The admission to the MDS (Master of Dental Surgery) courses in Andhra Pradesh for the
academic year 2023 is based on the NEET MDS 2023 results Dr. YSR UNIVERSITY OF
HEALTH SCIENCES is the official authority responsible for conducting the Andhra Pradesh
NEET MDS Counselling.

Candidates who have qualified NEET MDS and are eligible for admission to MDS course in
Andhra Pradesh state can apply for the counselling. The application process is open for a
specific period of time.

Go to the official website https://drysr.uhsap.in/index.html which is Ensure that you use a
laptop or computer with the latest registered version of Chrome, Internet Explorer, Firefox, or
Windows/IOS for a smooth registration process.

Important Dates
NEET MDS 2023 Andhra Pradesh Counselling Agency Online
Registration :
1. Visit the official website [https://mdscq.ysruhs.com/](https://mdscq.ysruhs.com/). You
will land on the home page.

2. A registration form will appear. Here, candidates need to provide necessary details for
registration.

3. After inputting all the information, click on the "Register" button.

4. If you have entered all the details correctly, an OTP (One Time Password) will be sent to
your registered mobile number and email address.

5. Enter the OTP received and then click on "Submit".

6. To update or input more details, enter your User Id/Login Id, NEET Roll No, and
Password. Click on the "Login" button. This will redirect you to the main application form.

7. The next step will guide you to the Payment Gateway.

8. Choose your preferred mode of payment.

9. Click on "Yes, Confirm and Pay" to proceed with the payment.

10. After successful payment, a confirmation message will appear. The detailed application
form will be displayed next. At this stage, candidates need to fill in all required details and
upload a passport-sized photo and signature. **Note**: Ensure that the scanned photo and
signature are less than 100 KB and in JPEG or JPG format.

11. Once you have filled out the form completely, click on the "Submit" button.
12. To modify any details, click on the "Update" button.

13. Next, click on the "Upload Documents" button. This will lead you to a section where you
can upload scanned PDF certificates. **Note**: Each PDF document's size should be under
500 KB.

14. After uploading all necessary documents, click on "Upload Certificates".

15. Upon successful upload, a confirmation message will be sent to your mobile and email.

16. For future reference, click on "Print Application". This allows you to print a filled-in
application form.

Do's and Don'ts:

 Do not provide false information. Engaging in such activities can lead to criminal
action.

 It's advised not to use slow internet connections for a smoother experience.

 Always keep your mobile handy during the application process and ensure it's not
set to block SMS.

Counselling Process
Breakdown of the NEET MDS Counselling Process

 Seat allotment is based on the seat matrix issued by the government, which is
detailed on the website. drysruhs
 Allotments are made based on merit, entered options by candidates, and the
government's roster system.
 There will be multiple iterations of seat allotment: First Round, Second Round, and
Mop-up Round

ROUND 1:

Dr. YSR UNIVERSITY OF HEALTH SCIENCES is the official authority responsible for
conducting the Andhra Pradesh NEET MDS Counselling for Round 1 here’s the process

 Phase 1 (First Round of Counselling):


 Registration & Choice Filling: Eligible candidates should first register for the
counselling process. After registration, they will be allowed to fill in their choices
(course and college preference). It's essential to fill in as many choices as possible to
maximize the chances of securing a seat.
 Locking Choices: After making their selections, candidates must lock their choices. If
not locked, choices will be automatically locked after the deadline.
 Allotment & Result Declaration: The system then allots seats based on the
candidate's rank, category, and choices filled. The allotment result is published on
the official website.
 Reporting to Allotted College: Once a seat is allotted, candidates need to report to
the respective college, get their documents verified, and pay the required fee to
confirm their seat.
 Seat Upgradation: If a candidate is not satisfied with the allotted seat and wishes for
a better seat, they can opt for upgradation in the next round without losing the current
seat.

Candidates Eligible for Second Round:

 Candidates who chose Option 2 in the First Round, made the payment, and
submitted original documents.
 Candidates who chose Option 3 in the First Round and submitted original
documents.
 Candidates who weren't allotted any seat in the First Round and have submitted their
original documents.

Candidates NOT Eligible for Second Round:


 Those who didn't make a choice after being allotted a seat in the First Round.
 Those who chose Option 2 in the First Round but didn't pay or submit original
documents.
 Those who chose Option 1 in the First Round but didn't collect the Admission Order.
 Option 1 candidates from the First Round who got the Admission Order but didn't
report to the college.
 Those who chose Option 3 in the First Round but didn't submit original documents.
 Those not allotted any seat in the First Round and didn't submit original documents.
 Those who chose Option 1 or 2 in the First Round and later cancelled or surrendered
their seats.

ROUND 2:

Dr. YSR UNIVERSITY OF HEALTH SCIENCES is the official authority responsible for
conducting the Andhra Pradesh NEET MDS Counselling for Round 2 here’s the process

 Fresh Registration: This is mainly for those who missed the first phase. Those who
registered in Phase 1 do not need to register again.
 Choice Filling & Locking: Similar to Phase 1, but candidates can also modify their
earlier choices.
 Allotment & Result: Based on the newly filled choices, rank, and category, seats
are allotted.
 Reporting: Candidates must report to their allotted colleges, verify documents, and
pay the fees.
 Option for Upgradation: Candidates can again opt for upgradation if they wish.
Mop-up round:

 Vacant Seat Display: After the two main rounds, the system displays the vacant
seats, if any.
 Registration & Choice Filling: New registrations are allowed, and candidates can
fill in their choices for the available seats.
 Seat Allotment & Reporting: The system allots seats, and candidates need to
report to the colleges within a stipulated period.
 Penalties & Conditions in Mop-up Phase: Candidates must be very careful in their
choices during the mop-up round as there are penalties for not joining after being
allotted a seat. It ensures genuine candidates get the seats, and there's no hoarding.

Post Counselling Process

 Stray Vacancy Round: If there are still vacant seats after the mop-up round,
colleges may conduct a stray vacancy round, primarily at the college level.
Guidelines for this round will be provided
 Document Verification: At every step of seat allotment, when a candidate is
required to report to the college, they should carry all essential original documents for
verification.
Quota and Reservation-
Vertical Reservations:

The seats for Post Graduate Dental Degree and Diploma Courses are reserved for various
categories. The distribution is as follows:

Imp Note for Vertical Reservations:

 Candidates seeking reservations under SC/ST/BC categories must provide a


permanent social status certificate issued by the Government of Andhra Pradesh
 The social status verification of SC/ST/BC candidates will be in accordance with
G.O.Ms.No.58 SW (J) Dept. Dt 12-5-97.

Horizontal Reservations:

According to the guidelines from DCI/Govt. of India, New Delhi, specific categories have
reservations:

 Reservations for Women Candidates: 33 1/3%


 Reservations for PwBD (Persons with Benchmark Disabilities) Candidates: 5%

Details of Reservations Under PwBD Category:

 A 5% horizontal reservation is allocated for PwBD candidates.


 Candidates seeking reservations under the PwBD category must provide a valid
disability certificate, issued not more than three months prior to submitting their
application.
 The reservation guidelines established by the Govt. of India and the regulations of
the National Medical Council must be adhered to for admissions under the PwBD
category.
 A Medical Board constituted by the University will scrutinize and verify the disability
certificates. The evaluation will be based on G.O.MS.No.31, Women development,
Child welfare & disabled welfare (DW) department, dated 01-12-2009. The board's
decision regarding eligibility under the PwBD quota is final and binding on the
candidates.

Choice Modification/Withdrawal
Before making choices during the NEET-MDS counselling process, candidates are strongly
advised to verify important details such as stipend, fee structure, course duration,
bond amount, and service obligations in rural/tribal areas directly with the respective
colleges or institutions. This step is essential to ensure informed decision-making before
choice filling

Guidelines to follow during choice filling:


● Prioritize your choices. Make a list of your top colleges and courses, in order of

preference. This will help you to make informed decisions when filling your choices.
Consider your career goals, interests, and personal preferences when making your
list.

● Be realistic. Keep your NEET-MDS score and rank in mind when filling your choices.

Don't fill too many choices for colleges and courses that are out of your reach.
However, also avoid filling too few choices, as this could limit your chances of getting
allotted a seat.

● Be flexible. It is important to be flexible with your choices, as you may not be allotted

your first choice. Be willing to consider other options as well. You can also fill your
choices for different rounds of counselling to increase your chances of getting a seat.

● Seek guidance. If you are unsure about your choices, talk to your family and friends,

or seek advice from a counsellor. They can help you to weigh your options and make
the best decision for your future.

Allotments:

1. In case a candidate is not allotted any seat in the second round, they will retain the
earlier allotted seat from Round 1.
- However, if a seat is upgraded in the second round, the earlier allotted seat
from Round 1 will be automatically cancelled and allocated to another
candidate.
- Therefore, candidates are advised to fill in only higher choices or any other
preferences they may have for the second round.

2. Candidates are not required to report or join the college allotted in Round 1 since
there is a free exit.
- However, if they wish to retain the Round 1 seat, they must physically join the
college from Round 1 and express their willingness to give upgradation for
Round 2 at the time of admission.

3. Fresh choice submission is necessary for eligible candidates to be considered for


seat allotment in Round 2.
- If a candidate fails to submit fresh choices during the choice-filling period,
they will not be considered for seat allotment in Round 2 and will retain the
already allotted (joined) seat, if applicable.

4. Once a candidate accepts a seat from the in the second round, they cannot vacate
that seat.

- If a seat is allotted to a candidate in the second round, the seat allotted in the
first round will be automatically cancelled, and the candidate must join the
college/seat allotted in the second round after obtaining an online-generated
relieving letter from the college allotted in Round 1.

5. Failure to join the college/seat allotted in the second round within the stipulated
period will result in the forfeiture of the candidate's fee, and they will need to register
again for the Mop-up Round.

6. In cases where a seat is upgraded within the same college (same course) due to a
change of category (e.g., ST/SC/OBC to UR), the candidate must complete the fresh
admission process for the upgraded seat.

7. If a seat is allotted in Round 2 based on the choices filled by the candidate before
Round 2, the seat allotted in Round 1 will be automatically cancelled.

8. Hence, candidates should fill their choices carefully, giving preference to seats that
are of higher priority than their earlier allotted seats.

Choice Modifications:

● Candidates are allowed to modify their choices once during the counselling process.

This can be done after the release of the first allotment list. To modify your choices,
you must log in to your MCC account and go to the "Choice Modification" section.

Here are the steps to modify your choices in NEET-MDS counselling:

 Click on the "Modify Choices" button.


● You will be able to add or remove choices, and you can also rearrange the order of

your choices.

● Once you have finished modifying your choices, click on the "Submit" button.

Important points:

● You can only modify your choices once.

● You cannot modify your choices after the release of the final allotment list.

● If you modify your choices, you will be considered for the next round of counselling.

● Here are some tips for modifying your choices:

● Carefully consider your options before modifying your choices.

● Be realistic about your chances of getting allotted a seat.

● Be flexible with your choices.

● Consult with a counselor if you are unsure about your choices.

List of Applicable Certificates


1. SC/ST Certificate issued by the competent authority (in the standard
format as specified in the prospectus/information bulletin).
The certificate should be in English or Hindi, and the subcaste must be mentioned. If the
certificate is in a regional language, the candidate should carry an attested translated copy in
English/Hindi.

2. OBC Certificate issued by the competent authority.


The subcaste should match the Central List of OBC.

OBC candidates must not belong to the Creamy Layer to claim OBC reservation benefits.
The OBC certificate must be in the standard format as mentioned in the
prospectus/information bulletin.

3. Disability Certificate
Issued by a duly constituted and authorized Medical Board

4. EWS Certificate
EWS Certificate in the prescribed format.

Cut-off
Introduction
Cutoff criteria for NEET MDS state counselling quota in Andhra Pradesh

To be eligible for the Andhra Pradesh state counselling quota for NEET MDS, you need to
score at least the following percentile:

General: 50%

SC/ST/OBC: 40%

PwBD: 45%

● The cutoff varies from year to year and from college to college. The top colleges

typically have higher cutoffs than the lower-ranked colleges. The cutoff also varies
depending on the category of the candidate. For example, the cutoff for SC/ST/OBC
candidates is generally lower than the cutoff for UR candidates.

● Candidates who score above the cutoff in NEET PG are eligible to participate in the

counselling process. During the counselling process, candidates will be allotted seats
in medical colleges based on their rank and preferences.
Percentile vs. Percentage
Percentile is a term that describes how a score compares to other scores from the same
category. It is a way to understand how a particular value compares to a group of values.
It tells you the percentage of data points that are equal to or below a given value in a dataset.
Percentiles are often used to assess where a specific data point stands in comparison to others.
