merit order basis among all ISTS connected generations.
 Other generations (within region) shall be dispatched as per CEA’s Manual on
Transmission Planning Criteria.
 Expected transmission system and generation addition in ISTS and Intra-state
(as per inputs from STUs) will be considered.

2. Load flow including Contingency studies for ISTS shall be carried out in
accordance with Manual on Transmission Planning Criteria to assess the
feasibility of transferring requisite power to all the states at all India level. Based
on study results and observations, detailed studies shall also be carried out at
each Regional level for processing and grant of GNA (including additional
quantum) to states within the region. While doing regional level studies, flexibility
of obtaining of outside region GNA quantum from various regions/generation
complexes may also be considered. For this, as desirable, various credible
contingencies to meet the GNA requirement from different combination of
generation despatches/ complexes within and outside the region would be
studied.
3. In fulfilment of Regulation of 22.1 (a), in case there is a constraint observed in
grant of the desired quantum of additional GNA to all states of a region, then
additional GNA quantum shall be granted on pro-rata basis of requested
quantum considering available transmission import capability of region from the
ISTS system. The remaining GNA would be granted with system augmentation
identified from the studies.
4. Total GNA of a state shall be sum of already granted GNA and additional GNA
granted. This shall be basis for further studies.

Appendix-A

Guidelines for identification of ATS

On receipt of applications from Generation projects and/or ESS as per eligibility


under Regulation 4.1 for grant of Connectivity, the Nodal Agency shall carry out
system studies for enabling transfer of such power over ISTS under GNA. The
system studies may indicate that the above power could be transferred either with
existing network (including transmission system awarded for implementation before
completion of the interconnection study) or with augmentation of transmission
system. The augmentation of transmission system may constitute following two
components:

1. Augmentation required for immediate evacuation of power of the Applicant(s),


excluding terminal bay(s), which shall be considered as the Associated
Transmission System (ATS) for the Applicant(s).

2. Apart from ATS, the balance augmentation system shall be considered as


common network expansion system for strengthening ISTS.

The considerations of ATS and network expansion system under different scenarios
have been illustrated as under:

Case 1: New ISTS pooling station and transmission lines for a RE potential /
group of generators

In this case, connectivity to a generation project / ESS is granted through new ISTS
pooling station and associated transmission lines, planned for certain RE potential /
group of generators. Here the transmission system viz. new pooling station and
associated transmission lines, is for multiple generation projects and would be
considered as network expansion system. The connectivity grantee would be liable
for construction of dedicated line. The terminal bay of the dedicated line would be
under ISTS or under the scope of connectivity grantee. The ATS for the connectivity
grantee in this case would be considered as NIL.

Case 2: Transmission system for any individual generation project

The transmission system for any individual generation project may be planned under
following two categories:

1. Dedicated transmission line from the generation project up to nearest ISTS


station

2. ISTS directly from the switchyard of the generation projects

In case of a) the dedicated transmission line would be under the scope of generation
project. The terminal bay(s) of the dedicated transmission line would be under ISTS
or under the scope of generation project. The ATS may constitute immediate system
associated with the ISTS substation.

In case of b) there would be no dedicated line under the scope of generation project
and the ATS for the generation project would be considered as NIL.

Case 3: System augmentation for Bulk Consumer / Distribution Licensee

The transmission line from a single bulk consumer / distribution licensee to ISTS for
grant of GNA shall be constructed and maintained by a licensee at the cost of
respective bulk consumer / distribution licensee. In case, where the augmentation in
ISTS is required solely for Bulk Consumer/Distribution Licensee, the same shall be
constructed by a licensee at the cost of Bulk Consumer/Distribution Licensee.

If a transmission system was of common nature and planned to serve a number of


Bulk consumer / distribution licensees, the same should be considered as a common
strengthening system to be implemented like other ISTS Strengthening system.

Connectivity Bank Guarantee(s) in cases where the ATS is ‘NIL’:

The cases where network expansion is required, however, the ATS is ‘NIL’ Conn-
BG1 and Conn-BG2 [Rs. 2 Lakh/MW and for terminal bay(s) under ISTS as per
Regulation 8.2 (a)] shall be submitted.
