ABSTRACT

ANALYSIS OF THE IMPLEMENTATION OF GOOD GOVERNANCE


PRINCIPLES IN PUBLIC SERVICES AT THE GADING CEMPAKA
SUB-DISTRICT OFFICE IN BENGKULU CITY

This research aims to analyze the principles of Good Governance


in public services at the Gading Cempaka Sub-district Office in Bengkulu
City. It is motivated by aspects that have not been satisfactory to the
public, namely ease of requirements, service speed, and equitable
treatment in service. The research was conducted at the Gading Cempaka
Sub-district Office over a period of 5 months. The research method used is
qualitative. The results of this research show that the implementation of
Good Governance principles in public services at the Gading Cempaka
Sub-district Office has been aligned with Public Service Standards, which
include Participation; Legal Framework; Transparency; Responsiveness;
Consensus Orientation; Equity; Effectiveness and Efficiency;
Accountability; Strategic Vision; and Mutual Openness. There are
challenges faced by the Gading Cempaka Sub-district Office in Bengkulu
City, such as: 1) Internal factors, including a lack of understanding among
staff regarding Good Governance principles, inadequate facilities, and a
lack of staff discipline during working hours; 2) External factors, including
limited community participation, insfficient government oversight, and
budget constraints in meeting facility needs and salary discrepancies.
Efforts to address these challenges include: a) Introducing Good
Governance principles in daily acivities; b) Conducting public awareness
campaigns; c) Improving infrastructure and facilities.
