SANITATION
Section 901. General Requirements

“... all buildings.. For human habitation shall be provided with adequate and potable
water supply, plumbing installation, and suitable wastewater treatment or disposal
system, storm water drainage, pest and vermin control, noise abatement device, and
such other measures required for the protection and promotion of health of persons
occupying the premises and others living nearby.
SANITATION
Section 902. Water Supply System

Whenever available, the potable water requirements for a building used for human
habitation shall be supplied from existing municipal or city waterworks system.
For abstraction of groundwater, the design, construction, and operation of deepwells
shall be subject to the provisions of the Water Code of the Philippines.
The design, construction, and operation of independent waterworks systems of
private housing subdivisions or industrial estates shall be governed by existing laws
relating to local waterworks system.
Water piping installation for water supply and distribution to each fixture (including
wastewater drainage with proper venting inside building and premises) shall conform
to the provisions of the Revised National Plumbing Code of the Philippines.
Drinking water quality shall conform to the criteria set in the latest National Drinking
Water Standards
.
SANITATION
Section 903. Wastewater Disposal System

Sanitary sewage from buildings and neutralized or pre-treated industrial wastewater shall
be discharged directly into the nearest street sanitary sewer main of existing municipal or
city sanitary sewerage system in accordance with the Code on Sanitation of the
Philippines and the DENR.

All buildings located in areas where there are no available sanitary sewerage system shall
dispose their sewage to “Imhoff” or septic tank and subsurface absorption field or to a
suitable wastewater treatment plant or disposal system in accordance with the Code on
Sanitation of the Philippines and the Revised National Plumbing Code of the Philippines...

Sanitary and industrial plumbing installations inside buildings and premises shall conform
to the provisions of the Revised National Plumbing Code of the Philippines.
SANITATION
SECTION 904. Storm Drainage System

Rainwater drainage shall not discharge to the sanitary sewer system.

Adequate provisions shall be made to drain rainwater from low areas


in buildings and the premises.

Drainage pipe installation and sewerage system of any premises


and/or connection with any public disposal or any acceptable
terminal shall conform to the provisions of the Revised National
Plumbing Code of the Philippines.
SANITATION
Section 905. Pest and Vermin Control

All buildings shall be provided with rat-proofing and garbage bins


and receptacles with ready means for cleaning and with positive
protections against entry of pests and vermins.

Dining rooms for public use without artificial ventilation shall be


properly screened.

Section 906. Noise Pollution Control

Industrial establishments shall be provided with positive noise


abatement devices to tone down the noise level of equipment and
machineries to acceptable limits set down by DOLE and DENR.

Noise as an unwanted sound in quality and intensity and excessive


vibration whose sources in building/structure construction shall
conform to acceptable limits of require emission standards of
DENR.

SYSTEM

3.1 Individual Excreta Disposal System

3.1.1 Every new house/building to be constructed shall


be provided with plan and specifications for excreta
disposal system approved by the local health
authority prior to construction. The city or mu nicipal
Building Official shall refer all applications for Sanitary
(Plumbing) Permit to the local health authority for
checking of sanitary facilities, prior to the issuance of
the building permit.

3.1.2 All houses/buildings without an approved excreta


disposal system shall be required to construct such
facilities under the supervi sion of the local health
officer.

SECTION 4: DESIGN AND CONSTRUCTION OF SEPTIC TANKS

4.1 Septic Tank

4.1.1 Design Capacity The septic tank capacity may be


determined from the quantities of sewage flow contained in
Table 1 Chapter XVII of the Code on Sanitation of the
Philippines (see Annex), based on ad- equate detention time
interval resulting in efficient sedimenta- tion. Daily flow from
metered water consumption may be used to estimate flow
when available. For buildings with occupants, the number of
persons to be served shall be computed based on the number
of rooms and considering each room as occupied by two
persons or on the basis of the actual number of persons
served by the tank, whichever is the greater.

Tanks constructed in series may be used to accomplish the


re- quired capacity provided the first tank will furnish at least
half of the required capacity. This capacity requirement
allows for the use of all household appliances including
garbage grinders and automatic washers.

4.1.3 Tank Proportions
a. The septic tank may have various shapes provided the
capacity, inlet, outlet and depth requirements are met.
Generally the sep- tic tank is rectangular in shape. If 2 or more
compartments are used, the first compartment shall have the
capacity from one half to two thirds of the total volume of the
tank.
b. The septic tank shall have a liquid drawing depth not less
than 1.20 meters (4 feet)
c. The vertical distance from the liquid level to the inside top
of the tank shall be at least 20 cm. (8 in.).
4.1.6 Location
a. The septic tank shall be located not less than 25 meters
from any well, spring, cistern, or other sources of drinking
water supply; not less than 1.5 m. (5 ft.) from any water service
line; and not less than 3.0 m. (10 ft.) away from water main.
b. Septic tanks shall be located such that desludging
equipment can have access to the opening manholes
conveniently.
c. Septic tanks shall not be located under the building.

Section 302- GRADE OF HORIZONTAL
DRAINAGE PIPING

Horizontal drainage pipes shall be run in


practical alignments and at a uniform slope
between manholes of not less than 20 mm/m or
2% toward the point of the disposal, provided
that, where it is impracticable to obtain a 2%
slope due to the following constraints in: (1)
excessive depth of proposed drainage line; (2)
structural and/or geological features of the
terrain; and (3) existing adverse in
arrangements of building or structure, any such
pipe or piping 102 mm or larger in diameter may
have a slope of 10 mm/m or 1% provided it is
first approved by the Administrative Authority.

609.1
The size of the water meter and immediate piping from the meter or from other source of unmetered water

supply to the risers, fixture supply branches, fixture connections, outlets or other uses shall be based on
the total water demand and shall be determined according to the methods and procedures outlined in this
section.

609.3
The quantity of water required to be supplied to every plumbing fixture shall be represented by “Fixture
Units” (FU) as shown in Table 6-5.

609.4
Where the maximum length of supply piping is 61 meters or less, each water piping system of fifty fixture
units(FU) or less shall be sized in accordance with the values set forth in Table 6-6. Other systems of more
than (50) fixture units and within range of Table 6-6 may be sized from the table or by method set forth in
Appendix A (Recommended rules for sizing the water supply system).

FIXTURE UNIT- is an arbitrary quantity in terms of which the load producing effects or water requirements
on the plumbing system of different kinds of plumbing fixtures are expressed in some arbitrarily chosen
scale. One fixture unit is equivalent to a rate of flow at 28.3 liters per minute ( 1 cu. Ft/minute).

609.7 Size of Water Meter and Building Supply

Pipe Using Table 6-6. Knowing the available
pressure at the water meter or other source of
supply, and after subtracting 9.79 kPa* per m of
difference in elevation between such source of
supply and highest water supply outlet in the
building or on the premises, use the “Pressure
Range” group within which this pressure will fall.
Select the “Length” column which is equal to or
longer than the required length. Follow down the
column to a fixture unit value equal to or greater
than the total number of fixture units required by
the installation.

Section 703 – SIZE OF DRAINAGE PIPING

703.1
The minimum sizes of vertical and/or horizontal
drainage pipings shall be determined from the
total of all fixture units connected thereto, and
additional in the case of vertical drainage pipes,
in accordance with their height or length.

ROOF DRAIN (SECTION 1104)
Section 1104 - SIZING OF RAINWATER PIPING
1104.1 Vertical rainwater piping shall be sized in
accordance with Table 11-1, which is based upon
maximum depth in mm or rainfall per hour falling
upon a given roof area in square meter. Consult
local rainfall figures to determine maximum
rainfall per hour. Normally, a 102 mm/hour rainfall
intensity is used around Manila area..
ROOF DRAIN (SECTION 1104)
1104.3-Horizontal Rainwater Piping: The size of a
building rainwater piping or any of its horizontal
branches shall be sized in accordance with Table
11-2 (Based upon maximum roof areas to be
drained.)

1104.4-Roof Gutter. The size of semi-circular


bottom roof gutters shall be based on the
maximum roof area, in accordance with Table 11-

8.2 Capacity of Septic Tanks

The liquid capacity of all septic tanks shall conform


to Tables B-2 and B-3 as determined by the number
of bedrooms or apartment units in dwelling
occupancies and the estimated waste/sewage
design flow rate or the number of plumbing fixture
units as determined from Table 7-2, whichever is
greater in other building occupancies. The capacity
of any one septic tank and its drainage system shall
be limited by the soil structure classification, as
specified in Table B-5
SEPTIC TANKS (APPENDIX B)
B54 Septic tanks shall have a minimum of two (2)
compartments. The inlet compartment of any septic
tank shall be not less than two- thirds (2/3) of the
total capacity of the tank, nor less than 2 m' liquid
capacity, and shall be at least 9 m in width and 1.5
m in length. Liquid depth shall be not less than 6 m
nor more than 1.8 m the secondary compartment of
any septic tank shall have a minimum capacity of 1
n' and a maximum capacity of one- third (1/3) of the
total capacity of such tank. In septic tanks having
over 6 m capacity, the secondary compartment may
be not less than 1.5 m in length.
