Test Introduction

The Test of Chinese as a Foreign Language (TOCFL), developed by the Steering Commit-
tee for the Test of Proficiency Taiwan (SCTOP), is a set of standardized language proficiency test
developed for non-native speakers of Chinese that has already served test-takers from more than
60 countries. It is the result of a joint project of the Mandarin Training Center, the Graduate Institute
of Teaching Chinese as a Second Language, and Research Center for Psychological and Educa-
tional Testing of National Taiwan Normal University. The research project began in 2001, and the
first TOCFL tests were held in 2003. A new version of TOCFL was developed in 2008 and became
available in 2013.
The new version of the TOCFL has three proficiency bands: Band A, Band B, and Band C.
Each band is divided into two levels making a total of six levels: Levels 1 to Level 6. Test-takers can
choose the level that best suits their Chinese Language proficiency and learning background.

Purpose
TOCFL test takers who pass the requirement will receive a certificate. The certificate can serve as a
Chinese proficiency credential for:
◇ Applying for the “MOE Mandarin Scholarship” as a reference.
◇ Applying for the “MOE Taiwan Scholarship” to study non-English degree courses in Taiwan.
◇ Applying for the academic programs at colleges or universities in Taiwan.
◇ Serving as a reference of Chinese subject for University Entrance Committee for Overseas Chinese
Students in Taiwan.
◇ Serving as a job-required proof of Chinese language proficiency.
◇ Recognition of Chinese language proficiency by Australia Queensland Taiwanese Chamber of Com-
merce.

TOCFL results are presented in the form of scale scores, and the full score is 80.
Since 2013, TOCFL results are presented in the form of scale scores, and the cut-off
scores of each level are obtained from the standard setting study.
