Explanation of EBDO:

It stands for Elective Bodies Disqualification Order- It was an ordinance that was
formed by Ayub Khan, who was the
first military president on Pakistan. After taking over the presidency in October
1958 he started Elective Bodies
Disqualification Order in August 1959. EBDO had a similar aim as did PRODA, the
only difference
Under this ordinance, 75 politicians, mostly from
the Awami Party east Pakistan were charged with different types of allegations and
were put in jail. Moreover, over
6000 people were disqualified from elections. The ordinance was
ended in December 1966 and Ayub Khan has written in his diary that EBDO had to end.
EBDO was originally in the form of PODO(Public Offices Disqualification Order) that
was made by General Ayub Khan
in March 1959. But after the formation of PODO, some months later EBDO was formed.

Suharwardy:

Was a member of Awami League appointed as the 5th PM of Pakistan by Sikandar Mirza
and continued his position from 1956 to 1957, after his dismissal as the Prime
Minister Of Pakistan, Suharwardy
became the victim of EBDO and was sent to jail

Begum Ikramullah's Book "Huseyn Shaheed Suhrawardy: A Biography", published in 1991

puts light on his EBDO case.

The case that was built on Suharwardy was that he had formed an alliance with
Gandhi and had taken a joint residence
along him inside of Bengal before partition. Under EBDO in 1960 30 January, he was
refrained to keep any public office
and was arrested and was put in a solitary confinement in the Central Jail of
Karachi under the 1952 Security Of
Pakistan Act and no trial was
on the allegations placed on Suharwardy which were regarded as "anti-state
activities". Huseyn Shaheed Suhrawardy had
however, tried to defend himself in the cross-examination of the prosecution
Consul's Chaudhry Nazir Ahmed.
