The Meru County Public service board pursuant to article 176 wishes to recruit qualified persons
to fill vacant positions in the following departments in the governor’s office.
OFFICE OF THE GOVERNOR
1. Vacancy no. MCPSB /01/11/2022 DIRECTOR OF PROTOCAL AND EVENTS JOB
GROUP “R” (1 Position).
TERMS OF SERVICE – CONTRACT.

Reporting to the chief of staff, the Director of Protocol and Events will support and fast tract
implementation of key priority projects across line ministries.

Duties and Responsibilities:


The job holder will be responsible for managing and overseeing protocol processes, procedures,
standards and guidelines within the Office of the governor.
i. Implementing Office of the governor protocol processes, procedures, standards and guidelines
ii. Planning and organizing of incoming and outgoing Office of the governor visits;
iii. Maintaining contacts of local and foreign stakeholders;
iv. Coordinating protocols of all VIP ceremonies, meetings and special events;
v. Organizing and coordinating of official events;
vi. Coordinating processing of passports and other travel documents;
vii. Receiving, accompanying and seeing off official delegations and Office of the governor
guests;
viii. Engaging with government officials and other stakeholders on events planning.
ix. Preparing of periodic departmental reports

Requirements for Appointment

i. Be a Kenyan citizen;
ii. Be a holder of at least a Bachelor’s Degree in International Relations, Diplomacy, Public
Relations, project planning or any other relevant filed from a university recognized in
Kenya;
iii. Have relevant knowledge and experience of not less than five (5) years in a senior position
in the Public Service or Private Sector in the portfolio applied for;
iv. Be a strategic thinker and results oriented;
v. Have capacity to work under pressure to meet strict deadlines;
vi. Be computer literate;

2. Vacancy no. MCPSB /02/11/2022 PROTOCOL OFFICER II AND ASSISTANT


PROTOCOL OFFICER III, JOB GROUP ‘J/H’ (2 POSTS)

Terms of Service – Contract.

(a) Duties and responsibilities


Work will entail assisting in the preparation and updating of government guest list and receiving VIPs
guest during national and official government celebrations and functions. The officer may also be
assigned any other relevant duties from time to time.

(b) Requirements for appointment at JOB GROUP ‘J’ CPSB 10


For appointment to this grade, an officer must have:
i. A bachelor’s degree in any of the social sciences from a recognized university and have good
communication skills;
ii. Demonstrated professional competence and administrative ability in work
iii. Performance and results.

(b) Requirements for appointments at JOB GROUP ‘H’ CPSB 11


For appointment to this grade, a candidate must have:
(i) Kenya Certificate of Secondary Education Mean Grade C - (Minus) or its equivalent with at least
C- (Minus) in English;
(ii) A diploma in Public Relations/Hospitality Management/International relations from a recognized
institution;
(iii) Must be computer literate.
(iii) Shown merit and ability in work performance and results.

3. Vacancy no. MCPSB /03/11/2022 DIRECTOR – COUNTY DELIVERY UNIT JOB


GROUP ‘R’ (1 POSITION)
Terms of Service-Contract.
Reporting to the Governor, the Director County Delivery Unit will support and fast tract
implementation of key priority projects across line ministries. The County Delivery Unit will be
reporting directly to the Governor on oversight role of priority projects.
(a) Duties and Responsibilities.
i. Translate and monitor Governor’s commitments into action plans, budgets and timelines.
ii. Liaise with County line departments monitoring officials to keep track of the
implementation and status of Governor’s priority projects.
iii. Solicit and analyze public opinions on priority projects to advise decision making
processes for the county.
iv. Support line ministries to draw action plans and rapid result initiatives for priority projects.
v. Implement and manage public participation and information system on development
matters.
vi. Organize inter-ministerial field missions on key priority projects, identify bottlenecks and
millstones to inform and advice the Governor’s office.
vii. Provide analysis and recommendations to the county executive and external engagement.

(b). Requirements for appointment


For appointment to his grade, an officer must have: -
i. Served in a comparable and relevant position for a minimum period of five (5) years;
ii. A university degree in Economics, Accounting, Business Administration, Finance,
Computer Science, Human Resource Management/Development, Building/Land
Economics, Law, Commerce, Engineering or in any other equivalent qualification
from a recognized institution.
iii. Good knowledge of the development sector and international affairs.
iv. Strong project management, research and analytical skills.

DELIVERY UNIT JOB GROUP J/H (2 POSITIONS)

TERMS OF SERVICE – CONTRACT.

a) Requirements for Appointment at job group ‘J’ CPSB 10

For appointment to this grade, a candidate must have:-


i. Bachelor’s degree from a recognized university in a specialized discipline including
Economics, Agriculture; Environmental quality, Sociology, Political science, international
trade/commerce, Social Science and other related fields;
ii. A thorough knowledge and understanding of the concepts and techniques of professional
research, with particular emphasis on public policy analysis, and an ability to write, edit in a
clear, concise and understandable manner; and

b) Requirements for Appointment at job group ‘H’ CPSB 11


A Diploma in any of the following disciplines: Human Resource Management, Business
Administration, Information Communication Technology (ICT), or any other Diploma qualification
from a recognized institution.
c). Duties and responsibilities.
i. Provision of non-partisan professional research assistance and analysis to the Office of the
Governor.
ii. Assessing the strengths and weaknesses of policy options in the County.
iii. Providing expert interpretation, explanation and analysis.
iv. Maintain a periodically updated inventory of publications on current issues, legislation and
major public policy issues/questions
v. Providing back up to County Department.
vi. Provision of non-partisan professional research assistance and analysis to the Office of the
Governor.
vii. Assessing the strengths and weaknesses of policy options in the County.
viii. Providing expert interpretation, explanation and analysis.

‘R’ (1 POSITION)
Terms of Service-Contract.
Reporting to the chief of staff, the Director External Affairs will establish and strengthen strategic
partnerships, Key partners will include government, international bodies, academia, and private
sector and non-government organizations.
Duties and Responsibilities
i. Put in place the County partnership engagement framework, policies and guidelines.
ii. Promote partnerships with government institutions, private sector, foundation civil society,
bilateral and multilateral partners in support of county programs and projects.
iii. Monitor and fast track county commitment for delivery of projects implementation with
partners.
iv. Put in place up to date database of active and concluded projects involving partners.
v. Support the work of external affairs on strategic projects and major policy issues including
stakeholder mapping, new county research and assessment of the impact of new policies
and regulations on the county strategy.
vi. Organize external affairs events and meetings.
vii. Promote and reinforce partner reporting within county systems
viii. Represent the county interests at external meetings.
ix. Proactive resource mobilization to support county development projects.

(b). Requirements for appointment


For appointment to his grade, an officer must have: -
i. Served in a comparable and relevant position for a minimum period of five (5) years;
ii. A university degree in Political Sciences, International Relations, Economics Business
information technology or related discipline.

GROUP ‘Q’ (1 POSITION)
Terms of Service – Contract.

Reporting to the Director External Affairs the Deputy Director External will support the work of
external affairs on strategic projects and major policy issues including stakeholder mapping, new
county research and assessment of the impact of new policies and regulations on the county
strategy.
Duties and Responsibilities
i. Promote partnerships with government institutions, private sector, foundation civil society,
bilateral and multilateral partners in support of county programs and projects.
ii. Supervise projects implementation with partners.
iii. Put in place up to date database of active and concluded projects involving partners.
iv. Support the work of external affairs on strategic projects and major policy issues including
stakeholder mapping, new county research and assessment of the impact of new policies
and regulations on the county strategy.
v. Supervise external affairs events and meetings.
vi. Promote and reinforce partner reporting within county systems
vii. Represent the county interests at external meetings on behalf of the Director.
viii. Promote resource mobilization to support county development projects.

(b). Requirements for appointment


For appointment to his grade, an officer must have: -
i. Served in a comparable and relevant position for a minimum period of five (5) years;

ASSISTANT JOB GROUP ‘J/H’ (4 POSITIONS)
TERMS OF SERVICE – CONTRACT.

(a) Duties and Responsibilities

i. Develops and implements a Partnership Strategy that ensures the very best of relationships
with partners, donors and others;
ii. Ensures excellent relations with key government partners, and put in place systems that
maintain them;
iii. Ensures effective engagement of strategic partners, especially Society groups and
traditional leadership;
iv. Develops strategic partnership-building approaches with government, Donor, Civil
Society, Corporate, and other stakeholders;
v. Facilitates the strategic engagement with relevant International and National stakeholders
vi. Maintains a database of information relating to Partners’ and , Donors’, individual
requirements and goals, and such other details as are relevant to the development and
maintenance of those partnerships;
vii. Develops and manages Memorandum Of Understandings as may arise from 2 partnerships;

(b) Requirements for Appointment at job group ‘J’ CPSB 10


i. University Degree in Business Management, Development Studies or related fields;
ii. Proven track record in successfully managing Inter-Institutional relations, preferably in the
development field;
Required Skills and Competencies

WELFARE JOB GROUP ‘R’ (1 POST)
Terms of Service-Contract
(a) Duties and Responsibilities

Reporting to the Chief of Staff, the officer will deal with highly complex development activities
and diverse socio-economic and political background. The officer will be responsible for the
efficient management and co-ordination of county Government such as co-ordination of
development activities, mobilization of resources for development; co-ordination of disaster
management and emergency response activities; co-ordination and promotion of peace and
security; promotion and co-ordination of conflict resolution and peace building.

(b). Requirements for appointment


For appointment to his grade, an officer must have: -
i. Served in a comparable and relevant position for a minimum period of five (5) years;

ii. A university degree in Political Sciences, International Relations, Economics or


Business information technology related discipline.

iii. Good knowledge of the development sector and international affairs.

iv. Strong project management, research and analytical skills.

OFFICERS/ ASSISTANT JOB GROUP J/H (3 POSITIONS)
Terms of Service – Contract.

Duties and responsibilities

i. To mobilize community development in collaboration with ngos civil society.


ii. Capacity building of voluntary Social Welfare agencies to provide professional guidance
and implementation of their schemes.
iii. To plan organize and coordinate social development activities like national days, tree
plantation and creation social awareness.
iv. To carry out the instruction of the department to be issued from time to time.
v. To conduct surveys when required and to undertake emergency relief work in
collaboration with NGOs and civil society.
vi. Any other assignment given from time to time

For appointment to this grade, an officer must have:

i. A Degree in Social Work/ Sociology / Rural Sociology / Women Studies / Gender Studies

JOB GROUP ‘R’ ( 1 POSITION)

Terms of Service-Contract
Reporting to the chief of staff, the Director Monitoring and Evaluation will review existing
management systems, procedures and practices with a view to improving their effectiveness and
efficiency and studying implemented projects and drawing practical experiences for future use in
planning and designing of similar projects

(a) Duties and Responsibilities

i. Includes; continuous monitoring and analyzing the implementation of Government


policies, programmes and projects with a view to advising the Government on problems
being encountered in their implementation and recommending remedial measures;
ii. Reviewing existing management systems, procedures and practices with a view to
improving their effectiveness and efficiency;
iii. Studying implemented projects and drawing practical experiences for future use in
planning and designing of similar projects;
iv. Assessing sustainability of completed development projects;
v. Monitoring working environment in the public sector and the conditions of public offices
with a view to making appropriate recommendations for improvement.

(b). Requirements for appointment


i. For appointment to his grade, an officer must have: -
ii. Served in a comparable and relevant position for a minimum period of five (5) years;
iii. Bachelor’s Degree in any of the following fields: Economics, Accounting, Business
Administration, Finance, Computer Science, Human Resource Management/Development,
Building/Land Economics, Law, Commerce, Engineering, Social Sciences or in any other
equivalent qualification from a recognized institution.
iv. Demonstrated outstanding professional and managerial competence; and
v. A clear understanding of government goals and strategies and be able to

COMMUNICATIONS OFFICER III, JOB GROUP ‘J/H’ (3 POSITIONS)

TERMS OF SERVICE – CONTRACT.

(a) Duties and Responsibilities


He/she will be responsible to the Director of Communications for all public communication matters in
the County.
Specific duties and responsibilities will include gathering information on existing programmes,
significant events and the impact on customers and forwarding the same to the head of Department for
dissemination. Work will further entail liaising with media practitioners and the public on issues of
mutual concern under the guidance of a senior officer.

(b) Requirements for Appointment at job group ‘J’ CPSB 10


(i) Be in possession of a Bachelor’s degree in any of the following disciplines: Mass Communication,
Communication Studies, Journalism, Public Relations, Social Sciences or any other approved
equivalent qualifications from a recognized University/Institution;
(ii) Possess good oral and written communication skills in both English and Kiswahili; and
iii) Be proficient in computer applications.
For appointment at job group ‘H’ CPSB 11
i. Have Kenya Certificate of Education (KCSE) mean grade C with a minimum of C+ in English
or Kiswahili and C in any other relevant subjects or its approved equivalent qualification;
ii. Must have a Diploma in any of the following disciplines: Journalism, Mass Communication,
International Relations, Communication Studies, Public Relations or any other approved
equivalent qualifications from a recognized Institution; and
iii. Be proficient in computer applications.
