MARPOL ANNEXES
Annex 1
Regulations for the prevention of pollution by oil
Oil means petroleum in any form including crude oil, fuel oil, sludge oil, oil refuse and refined
products.
Unless expressly provided otherwise, the provisions of this annex shall apply to all ships.
Regulation 2
Application
In ships other than oil tankers fitted with cargo spaces which are constructed and utilized to
carry oil in bulk of an aggregate capacity of 200m³ or more, the requirements of regulations 16,
26.4, 29, 30, 31, 32, 34 and 36 of this annex for oil tankers shall also apply to the construction
and Operation of those spaces, except that where such aggregate capacity is less than 1000m³.
Annex 2
Regulations for the control of pollution by noxious liquid substances in bulk
Regulation 2
Application
Unless expressly provided otherwise, the provisions of this Annex shall apply to all ships
certified to carry noxious liquid substances in bulk.
Where a cargo subject to the provisions of Annex I of the present Convention is carried in a
cargo space of an NLS tanker, the appropriate requirements of Annex I of the present
Convention shall also apply.
Annex 3
Regulations for the prevention of pollution by harmful substances carried by sea in package for
Regulation 1
Application
Unless expressly provided otherwise, the regulations of this Annex apply to all ships carrying
harmful substances in packaged form.
For then purpose of this Annex, "harmful substances" are those substances which are
identified as marine pollutants in the International Maritime Dangerous Goods Code (IMDG
Code).*
Guidelines for the identification of harmful substances in packaged form are given in the
appendix to this Annex.
For the purposes of this Annex, ''packaged form'' is defined as the forms of containment
specified for harmful substances in the IMDG Code.
The carriage of harmful substances is prohibited, except in accordance with the provisions of
this Annex.
To supplement the provisions of this Annex, the Government of each Party to the Convention
shall issue, or cause to be issued, detailed requirements on packing, marking, labelling,
documentation, stowage, quantity limitations and exceptions for preventing or minimizing
pollution of the marine environment by harmful substances.*
For the purposes of this Annex, empty packagings which have been used previously for the
carriage of harmful substances shall themselves be treated as harmful substances unless
adequate precautions have been taken to ensure that they contain no residue that is harmful to
the marine environment.
The requirements of this Annex do not apply to ship's stores and equipment.
Annex 4
Regulations for the prevention of pollution by sewage from ships
Regulation 2
Application
The provisions of this Annex shall apply to the following ships engaged in international voyages:
new ships of 400 gross tonnage and above; and
new ships of less than 400 gross tonnage which are certified to carry more than 15
persons; and
existing ships of 400 gross tonnage and above, five years after the date of entry into
force of this Annex; and
existing ships of less than 400 gross tonnage which are certified to carry more than 15
persons, five years after the date of entry into force of this Annex.
The Administration shall ensure that existing ships, according to subparagraphs 1.3 and 1.4 of
this regulation, the keels of which are laid or which are of a similar stage of construction before
2 October 1983 shall be equipped, as far as practicable, to discharge sewage in accordance
with the requirements of regulation 11 of the Annex.
Annex 5
Regulation for the prevention of pollution by garbage from ships
Unless expressly provided otherwise, the provisions of this Annex shall apply to all ships.
Annex 6
Regulations for the prevention of air pollution from ships
Regulation 1
Application
The provisions of this Annex shall apply to all ships, except where expressly provided otherwise
in regulations 3, 5, 6, 13, 15, 18 and 19 of this Annex.
