The Meru County Public service board pursuant to article 176 wishes to recruit qualified persons
to fill vacant positions in the following departments in the governor’s office.
OFFICE OF THE GOVERNOR
1. Vacancy no. MCPSB /01/11/2022 DIRECTOR OF PROTOCAL AND EVENTS JOB
GROUP “R” (1 Position).
TERMS OF SERVICE – CONTRACT.
Reporting to the chief of staff, the Director of Protocol and Events will support and fast tract
implementation of key priority projects across line ministries.
i. Be a Kenyan citizen;
ii. Be a holder of at least a Bachelor’s Degree in International Relations, Diplomacy, Public
Relations, project planning or any other relevant filed from a university recognized in
Kenya;
iii. Have relevant knowledge and experience of not less than five (5) years in a senior position
in the Public Service or Private Sector in the portfolio applied for;
iv. Be a strategic thinker and results oriented;
v. Have capacity to work under pressure to meet strict deadlines;
vi. Be computer literate;

Reporting to the Director External Affairs the Deputy Director External will support the work of
external affairs on strategic projects and major policy issues including stakeholder mapping, new
county research and assessment of the impact of new policies and regulations on the county
strategy.
Duties and Responsibilities
i. Promote partnerships with government institutions, private sector, foundation civil society,
bilateral and multilateral partners in support of county programs and projects.
ii. Supervise projects implementation with partners.
iii. Put in place up to date database of active and concluded projects involving partners.
iv. Support the work of external affairs on strategic projects and major policy issues including
stakeholder mapping, new county research and assessment of the impact of new policies
and regulations on the county strategy.
v. Supervise external affairs events and meetings.
vi. Promote and reinforce partner reporting within county systems
vii. Represent the county interests at external meetings on behalf of the Director.
viii. Promote resource mobilization to support county development projects.
i. Develops and implements a Partnership Strategy that ensures the very best of relationships
with partners, donors and others;
ii. Ensures excellent relations with key government partners, and put in place systems that
maintain them;
iii. Ensures effective engagement of strategic partners, especially Society groups and
traditional leadership;
iv. Develops strategic partnership-building approaches with government, Donor, Civil
Society, Corporate, and other stakeholders;
v. Facilitates the strategic engagement with relevant International and National stakeholders
vi. Maintains a database of information relating to Partners’ and , Donors’, individual
requirements and goals, and such other details as are relevant to the development and
maintenance of those partnerships;
vii. Develops and manages Memorandum Of Understandings as may arise from 2 partnerships;
Reporting to the Chief of Staff, the officer will deal with highly complex development activities
and diverse socio-economic and political background. The officer will be responsible for the
efficient management and co-ordination of county Government such as co-ordination of
development activities, mobilization of resources for development; co-ordination of disaster
management and emergency response activities; co-ordination and promotion of peace and
security; promotion and co-ordination of conflict resolution and peace building.
i. A Degree in Social Work/ Sociology / Rural Sociology / Women Studies / Gender Studies
/ Anthropology from recognized institution
ii. Leadership qualities, administrative ability, communication skills, decisiveness, writing
skills and management skills etc.

10. Vacancy no. MCPSB /10/11/2022 DIRECTOR MONITORING AND EVALUATION
JOB GROUP ‘R’ ( 1 POSITION)
Terms of Service-Contract
Reporting to the chief of staff, the Director Monitoring and Evaluation will review existing
management systems, procedures and practices with a view to improving their effectiveness and
efficiency and studying implemented projects and drawing practical experiences for future use in
planning and designing of similar projects
