SHIMLA DEPUTATION/DELEGATION

Shimla deputation/delegation:

The liberal party of England had won the general elections under the leadership of George in
1905. So, this party decided to make political reforms to give more authority to the public in
India. Lord Morley announced in the British parliament to make political reforms. At this
moment, the Muslim leaders felt that they should struggle to get their rights. So, the Muslim
delegation met Lord Manto in Shimla. This delegation placed their demands in front of the
Viceroy.

Demands:

The following are the demands placed by the Muslim delegation:

1. Demand for a Separate electorate:

Muslims are a separate nation so they need to have a separate electorate in all legal meetings and
public councils.

2. Demand for more seats :

Muslims demanded more seats than their population in every sector as they are a separate nation.

3. Demand for share:

Muslims should be given their share according to their rights in government seats and jobs.

4. Membership in high courts and executive council:

Muslims should be given membership as a separate identity in the Chief court, High court, and
executive council.

5. Representation in Senate:

For educational needs and educational progress, Muslims should be given an equal share in
Senate and universities.
6. Funds for Muslim University:

Enough money should be given to the Muslim universities from the government in order to make
these universities stable.

Importance of Shimla deputation:

The Shimla delegation was successful because the Viceroy gave a positive response to the
member of the delegation.

1. Basis of Pakistan movement:

The formation and demands of the Shimla delegation are like a milestone in the history of
Muslims of the sub-continent. The positive and encouraging answer from the Viceroy of India
created a sense of political awareness and confidence among the Muslims.

2. Source of establishment of Muslim League:

The success of the Shimla delegation motivated and encouraged the Muslims to establish a
separate Muslim political(All India Muslim League) party for the Muslims.

3. Freedom from economic exploitation:

The demand for getting employment in government departments was an end to the economic
exploitation of Muslims because before that no muslim have right to get the opportunity of jobs
according to their ability and skill due to the biasness.

4. Educational development of Muslims:

The demand for the representation in Senate and universities and the status of the university to be
given to Aligarh Mohammadan Anglo-Oriental College was unavoidable for the educational
development and the awakening of political-administrative consciousness.

5. Representation in Administration and Judiciary:

The demand for appointing Muslims in High Courts and Supreme courts as judges and
membership in the administrative council of Viceroy was a cause of creating a sense of security
among the Muslims.
