1. How will you select the contractor/supplier/consultant (select only one)?


Explain the procurement method.

Earlier, I presented a project named “500-Bed Community Hospital for Damak


Municipality” being overseen by the organization named “ABC Foundation”. The project
involves procurement of works from a contractor. So, for the procurement of contractor for
works, the steps of procurement cycle that can be followed are listed below:

1. Procurement Planning

The procurement of contractor needs planning of number of works to be carried out for
completion of the project which is done in procurement planning. It includes listing what
services are required at what point of the time and the quantity of the goods and services
required at the time. It also includes the number of human manpower resources and number
and type of machinery equipment resources required at any time period of the project. These
planning of activities and resources are also a major derivatives of Gantt chart and network
diagrams prepared in implementation plan.

2. Preparation of Bid Document

Bidding documents are the documents issued by the procuring entity to provide the
prospective bidders all the necessary information that they need to prepare their bids. These
bidding document clearly and adequately define the objectives, scope, expected outcomes,
results, expected contract duration, obligations, duties and/or functions of the winner bidder
and the minimum eligibility requirements of bidders.

3. Advertisement for Pre-Qualification of Bidding

Before moving forward, we need to check the capacity of the bidder. So, the notice for the
pre-qualification of bidding is published and advertisement for the pre-qualification is done to
call different bidders.

4. Pre-Qualification
Pre-qualification refers to a process through which a buyer business screens seller business to
assess their capabilities to effectively deliver on a tender awarded. Pre-qualification involves
short-selecting the different bidders based on the pre-qualification criteria set earlier. This
enables the buyer company to identity the firms that have the necessary capabilities such as
financial or expertise to deliver on particular tenders. It also reduces the number of tender
documents that the buyer company will receive as only prequalified companies can tender for
a contract.

5. Issuing of Bidding Documents

Now that the bidders are short listed through prequalification process, bidding documents is
issued among the qualified bidders from the prequalification process. The companies who
were not qualified and those who were not involved in the prequalification process will not
get the access of the bidding documents.
