Introduction

1 Introduction

This Market Adaptation introduces filtering of random access burst messages


in the Base Station Controller (BSC) based on signal strength received from
the Base Transceiver Station (BTS).

1.1 Readers Guide


This document describes Market Adaptation to operators and other users of
the functionality. This User Description is valid for BSC release G17.Q3 and
onwards. New functionality works for stated release and onwards, unless
stated otherwise.

The availability of the functionality of Market Adaptation depends on commercial


agreements.

Technical Description

3 Technical Description

3.1 General
This Market Adaptation changes the lowest accepted signal strength level at
access burst to handle received CHANNEL REQUIRED and EGPRS CHANNEL
REQUIRED messages in the BSC, see the Function Specification Signalling
Connection Setup. Only EGPRS CHANNEL REQUIRED messages, with EGPRS
REQUEST REFERENCE bit set in the Information Element (IE), are considered
by the functionality of this Market Adaptation. To receive signal strength
(RXLEV) at access bust in the BSC, the functionality Reporting of Access Burst
Info (RABI) must be activated in the BTS.

To filter random access messages, new cell parameter ACCABMIN is introduced


by this Market Adaptation, see the Application Information for block RCCD.
When channel required message is received, RXLEV is compared with
minimum signal strength threshold defined for the cell. If received signal
strength level is less that value of the parameter ACCABMIN, then CHANNEL
REQUIRED message is rejected with wait indication 40 seconds in the IE.

New STS counter RARXLEV is introduced by this Market Adaptation to count


number of rejected random access messages in the cell due to low signal
strength, see the User Guide BSC Object Types and Counters.

3.2 Dependencies and Requirements


This Market Adaptation does not have any dependencies or specific
requirements.

3.3 Activation of Market Adaptation


To activate this Market Adaptation the Operational Instruction BSC, Market
Adaptation, Activate must be followed. Before the activation of this Market
Adaptation, dependencies and requirements, described in Section 3.2 on page
5 must be considered.

3.4 Deactivation of Market Adaptation


To deactivate this Market Adaptation the Operational Instruction BSC, Market
Adaptation, Deactivate must be followed. Before the deactivation of this Market
Adaptation, dependencies and requirements, described in Section 3.2 on page
5 must be considered.

During the deactivation of this Market Adaptation, the parameter ACCABMIN is


automatically set to the default value for all cells in the BSC.

3.5 Usage of Market Adaptation

3.5.1 Commands
New cell parameter ACCABMIN is introduced by this Market Adaptations in
the commands RLSSC and RLSSP.

3.5.2 Printouts

This Market Adaptation modifies the printout CELL SYSTEM INFORMATION


SACCH AND BCCH DATA. New parameter ACCABMIN can be observed on
the printout.

3.6 Related Statistics

3.6.1 Impact on Legacy Counters


This Market Adaptation can have indirect impact on STS counters from the
following Object Types:

• RANDOMACC (Random Access per Cell)

• RNDACCEXT (Random Access per Cell Extended)

• CLSDCCH (SDCCH per Cell)

• CCCHLOAD (CCCH Load Counters per Cell)

3.6.2 New Counters


New STS counter RARXLEV is introduced by this Market Adaptation on the
cell level, see the User Guide BSC Object Types and Counters. It replaces
existing spare counter CELL21SPARE in the Object Type CELLGEN, see the
Application Information for block RMCNT.

RARXLEV This counter counts the number of rejected


CHANNEL REQUIRED and EGPRS CHANNEL
REQUIRED messages due to too low signal strength
at access burst.

ACCABMIN This parameter represents the minimum accepted
signal strength level at access burst in the BSC. Each
value of the parameter is interpreted to dBm, see the
Application Information for block RCCD.

An enhanced GPRS service including support for
EDGE, link adaptation and incremental redundancy.

originating calls Originating calls are equivalent to random access


messages, excluding page responses, received on the
Abis interface from MS.

RXLEV The measured interference level is mapped on to


RXLEV value between 0 and 63 as follows:

RXLEV Signal Level

0 less than -110 dBm.


1 -110 dBm to -109 dBm.
2 -109 dBm to -108 dBm.
