1 Development of IEC Action Plan

In order to come up with a thorough input and outcomes, the following points were put into practice
in order to navigate through the IEC Action Plan. Presented in Figure 1 are the process and on the
basis of CBA or communication-based assessment in order to tell the purpose of the activity and its
current performance. The following activities were administered:

1. Conduct a survey to determine the list of residents attendees in the Homeowners General
Assembly.

The survey was conducted to gather preliminary information that will be used as the basis
for the development of the IEC Action Plan. The respondents were the residents of Kassel Vista
Subdivision, San Pedro 1, Malvar Batangas wherein the questions are in regards to the Homeowners
General Assembly, that focuses on announcement, concerns of the homeowners and the ordinances
that are implemented in the subdivision.

The survey questionnaire was self-managed. After the allotted time has passed, a brief
explanation of the purpose was given as well as instructions on how to complete the questionnaires.

On the same day, the completed surveys were reviewed for accuracy. When the survey
administrator received the questionnaires, he or she either returned them to the respondents or
presented the question and recorded the respondent’s response on the survey questionnaire.

2. Key Informant Interviews (KII)

On the desk interviews were conducted by members of the group to ensure and gather the
actual data of the Homeowners General Assembly of Kassel Vista Subdivision. The questions were
prepared by one of the researchers and done with the officer-in-charge and vice president of the
Homeowners Association last April 29, 2022.

3. Data Analysis

After gathering the necessary information from interviews to survey as supporting basis, data
analysis was used for consolidating how to fill the gaps and come up with strategies. The Key
Informant Interviews of the persons involved help maneuver the IEC Action Plan as it progresses. On
the other hand, watering down the gathered information from the surveys helps in determining why
or how the gap occurs and how can the action plan approach it. Both methods guided the action
plan in coming up with strategic execution of things. The result of the data will be put on the latter
part of this paper.

2.2 Development of IEC Prototypes

The development of IEC prototypes is to generate examples and improvement of the


materials that could be used to facilitate the implementation of the IEC Action Plan. Prototypes have
been constructed for campaign materials such as posters and video that will be posted in online
platforms and in bulletin boards in the subdivision. These campaign materials' primary objective is to
inform and persuade the people to take part in the activities and programs in the community. The
prototype was made based on the result of the communication-based assessment conducted. The
provided prototypes also need to seek help alongside the local government or the Homeowners
Association officers to meet the needs for the production of the materials. Confirmation and review
from the Homeowners Association is done before implementing the communication materials in the
community.

3.3. Data Analysis

A further data gathering was conducted through the records of the General Assembly from
the secretary of the Homeowners Association. A total of 376 homeowners reside in Kassel Vista
Subdivision and only a portion of the population attends the General Assembly. On February 18,
2021, seventy-one (71) or 18.88% of the homeowners attended. Forty-seven or 12.5% of the
homeowners attended last June 27, 2021. There are seventy- three (73) or 19.14% of homeowners
attended the General Assembly last November 28, 2021. Seventy-seven (77) or 20.47% joined the
assembly last April 24, 2022. From the data, it appears that a small number of the homeowners
attended the General Assembly in the subdivision from February 2021 to April 2022.

4. Information, Education, and Communication Action Plan

From the results of the Communication Based Assessment, the researchers provide key strategies
for addressing key gaps in the attendance of the Homeowners General Assembly in Kassel Vista
Subdivision. Five (5) main strategies are formulated, with the rationale that describes the
background of each strategy. Objectives, goals, specific actions, and target audience are also
indicated.

Strategy 1: Maximize the Use of Social Media Page/Group of the Subdivision

Brief Description: This method will be used, and it will be more effective for homeowners so they can
access the social media page/group on a daily basis, browse for announcements, and quickly
disseminate information.

Organized and proper utilization of their social media scapes can help them arouse more awareness
among their co-homeowners.

Goal: To make information more accessible to the target audience and to encourage them to use
and trust the information posted on the association's social media page.

Objectives:

• To create and publish innovative activities that can be seen and read on the social media page

• To disseminate a message that can be used after or during the execution of the activity

• To persuade homeowners of the effectiveness or power of social media in disseminating


information

Actions: Organized a list of FB accounts accounted to the homeowners to prevent confusion to the
handlers. Utilized the existing FB page/group by means of improving and letting go of what is not
needed, set rules, mediators, or a social media manager.

Target Audience: Residents of Kassel Vista Subdivision and the Homeowners officials
Strategy 2: Publication of Digital and Print Collateral for Information and Announcements

Brief Description: This strategy is for quick dissemination of information as well as imposing more
awareness about everything that goes on with the General Assembly including future activities,
meetings and even building trust through transparency. This will be executed through the fusion of
digital and traditional advertising.

Goal: To reach those homeowners who are not aware of the general assembly

Objectives:

• To persuade homeowners to attend the General Assembly.

• To build trust between homeowners through transparency.

• To gather more traction through new and improved publication materials.

Actions: Produce a printed collaterals/materials and infomercials

Target Audience: Homeowners officials of Kassel Vista Subdivision

Strategy 3: Utilize Social Media Features such as Facebook Live

Brief Description: Most of the homeowners of Kassel Vista subdivision are unable to attend the
General Assembly that is being held quarterly due to conflict of schedules, unaware about the
assembly and their personal reasons. On that note, the homeowners officials can utilize one of the
features of Facebook which is live streaming. Through this, people who can’t attend the scheduled
assembly can watch anytime they want and it can also be used as an archive for future purposes.

Goal: Make the General Assembly available to those people who can’t attend.

Objectives:

• To provide an alternative to those who can’t attend the General Assembly

• To have an archive of the General Assembly that can be accessed by residents of the subdivision

• To maximize the use of the social media platform of the subdivision

• To maintain the connection between the homeowners of the subdivision.

Actions: Introduce the feature of Facebook Live to the Homeowners officials, and how to use it.
During the General Assembly, a Facebook Live will be streamed on the Facebook group. There
should be someone who monitors the Facebook live operation.

Target Audience: Homeowners officials of Kassel Vista Subdivision

Strategy 4: Provide Incentives to the Participants


Brief Description: Organizations are typically providing incentives which are designed to promote
efficiency and productivity, but these can also be used to improve recruitment, engagement,
retention, and assemblies.

Incentive compensation schemes are based on the notion that rewards influence behavior.

According to Very Well Mind (2020), it is found that incentives increase the interest of people to
attend a program even though they aren’t interested in the topic. With this they have no choice but
to hear or listen to the assembly even if it is out of interest, this boils down to people attending the
assembly for the incentives, and in the end, they still get the information needed to be disseminated
even though it is not their main goal of attending. All in all, incentives are proved working in many
aspects may it be in workplaces, programs, or assemblies.

Goal: The purpose of this plan is to entice Kassel Vista residents to attend the general assembly by
offering a motivational inducement.

Objectives:

• To encourage the homeowners to attend the General Assembly through incentives and motivation

• To recognize homeowners by giving merits with their achievements and commitment to the
development of the Subdivision.

Actions: To successfully participate in this program, the supporting bodies will post an
announcement regarding their planned incentives. This will be posted through different platforms
such as posters, face-to-face announcements, and social media groups. A series of planning will be
conducted to strategize the cost of this project and how to implement this program well.

Incentives don’t have to be grand, they can be a simple token, food, or raffles as long as it has the
ability to motivate a person. A raffle using the registered attendees of the General Assembly will be
conducted in different parts of the program. Also, there’s someone who’ll receive a merit or award
for being present in the most General Assembly in the subdivision. For every assembly, a set of
evaluations will be conducted to monitor the effectiveness of giving incentives and also its type in
conducting assemblies or other activities.

Target Audience: Homeowners and officials of Kassel Vista Subdivision

Strategy 5: Station a Bulletin Board for Announcements

Brief Description: Announcements that are placed for a period of time without being covered by
other announcements are possible through the use of bulletin boards. Bulletin boards are
centralized hubs of information for effective communication of information and stimulate the urge
of the people to give their attention to the announcements. The bulletin board should be organized
and made creatively and it will be stationed at a place that can be accessible by all of the
homeowners in the subdivision. Besides the announcement for the General Assembly, advisories,
transparency of the homeowners association, and other homeowners' concern can also be posted
on the bulletin board.

Goal: Create an effective bulletin board for the announcements in the subdivision.

Objectives:
• To install an information hub accessible to most of the homeowners of the subdivision

• To share information and remind the homeowners of the subdivision using bulletin boards

• To produce an effective communication material for the subdivision.

Actions: Formulate a plan on how to install the bulletin board in the subdivision by primarily
inspecting the subdivision for a place that is accessible to most of the homeowners. Brainstorm for
the content, theme, design, and timetable of the posting on the bulletin board. The initial theme or
design of the bulletin board should be eye- catching and acquire the attention of the passers-by.
