NOTICE OF VACANCY

The Department of the Interior and Local Government’s Bantay-Korapsyon – Program


Management Office is urgently looking for applicants to fill-in the vacant positions of
the PMO for the Fiscal Year 2023. Details of the said vacancy are as follows:

TERMS OF REFERENCE

A. PROGRAM DEVELOPMENT OFFICER (CAPACITY DEVELOPMENT)

I. BACKGROUND / SCOPE OF WORK

In support of the DILG’s mandate as per RA 6975 to further strengthen local


government capability aimed towards the effective delivery of the basic services
to the citizenry, Bantay-Korapsyon Program, as a flagship program of the
Department, encourages the involvement and participation of various
stakeholders in the fight against corruption.

II. EXPECTED OUTPUT/DELIVERABLES


a. Monthly Accomplishment Report of the Bantay-Korapsyon – Program’s
activities and other functions in coordination with the Assistant Project
Head;
b. Strategic formulation and implementation plans of the project;
c. Other matters assigned in relation to the scope of work for immediate and
apt submission to concerned offices.

III. DURATION OF WORK


a. Preferably February 15, 2023 to December 31, 2023

IV. DUTY STATION


a. Bantay-Korapsyon – Project Management Office, Office of the
Undersecretary for Operations, Department of the Interior and Local
Government, 26/F, DILG-NAPOLCOM Center, EDSA corner Quezon Avenue,
Quezon City

V. SPECIFIC FUNCTIONS AND DUTIES

a. Provide assistance in the evaluation and assessment of plans and activities


of the program; in coordination with the Program Development (Planning);
b. Designated Capacity Development Officer of the PMO;

c. Prepare activity designs and post-activity reports in coordination with the
Assistant Program Head;
d. Assist the Program Head and the Assistant Program Head in the
communication and coordination with other offices in the Department such
as the Bureau of Local Government Supervision (BLGS), and Legal and
Legislative Liaison Service (LLLS) relative to the operational and
administrative responsibilities of the BK-PMO;
e. Attend, facilitate and/or document assemblies, trainings, meetings, fora,
conferences, workshops, field visits and other related activities;
f. Regularly report to the Assistant Program Head, and Program Head of the
BK-PMO;
g. Perform other tasks given by the Program Head and Supervising Authority;
and
h. Travel to project sites or field offices, as duly authorized by the head of the
office, and attend relevant activities relative to the program. Payment of
travelling expenses is authorized.

VI. MONTHLY COMPENSATION AND SOURCE OF FUNDS


a. Salary Grade 18; Php 45,706.00
b. Charged against Bantay-Korapsyon FY2023 Funds

VII. QUALIFICATION STANDARDS

a. Education : Bachelor’s Degree relevant to the job, preferably a


graduate of Social Sciences, Political Science,
Development Studies, Public Administration, or
any relevant field;
b. Experience : Preferably with at least 1 year of relevant work
experience in government work, policy
formulation, monitoring and evaluation, or
capacity development interventions
c. Training : None required;
d. Eligibility : None required;
e. Nature of Appointment : Contract of Service (CoS);
f. Skills and Qualifications : Must have strong project development skills
preferably knowledgeable in anti-graft and
corruption laws and policies, volunteer sector
management; with interest in program planning,
implementation, monitoring and evaluation.

d. Assist the Program Development Officer on the coordination with Regional
Offices and other DILG Offices relative to the operational and administrative

conferences, workshops, field visits and other related activities;
f. Regularly report to the Assistant Program Head, and Program Head of the
BK-PMO;
g. Perform other tasks given by the Program Head and Supervising Authority;
and

f. Skills and Qualifications : Must have strong project development skills
preferably knowledgeable in project management,
database management; with interest in program
planning, implementation, monitoring and
evaluation.
