BICOL RDC NEWSLETTER BRANDING CONTEST


GUIDELINES AND MECHANICS

I. RATIONALE
The Bicol Regional Development Council (RDC) shall celebrate the RDC Week Celebration
on September 25 to 29, 2023. In consonance with the CY 2023 theme, “Magnifying RDC
Engagement towards a Vibrant Bikolandia”, the RDC is engaging its stakeholders for the
improvement of its quarterly newsletter, currently holding the name, Bicol Development
Updates (BDU), through a newsletter branding contest.
Current publication name:

As the quarterly publication of the Bicol RDC, the BDU contains the activities and actions
of the RDC geared toward socioeconomic development. The content of the BDU includes
the following: (a) Editorial; (b) RDC Actions; (c) News Feature; (d) Project Monitoring
Report; and (e) Regional Economic Situationer.

II. OBJECTIVE
The newsletter branding contest aims to: (a) select an original and unique name for the
Bicol RDC publication, thereby creating a trademark; (b) encourage engagement through
the submission of entries; and (c) promote awareness and support to the Bicol RDC
publication.
The winning entry shall be used by the Bicol RDC as its newsletter name, and for
purposes of advocacy, promotions, and other related activities.

III. GUIDELINES

A. Eligibility
• The contest is open to all Bicolano stakeholders, aged 18 years old and above,
from local government units, agencies, academe, and the private sector.
• Each participant may submit only one official entry.
• Officials and staff of the National Economic and Development Authority (NEDA)
Region 5, as the RDC Secretariat, are disqualified from joining the contest.

B. Elements
• The newsletter name must consist of not more than twenty characters
(including the spaces, if any). Words with registered trademarks are not
allowed.
• The newsletter name may be in Filipino, English, or Bicol, or can be a
wordplay1, provided that a brief description/explanation/background of not
more than 150 words should be included in the entry.

C. Criteria
• All entries shall be screened by a panel of judges, comprised of the Bicol RDC
Quarterly Publication Editorial Board. The Board will decide on the winners in a
blind judging process based on the following criteria:

Concept/Relevance 40%

The entry provides clarity to the newsletter as the


official publication of the Bicol RDC, providing
regular communication and updates to its
stakeholders regarding the socioeconomic
development of the Bicol Region. The entry
shapes the identity and advocates the Bicol RDC
publication.
Originality/Uniqueness 30%

The entry has unique content, the first of its kind


among newsletter names, not copied from a
source, and has never been published and
released anywhere before.
Impact/Recall 30%

The entry should be suitable, interesting,


attention-grabbing, and appealing for the
audience it is trying to reach.
TOTAL 100%

D. Submission of Entries
• All entries must be submitted to nro5.rdc@neda.gov.ph and
nro5@neda.gov.ph.
• The entries must adhere to the following format:
Email subject: Bicol RDC Newsletter Branding Entry: Surname, First Name of
Participant, Agency/Office/Organization (e.g., Bicol RDC Newsletter Branding
Entry: Dela Cruz, Juan, BSP Region 5)
• The attachments are as follows:
1. Proof of Bicolano ethnicity and residency such as birth certificate,
diploma, barangay residence certification, and/or valid identification
cards;
2. Newsletter name and brief description (A4 size paper, Arial font, Font size
12, pdf); and
3. Duly accomplished entry form – participant’s information and signed
copyright waiver (Annex A).
• The submission of entries shall be open from September 29 to October 30,
2023, 5:00 p.m.
• All entries submitted outside the provided submission timeline shall not
be acknowledged.
• All participants submitting entries are deemed to have accepted the guidelines
of the contest and agree to abide thereby. All documentary requirements must
be complete at the time of submission.

E. Winners
• The decision on the winning entries shall be final, non-appealable, and
irrevocable.
• The winning entries shall be announced during the Fourth Quarter RDC Full
Council Meeting on December 6, 2023, and on social media sites (NEDA
Facebook page, RDC website).
• The winners shall be informed via e-mail and/or text message before the
announcement, for confirmation.

F. Prizes
• All contestants shall receive a Certificate of Participation.
• Winners shall receive a Certificate of Recognition and prizes, as follows:
1. 1st Place – PHP2,500.00
2. 2nd Place – PHP1,500.00
3. 3rd Place – PHP1,000.00
