Executive Summary
& State of the Region
The New York City region has been awarded $658.1 million over
11 funding rounds. Despite the challenges of the COVID-19 pandemic,
these projects are expected to create and retain over 55,000 jobs and leverage
over $6.2 billion in private and other public investment.

On behalf of the New York City Regional Economic Development Council, we are pleased to submit our 2022
Annual Report.
Over the past decade, the New York City Regional Council has been instrumental in promoting inclusive economic
growth across the five boroughs of New York City. The 2022 Annual Report provides a valuable reminder of
the impact our projects are having and the vital contributions they are making to communities impacted by the
COVID-19 pandemic. This update, which tracks investments that the state has made in the city over the past
11 years, is the foundation for our planning for the restoration of jobs lost in the pandemic and preparation for the
demands of the digital economy of the future.
The 2022 Annual Report assesses new challenges facing New York City because of the pandemic and spotlights
the evolution of our regional and statewide priorities, along with the steps we have taken toward meeting our
goals. We highlight strategies we are implementing to ensure that the Regional Council advances an agenda for
equitable growth in low and moderate-income communities.
New York City’s business districts have not recovered from the 2020 lockdown, travel restrictions and increase in
remote work that have limited tourism and commercial activity for more than two years. To compensate for losses
suffered during this period, the Regional Council is prioritizing investments in high-growth sectors of the economy
and in preparing the workforce for jobs in the post-pandemic era. As in years past, the New York City Regional
Council has put forward a robust framework to incentivize job creation and economic activity, and to create
opportunities for personal advancement by more New Yorkers.
We thank Governor Hochul for her many years of strong leadership and guidance of the Regional Councils and
look forward to collaborating with Lieutenant Governor Delgado and Commissioner Knight, a former member of
the New York City Regional Council, as the Council provides local input into the state’s economic and workforce
