INTRODUCTION/ SCOPE OF WORK The following Scope of Work is intended to address the requirements of ompetrol for the performance of Third Party Inspection Companies appointed on an as required basi. ‘The Scope of Work isnot intended to form a contact between Rompetol and the appointed Inspectors nor i it intended to release third paty inspection companies from thelr professional responsible and labiltes, i all aspects this scope of work is designed to act as a required minimum for the services provided by the Thicd Pasty Inspection Campany and does not release them from any responsibilty to advise, where required, of additonal actions, safeguards and 00d working practices which may be viewed as expedient in serving thelr dty In protecting Flompetrl interests GENERAL These guidelines define ROMPETROL'S standards for cargo inspection covering load / lacharge terminals and shipboard measurements, When a cargo Inspection Is designated, such Inspection wil be a full and complete inspection as defined in the instructions. Specialy, ts ‘means tht all steps shal be winessed (or permed) and reported by the inspectors) as part of the service. ifthe inspector is not able to conduct any given portion of the assignment, ts should be reported and reason given as fo why the particular task could not be performed, IDENTIFICATION AND REPORTING OF SUBSTANDARD PERFORMANCE: When an inspector observes shore or ship measurement practices and laboratory testing procedures tat are net In accordance with the industries recognised practices, then these Geliciencies are to be reported. The inspector will discuss the nature and magnitude of any ‘ecrapancy with appropriate ship/ shore personnel atthe time the discrepancy is nolioad and an attorpt should be made to corect the problem. The inspector will Issue a Letter of Protest, Notice of Discrepancy or Letter of Reserve, as appropiate, for each unresolved problem with Copies of documents Issued being made a fart ofthe inspector’ final official inspection report \When discrepancies cannot be resolved appropriate ROMPETROL supervisory personnel must be advised by tolephone. Laboratory Testing 85.1 All hips samples of white products shall be checked on location for items previously advised by ROMPETAOL in accordance with the contract cf sele/purchase 852 All laboratory procedures shall be performed or witnessed by the Inspector following the latest applicable test standards. I the Inspactor has reason to suspect inaccuracy of the supplier's or receiver's laboratory results or has ‘genuine concern that the results obtained may lead to major tank contamination and/or downgrading, it shal be reported immediately to ROMPETROL. SHIP-GAUGING AND SAMPLING, AND TANK INSPECTION 4.1 The Inspector shall adhere to the following procedures: 4.1.4 Enour thatthe vessels! cargo tanks, ines, pumps, fits and all possible ‘sources of contamination, where accessible, are in an acceptable Condition of cleanliness, prior to loading, so as not to cause any ‘contamination or variance in the specification of the designated cargo. In order to comply with cal regulations if the actual oun quantty is more than the Bil of Lading ‘quantity the Inspector shall Issue a Cortiicate of Quantity Discharged confiming tat the Bill of Lading quantity has been discharged in full and showing the actual Bil of Lading quantty In calculating the Ethylene vessels dlecharge quantity the Inspector shal make his pe-cischarge caleulaton as follows: Perform a pre-cischarge inspection to record drat, hes quid or par-cargo level, tank pressure in vapour space, and vapour phase / liquid phase temperatures, Al tanks to be checked including deck tanks ‘The Density in Vacuum at 15°C ofthe contents of each cargo space should be noted and confirmed from vesseis records. more than one grade / parcel are present in a single space then Density at 15 °C shouid be pre: fated accorcingly. Copies of relevant quantity and qualty records for the cargo should be obtained whenaver possible, Using the vessels callbration tables, the necessary corrections to the gauge figure should be extracted along with 'Shel Correction Factore’ and any ‘Constants’. Using the corrected gauge figures, an observed volume should be extracted from the vessels calibration tables. Allcaleulatons chal be made using approptiate tables, ase a copy of the pre-ischarge tank report tothe ROMPETROL Loading Master. During discharge, the Inspector shall maintain frequent contact with the duty loading master to ensure he i aware ofall dcharge operation (On completion of discharge, an alter discharge inspection shall be performed in accordance with Paragraph 6.2.1 above and record the results, Calcuate quantity discharged and by conversion caleulate the ms, Bare, Long Tons and Metric Tons as may be required. This data shall be agroed ‘with the vessel. Vessels gauging equpment isnot sealed by a Certiying Bacy. 8.5.4 Any of the vessels gauging equipment is out of commission or gives suspect readings. REPORTING REQUIREMENTS 7.1 Inspector shal, within twenty four (24) hours after an Inspection Is completed, transmit an Inspection Summary Report Via e-mail o individual ROMPETROL ADDRESSES. Rompetrol ‘shal not be responsible for providing Inspector withthe reporting and communication requirements of bother consigness. Inspection Summary Fepors covering tank ship loading, Gischarges and lightoring shall fellow the sample formats Included in Section § 9 of ths Schedule, 7.2 Inspector shal, within five (5) calendar days after an Inspection is completed, delve one orginal and all copies ofthe Inspection Final Welten pot to Hompetro. Final Wetton Reports covering tank ship loadings, ocharges, and ligtering shall incude, but shall not be limited to ‘documents Kisted anc described in Sections 89 ofthis Sched, INSPECTION FINAL WRITTEN REPORT CONTENTS Final Witten Reports shall ata minimum, contain the folowing documents: 8.1 A concise cover lator which bviofly describes the overall operation and Fighighis any abnormal measurement dscrepancies with the Inspectors ‘opinion as to possible reasons for such discrepancies. 82 A loading, ightering, or final discharge summary which highiights Bil of Ladingfoutum quantities where applicable, vesse's quantities prior to and after loadingidscharge and ship shore comparisons before and after ‘plying the Vessel Experience Factor. 83 Quant Certificates for each cargo parcel which shows the consignee, reference number, cargo grade, carpo quantiles and destnation or origin for each cargo parcel 84 Shore tank or shore metering summary reports.
