1. Measuring E-Governance Performance

1. Why is it necessary to take into account the evaluation of the six aspects when preparing
to put an e-government system into place?
• It is necessary to consider the evaluation of the six aspects when preparing to
place an e-government system to ensure that the system is legally compliant,
technologically sound, secure, user-friendly, and capable of effectively serving the
government and its citizens. This promotes the successful implementation and long-
term sustainability of e-government initiatives.

2. Why is it important to evaluate the stakeholders' perspectives?

By Ms. Bahatan, Blessie
• It is important to evaluate the stakeholders’ perspective because evaluating
them plays a crucial role in decision-making, project success, and fostering a positive
relationship with them as stakeholders.

3. How will we measure e-governance performance?

• When measuring e-governance performance, we must first consider that e-

governance has contributed more planners, followed by implementers and
beneficiaries. In terms of interactivity, e-governance has contributed more to the
level of planners than implementers and beneficiaries. To effectively measure e-
governance performance, it is essential to establish clear goals and KPIs that align
with the objectives of e-government initiatives. Regular data collection, analysis,
reporting, feedback from users, and periodic evaluations will help track progress and
make data-driven decisions for improvement. Additionally, benchmarking against
best practices and international standards can provide valuable insights into how a
government's e-governance efforts compare with those of other countries.

4. Why is the performance of e-governance need to be measured?

By Ms. Alinsog, Belly
• E-governance performance measures based on the perspectives of key
stakeholders belonging to different projects are generally lacking. We need to
measure the performance of e-governance to determine the level of digitalization,
especially in the fields of micro, small, and medium enterprises, and to develop
appropriate interventions needed for MSMEs to thrive and succeed in the digital
economy.

Strategic Framework for Improving E-Governance Performance

5. How important is it to carry out both quantitative and qualitative analysis to enhance the
effectiveness of e-governance?
By Ms. Baga
• Carrying out both quantitative and qualitative analyses is important for
enhancing the effectiveness of e-governance initiatives. Each type of analysis
provides distinct insights and offers a comprehensive understanding of the impact
and performance of e-governance. As such, we have an in-depth comprehensive
understanding and quantitative analysis of data-driven methods, given the fact that
the objective metrics offer a broad overview of e-governance performance. On the
other hand, qualitative analysis delves into the nuanced aspects of user experiences,
satisfaction, and perceptions. Together, both qualitative and quantitative help
governments and organizations evaluate, improve, and optimize e-governance
systems, leading to more effective citizen-centric public services. Hence, they offer a
more robust and holistic approach for measuring the success and impact of e-
governance initiatives.

E-Governance Performance
6. How would you contrast developed and developing countries' e-governance systems?
• Developed countries often have well-established and robust technological
infrastructure including high-speed Internet access, widespread digital literacy, and
modern data centers. Developing countries face challenges in terms of limited
access to technology, digital infrastructure, and reliable Internet connectivity.
Citizens in developed countries are generally more digitally literate and have
easier access to digital devices and the internet, making it easier for governments to
provide online services. There is often a significant digital divide, with urban areas
having better access to technology and digital services than rural regions in
developing countries.
Developed countries typically have more financial resources to invest in e-
governance initiatives, which can lead to advanced and innovative services.
Developing countries have limited financial resources to invest in e-governance,
which can affect the scope and quality of services.

7. How helpful is it to evaluate stakeholders' needs for e-governance in public

administration? Expound.
By Ms. Bestorillo and Mr. Calinawagan

• Evaluating stakeholders' needs in the context of e-governance is highly

beneficial and plays a crucial role in the effective implementation and success of e-
government initiatives in public administration. By understanding the needs and
preferences of various stakeholders, e-governance systems and services are user-
friendly, accessible, and aligned with the expectations of the users. This results in
improved user satisfaction and a better overall user experience. Evaluating
stakeholders' needs ensures that e-governance initiatives address real and pressing
issues faced by citizens, businesses, and government agencies. This relevance makes
the services more effective in meeting the needs of the target audience.
When e-governance services are tailored to the needs of the users, there is a higher
likelihood of increased adoption and utilization. This is critical for the success of e-
governance initiatives, as they are most valuable when widely used. By involving
stakeholders and addressing their needs, e-governance initiatives can build trust and
transparency. When people see that their concerns are being addressed, they are more
likely to trust the government and its digital services. Regular evaluations of stakeholder
needs create feedback loops that can inform ongoing improvements and updates to e-
governance systems. This ensures that services remain relevant and effective over time.
Understanding stakeholders' needs allows for the customization and personalization of
e-governance services. This means that services can be tailored to individual preferences
and requirements.
Involving stakeholders in the planning and design phases reduces resistance to
change. When people have input into the process, they are more likely to embrace new
digital solutions and processes. Data and insights from stakeholder assessments provide
a solid foundation for data-driven decision-making in e-governance. It helps prioritize
initiatives based on real needs and expectations. Taking into account stakeholders'
needs and involving them in the decision-making process enhances the legitimacy of e-
governance initiatives and garners public support. This is crucial for the long-term
success and sustainability of these initiatives. Stakeholder engagement and the
evaluation of their needs contribute to improved governance, streamlined service
delivery, and greater efficiency in public administration.
