1. Executive Summary
Sunmaker Energy (Uganda) Limited would like to submit this Technical Proposal Titled “Consultancy Services for
Train the Trainer Programme” as a response to RFP number RFP-CUL-LD-00338 and this technical proposal is
submitted to CNOOC Uganda Limited.

1.1 Project Background

Uganda will be experiencing the development of oil and gas activities which has been finalized by the
Government by Uganda (GoU) and its partner. The main oil and gas development to be focused will be on the
three projects including;

i) Kingfisher project: Field development of Exploration Area 3A and LA2 south operated by
CNOOC Uganda Limited (COMPANY)

ii) Tilenga project: Field development of six oil fields within Contract Area 1 (CA-1) and License
Area 2 (LA-2) North in the Albertine Graben in western Uganda operated by TotalEnergies E &
P Uganda

iii) East Africa Crude Oil Pipeline (EACOP) project: A 1,443km crude oil export pipeline that will
transport Uganda’s crude oil from Kabaale – Hoima in Uganda to the Chongoleani peninsula
near Tanga port in Tanzania.

During these projects maximum participation of Ugandan / local companies will be supported, as enshrined in
the Petroleum (Exploration, Development and production) National content regulations 2016. The vast majority
of business opportunities for Ugandan / local companies will accrue further down the supply chain from project
contractors and their sub-contractors.

CNOOC Uganda carried out a detailed and specific fact finding survey in September 2018 at Uganda Petroleum
Institute Kigumba (UPIK) and Uganda Technical College Kichwamba (UTCK) where a high number of skill gaps
were identified. Based on the outcome and findings of the fact finding survey, CNOOC embarked on actions to
close the specific skills gaps.

Below were the common key skill gaps discovered at both Institutions and the detailed survey report that was
carried out;

o Fundamentals of the Oil & Gas Industry

o HSE in the Oil & Gas Industry
o NEBOSH Technical Certificate in Operational Safety
o Precision Welding positions (AWS Certifications from 3G to 6G)
o Mechanical installation & maintenance (Advanced)
o Electrical installation & maintenance (Advanced)
o Train the Trainer-personal improvement program

Due to the high number of skill gaps that was identified, the project was split into several phases, with various
sessions. Phase I was launched in December 2018 and concluded in 2019. Phase two that was to be done in 2020
has been held in 2021 due to the COVID 19 pandemic and is still ongoing. It is addressing specific certifications
in Oil & Gas, based on the skills gap survey report Certifications include NEBOSH, IOSH, OPITO, AWS and NDT.
This phase III will be similar to phase II but will bring on board the other Albertine Vocational Training Institutions
and not only UPIK and UTC-Kichwamba.

With regards to this, CNOOC Uganda Limited has identified 42 numbers of participants from five (5) different
training institutes to undertake this Train the Trainer courses.

10.4.1 Project Risk Management

This section will explain on how Sunmaker will manage the project risk by briefly explaining on assumptions and
details out how risk can be mitigated throughout the project cycle.
10.4.1.1 Assumptions
The assumption of this project is that the selected 42 teachers to attend the Train the Trainer programme will
be in position to complete the syllabus from the knowledge that they will be trained in and that they will be able
to apply those knowledge and learning experience to their respective work places to ensure learning process
from the lecture, case studies and input from class discussion are implemented. The project is assumed to be
successfully implemented with risk being managed accordingly.

relation to this project. Figure 6 shows steps to be taken to manage project risk management by Sunmaker.

Mitigate the Avoiding the Risk register

Risk Transfer
risk risk

Figure 6 : Steps to manage project risk management by Sunmaker

i) Mitigate The Risk:

Through this strategy, we will mitigate some risks by preparing for the risks thoroughly. This is done
through Identification the risk and then assessing the control measures to reduce or eliminate the
gaps that can cause the risk to occur.

ii) Avoiding Risk:

Some risks are managed by avoiding them through changing original plans that are found to be
associated with such risks. This is done through carrying out a risk assessment and when it’s
established that the proposed plan is associated risks which can be avoided then such plans are
deleted from the available options. This in most cases is applied to larger and impactful risks.

iii) Risk Transfer:

We will employ this strategy mainly in projects which are associated with too much risk occurancy
rates and this is done through transferring risks to a third party which is having experience and
capable of mitigating as and when necessary, for instance any sub-contractors or supporting entity
working with this projects who is capable to handle and mitigate the risks based on their
experience.

iv) Risk Register/Log:

When necessary and when required we will maintain a risk register from which all probable risks
are recorded and it details out the following aspects;
 Nature of risk
 Description of the risk
 Status
 Risk susceptible areas
 Symptoms

28
 Risk triggers
 Risk response
 Risk response strategy
 Contingency plan
