DILG Technical Assistance Project for Local Resource

Institutes on the Utilization of CSIS Results for CY 2022

IMPLEMENTATION GUIDELINES
I. The Program

The DILG Technical Assistance Project for Local Resource Institutes (DILG TA Project for
LRIs) is a small grant facility of the Department of the Interior and Local Government (DILG)
developed by the Bureau of Local Government Supervision (BLGS) through the initiative of the
Civil Society Organization/Peoples Participation Partnership Program (CSO/PPPP) Project
Management Office. The DILG TA Project for LRIs is supported by a budget allocation under the
CSO/PPPP Fund.

II. Objectives

The DILG TA Project for LRIs seeks to maximize the utilization of the Citizen Satisfaction
Index System (CSIS) results and strengthen the capacity of local government units (LGUs), civil
society organizations (CSOs), and other stakeholders, through partnerships with LRIs, in
formulating ways to significantly improve local governance.

Specifically, the project aims to provide technical and financial assistance to LRIs in support
of programs/projects that promote responsive local governance, through partnerships with LGUs
and CSOs.

III. Eligibility

LRIs that were trained for the implementation of the CSIS in CYs 2017-2021 are qualified to
apply and submit a project proposal to avail of the DILG TA Project for LRIs for CY 2022.

Previous LRI-partners, both for the CSIS and the DILG TA Project for LRIs, with on-going granted
projects, unliquidated funds, and those that were not able to submit their project outputs within the
agreed project timeline are not eligible to submit project proposals.

The CSO/PPPP PMO, in coordination with the Regional Focal Person for the CSIS, shall
send an invitation letter to all the eligible LRIs. A list of all eligible LRIs will also be posted through
the CSO/PPPP Portal.

IV. Core Principles

The proposals for implementation under the DILG TA Project shall embody the following core
principles:

Evidence-Based: Proposals must be anchored on the CSIS results of the target


municipalities covered between 2017-2021. Likewise, the outputs expected through the
proposed projects must also be evidence-based;

Innovative: Proposals should provide possible solutions to the issues identified in the CSIS
results or highlighted in the Citizen-Driven Priority Action Plan (CPAP) through creative and
unconventional means which may include new approaches, strategies, implementation style;
and

Sustainable and Replicable: Proposals should demonstrate a long-term commitment and
impact to the service area/sector being addressed, with the hope of creating models or
approaches that may be replicated in other municipalities.

V. Projects Eligible for Funding

For the CY 2022 implementation, a qualified LRI may submit a project proposal that focuses
on any of the following suggested strategies and/or activities:

a. Capacity-building for CSOs to enhance their ability to participate in local


governance. LRIs can focus on introducing CSOs to the local development planning and
budgeting processes, social accountability, and suggest effective ways to maximize their
involvement in the different local special bodies and assemblies of LGUs, using the CSIS
results/findings as a springboard for their intervention and deeper involvement.

b. Provision of Technical Assistance to LGUs to effectively address the critical priority


action areas identified in the Citizen-driven Priority Action Plan (CPAP). Technical
assistance may involve the planning and formulation or research and development of
policies, projects, or programs and their implementation. In cases wherein there are
already existing interventions, LRIs can leverage their expertise to provide assistance
through re-assessing these interventions for improvement. This is particularly helpful in
Service Areas such as Agriculture, Tourism, Education, and Disaster Risk Reduction and
Management. Conduct of purposive sample surveys covering specific CSIS service areas
based on the results/findings may also help LGUs in further prioritizing and planning for
strategic ways to address specific concerns.

Technical assistance may also focus on the formulation and implementation of a Capacity
Building Program for LGUs to refine their fiscal and technical capabilities and improve
their absorptive capacities to deliver devolved duties given their additional funding and
responsibilities brought on by the Supreme Court decision on the Mandanas-Garcia
Petition.

c. Multi-tiered/Multi-year community-engaging projects/programs from priority action


areas for stakeholders that express the Filipino Culture through creativeness,
innovativeness, and resourcefulness or provide sustainable and contemporary
solutions to existing problems as expressed by the results of the CSIS, as well as the
identified interventions formulated through the CPAP. Refer to Section VIII, No. 1 of this
Guidelines for further details.

d. Promotion of Inter-local Cooperation among LGUs through the formation of


partnerships and collaborative efforts to address the critical priority action areas identified
in the CPAP that may also affect other LGUs in the province.

e. Provision of Technical Assistance for COVID-19 related recovery efforts in service


areas such as health and social enterprise through innovative projects involving contact-
tracing monitoring, information drives, and start-up businesses as stipulated in the
Memorandum Circular No. 2020-135.

f. Integration of the Citizen Satisfaction Index System, its concepts, coverage, and
design, in school curriculums as support for the promotion of critical thinking and good
governance.

g. Development projects/programs that are aligned with the United Nations’ Sustainable
Development Goals, AmBisyon Natin 2040, and/or the Philippine Development Plan
2017-2022.

VI. Non-Eligible for Funding

The following expenditure items cannot be funded under the DILG TA Project for LRIs:

1. Scholarships, fellowships, formal academic training programs, or research activities


with no applied component;
2. Livelihood programs, microfinance, lending programs, provision of basic services;
3. Construction of physical infrastructure;
4. Support to LRI regular organizational operations; and
5. Conduct of subsequent CSIS surveys.

VII. Amount of Grant

The maximum grant award per selected project proponent is Two Hundred Thousand
Pesos ONLY (PHP 200,000.00) to be released in the following tranches:

PhP 170,000 or 85% - upon signing of the Partnership Agreement; and


PhP 30,000 or 15% - upon submission of Final Documentation and
Liquidation Report in the prescribed format.

VI. Implementation Schedule

Upon finalization of the Implementation Guidelines, the CSO/PPPP PMO shall send invitation
letters to qualified LRIs, in coordination with the Regional Focal Person for the CSIS, to submit
project proposals for the availment of the DILG TA Project for LRIs grant. Likewise, a list of all
eligible LRIs shall be available in the CSO/PPPP Portal.

VIII. Application Requirements

For the CY 2022 implementation of the DILG TA Project for LRIs, eligible LRIs shall submit
their applications through the Online Application Site and shall be guided by the following
procedure:

● Only eligible LRIs may proceed to the Application Form proper. A list of all eligible
LRIs is provided in the drop-down menu found on the screen.

● For Multi-tiered/Multi-year project proposals, kindly include the specific activities for
the duration of both the current project cycle and the succeeding phases of the project
implementation.

2. Accomplish the Application Form. A template for the Project Activities, Budget, and
Timeline shall be provided. The electronic signatures of both the Project Manager and
University President/Chancellor/Campus Director must be attached to the aforementioned
form. This shall be uploaded in the designated section of the Application Form.

3. Upload the following documents:

● Letter of Intent signifying their intention to avail of the DILG TA Project for LRIs. The
letter of intent must be signed by the University President /Chancellor/Campus
Director, or Dean/Department Head duly authorized by the University President and
addressed to:

● Photocopy of Certificate of Membership from Association of Schools of Public


Administration of the Philippines (ASPAP) or Philippine Association of State
Universities and Colleges (PASUC) for State Universities and Colleges (SUCs), or
any Certificate of Membership from accredited Associations with the same level of
authority as the aforementioned Associations for Private Universities and Colleges

● Photocopy of Level of University (CHED Certification)

● List of Government Projects undertaken for the last three (3) years to include details
on project implementation, if applicable

● Sample of Research Paper conducted by the Project Team

4. Review the correctness and completeness of all encoded details and uploaded documents.
Once submitted, all data shall be deemed final and unchangeable.

5. A Reference Number shall be assigned for each submission. LRI-Applicants must take note
of the Reference Number. The Reference Number will be based on the date the proposal
was received.

Applications sent through other means (email, courier, etc.) will not be accepted unless
otherwise stated by the PMO.

The BLGS/CSO/PPPP will accept project proposals up to 5:00 PM of June 3, 2022 through
the Online Application Site.

The Application Site shall be closed after the deadline to prevent any late submissions.

IX. Evaluation Procedure

Appraisal of Proposals. Project proposals will undergo a three-stage evaluation process:

First stage: Using the Compliance Appraisal Form (Annex A), the CSO/PPPP PMO
will screen and evaluate the submitted project proposals to check if all the
required documents are complete and ensure that the proposals are
responsive to the overall objectives of the Project.

The CSO/PPPP PMO will prepare a Shortlist of Project Submissions of


all received proposals that have passed the first stage of evaluation.

Second Stage: The CSO/PPPP PMO will set a schedule for a 15-minute Zoom Interview
with the shortlisted LRI applicants three (3) working days upon the deadline
for submissions. Each LRI applicant will be given five (5) minutes to present
their project application, followed by a ten (10) minute question and answer
portion.

The LRI is allowed three (3) working days after the scheduled interview to
address any concerns, corrections, and/or suggestions made by the PMO
Team.

After which, the PMO will review the revised submissions and submit a
Selection List, along with Form 1, to the National Project Committee
(NPC) for final evaluation and approval within six (6) working days from the
last interview with an LRI Applicant.

Third Stage: Using the Substantive Appraisal Form (Annex B), the NPC will conduct the
final evaluation of the project proposals through the CSO/PPPP Portal
contained in the Selection List based on the following criteria:

The NPC shall accomplish their final evaluation and select a maximum of fifteen (15)
approved project proposals and three (3) alternate project proposals within ten (10) working days
after submission of screened proposals from the CSO/PPPP PMO.

The CSO/PPPP PMO shall prepare the Resolution indicating the list of approved proposals,
duly signed and approved by the members of the NPC within three (3) working days after the final
evaluation.

X. Notification on the Status of Project Proposals

1. To communicate the status of applications, an Official Letter from the Bureau of Local
Government Supervision will be sent to all the LRIs that have applied and submitted their
proposals within three (3) days after the issuance of the Resolution.

a. Approved and selected projects shall receive a Partnership Agreement, Detailed


Project Workplan (Annex C), and access to the Online Monitoring System,
together with the Approval Letter within three (3) working days after the issuance of
the Resolution.

The Partnership Agreement will stipulate the terms and conditions of the DILG TA
Project for LRIs. The Detailed Project Work Plan (Annex C) will indicate the timeline
and schedule of the project implementation, activities and corresponding budget, and
expected outputs, and the Progress Monitoring Form (Annex D) uploaded through the
Online Monitoring System will track the actual progress of the project during its
implementation.

b. Projects from the Selection List that have failed to receive the approval for the grant
shall be sent a letter of rejection via electronic mail within seven (7) working days after
the issuance of the Resolution.

2. Within five (5) working days upon receipt of the Approval Letter and Partnership
Agreement, the LRI must do the following:

a. Write a Formal Letter informing the CSO/PPPP PMO of their acceptance and
commitment to fully implement the project. The letter must be signed by the
University President/Chancellor/Campus Director; and

b. Review the Partnership Agreement through the Legal Team/Counsel of the


University/College.

Any concerns or queries regarding the Partnership Agreement must be sent


immediately through email at ta-cspf@csopppp.page for the review of the
PMO.

The PMO will then schedule a virtual Briefing and Partnership Agreement signing
with the selected grantees after the abovementioned five (5) working days.

3. The grantee must send four (4) original copies of the signed Partnership Agreement
printed in a folio-sized paper (8.5 in. x 13 in.), via mail or courier to the following address,
together with the corresponding notarial fee (PHP 300):

Once signed and notarized, the CSO/PPPP PMO shall upload the scanned copies of the notarized
Partnership Agreement to the CSO/PPPP Portal for access and reference of the LRI-grantee. The
PMO shall also send physical copies of the Notarized Partnership Agreement to the LRI-grantee.

XI. Project Implementation

1. Selected projects shall be implemented within two (2) months, from August –September
2022.

2. LRIs must update the Progress Monitoring Report (Annex D) through the CSO/PPPP Portal
on a weekly basis. The PMO shall check the Progress Monitoring Form every Friday of the
Implementation Period.

3. The CSO/PPPP PMO will only respond to the queries of project proponents and to complaints
by parties affected by the proponents’ projects (if any) which may be sent through a written
letter or via electronic mail. To ensure timely implementation of the projects, the LRIs must
update the CSO/PPPP PMO through electronic mail and SMS. Conversely, the CSO/PPPP
PMO shall monitor the progress of the projects through the Online Monitoring System,
electronic mail, and/or SMS to the LRIs.

4. LRIs are allowed a maximum of one (1) month extension only from the stipulated
implementation duration in the Partnership Agreement. Should an LRI need an extension, a
formal letter of request must be sent to the CSO/PPPP PMO stating their reason/s and the
expected date of project completion. The expected date of completion must be within the
maximum allowed extension. The PMO may decline the request should the reason be
deemed unjustifiable.

XII. Submission of Reports

Within thirty (30) days after the completion of the project implementation period, and on the
date stipulated in the Partnership Agreement, the LRI-recipient must submit the following
documents:

1. Final Documentation Report (Annex E) approved and signed by the University/College


President and/or Campus Director and must be submitted using the template that is provided
by the CSO/PPPP PMO.

2. Liquidation Report and Statement of Expenditure (Annex F & G) approved and signed
by the University/College President and/or Campus Director and verified by the
University/College Accounting Officer. Photocopy of the Receipts and other supporting
documents must be attached to the Liquidation Report.

a. For State Universities and Colleges (SUCs), the Liquidation Report must
bear the stamp “Received” by the designated COA Auditor of the
University/College;

b. For Private Universities and Colleges, the Liquidation Report may be


submitted directly to the Central Office, which will then be forwarded to
the DILG-COA for auditing and filing.

Any unutilized fund upon the completion of the project implementation must be
returned to the DILG - Central Office. The LRI must write a formal letter informing the
PMO of the actual amount and the reason for the unutilized fund. The LRI may refer
to their Detailed Project Work Plan to specify which activities caused the existing fund
balance.

The PMO shall give further instructions should the occasion arise.

The LRI-recipient shall send one (1) copy of the aforementioned reports by mail or courier
to the address stipulated above. Soft copies of both Reports must also be submitted through the
CSO/PPPP Portal.

Failure to submit the Final Documentation Report and Fund Utilization Report on the date
stipulated in the Partnership Agreement, except due to justifiable reasons, may cause the
forfeiture of the remaining 15% of the grant, along with the ineligibility to apply for the grant for
the succeeding implementation years.
