2.1 Goals

1. To develop an economically driven municipality where tourism and agricultural play major roles in
town’s economic development

2. To develop Miagao as a major tourist destination in the Province of Iloilo making the Miagao Church as
the centerpiece of

2.2 Objectives

1. Commercial Development

Miagao is steadfastly developing as a business center of neigboring towns of San Joaquin. Igbaras,
Tubungan, Guimbal and Tigbauan. The yearly increase in the number of business establishments, the
increase in the urban population especially day population, the sprouting of new commercial
establishments along the national highway and the congestion at the public market causing changes in
traffic condition are some of the many indicators to conclude that MIagao is developing as a business
center in the southern part of the province of Iloilo.

In anticipation of this growing development, additional commercial area of 34.53 hectares is being
proposed in barangays Igtuba, Guibongan, Kirayan Sur and Kirayan Norte in order to cater to additional
need for commercial spaces of incoming bigger commercial establishments based in the City of Iloilo or
in other parts of the country.

The existing business center which is at the public market and its surrounding area including the wet
market, slaughterhouse and livestock market shall be maintained to serve the day to day need of the
people for marketing. The area shall maintain a low intensity type of commercial activities and
development, while additional proposed commercial areas shall accommodate bigger commercial
establishments.

Commercial development shall expand to the rural areas by establishing secondary business centers in
strategic barangays through the Secondary Growth Center Development (SGCD) project of the
municipality. The construction of trading posts and food terminals are initial projects geared towards the
realization of the program.

2. Agri-Aqua Development
Considering Miagao’s varied land area and marine water resources agri-aqua development is considered
a major intervention for economic development. It is actually one of the backbones of Miagao’s
economic development. Miagao produces variety of agricultural crops because of its diversified
agricultural and marine resources. It has a total existing agricultural land of 6,194.75 and it represents
39.51 percent of the total land area and municipal water of 240 square kilometres that abounds with
rich fishing grounds. As a strategy, agricultural production shall shift from the traditional concept of
subsistence farming to a more aggressive concept of producing for business and commercial purposes.
This would mean tantamount increase in agricultural productivity to earn income, making agriculture
major income-generating activity of the farmers.

Aside from rice, the farmers can diversify their products on cash crops such as bulb onion, garlic, tomato,
eggplant, peanut, mungbeans, banana, coconut, mango, coffee, cacao, etc. Miagao is the number one
producer of bulb onion in the Visayas and consistently producing eggplant, garlic and peanut every year I
volume. Presently, the Municipal Agriculture Office (MAO) is propgating the production of organic
vegetables which is dearly preferred in the local market. With enough open spaces/grasslands, livestock,
swine and poultry shall likewise become lucrative income gemnerating projects of the farmers.

Fishing industry also thrives in Miagao. There are a,265 registered fisherfolks in Miagao engaged in
traditional hook and line, net and cage fishing and an estimated ten percent of Miagao’s economy is
derived from fishing. Presence of large fishing boats owned by Miagawanons also contribute to the
town’s annual income in terms of taxes.

3. Tourism Development

The presence of a the Miagao Church, declared by UNESCO as a world heritage church coupled witth the
presence of natural attractions such as the waterfalls, caves, a lake and rice terraces together with
unique traditional industries such as loom weaving, saltmaking, pottery, ceramics, bamboo craft makes
Miagao a major tourist destination in the Province of Iloilo.

Tourism development has been identified as an effective strategy for economic development. In line with
this concept, tourismbased livelihood projects shall be adopted for micro entrepreneurs. In the sectors
of agriculture, forestry and fishery programs and project

with tourism potentials shall likewise be developed.

The “Salakayan Festival”, launched in 1996 and adopted as the official festival of the town in 1998
through SB Resolution No. 50 Series of 1998 and became the first festival held outside of Iloilo City shall
continue to be a major intervention for economic development.

Tourist accredited facilities such as emergency clinics, restaurants, gas stations, markets, grocery stores,
transport services, travel and tour outlets, recreation centers, beauty saloons, spas, resorts and others
with similar amenities shall be developed to attract more

tourists to visit the town. Soon a tour packaging center shall be established in order for the municipality
to offer variety of experiences for the tourists to choose from, knowing the great tourist attraction
potentials of the town.
4. Secondary Growth Center Development Program (SGCDP)

The SGCDP aims to develop secondary business centers in strategic barangays by constructing service
facilities such as market, transportation terminal, church, schools, health center, communication facility,
electricity and water supply.

There are nine (9) barangays strategically identified for SGCDP, namely; San Rafael, Bacolod, Banbanan,
San Jose, Dawog, La Consolacion, Igdalaquit, Igbugo and Maninila. Each of these identified SGCs have
their respective component member-barangays primarily for socio-economic development.

Development in identified center barangays shall focus on agriculture, tourism, commerce and trade,
without somehow discounting social development programs on health, education and peace and order.
Each of the SGC shall establish their individual economic thrust depending on the variety and abundance
of their present economic resources which could probably be in agriculture, fishery, forestry, tourism or
commerce and trading. The SGCDP also aims to enhance social services in the rural areas by establishing
a complete package of local government social assistance. The development of roads is an important
component of SGCDP.

5. Heritage Conservation

Miagao is noted for its World Heritage Miagao Church as declared by the UNESCO which is now being
conserved by the municipality in compliance with the directives from the National Commission for
Culture and Art (NCCA). Aside from the Miagao Church there are historical sites and structures like old
bridges, buildings, facilities, worthy of heritage conservation. Heritage conservation would mean
preservation and protection from destruction or abuse, providing measures and recognition of the
importance of these structures and sites and their significant contributions to history and to the lives of
Miagaowanons in the past and how they are as a people in the present time.

Below is the inventory of recommended important historical structures and places for heritahe
conservation:

1. Miagao Church ( Barangay Tacas) - The seat of Roman Catholic Religion in MIagao and became a
UNESCO Heritage Church.

2. Cota Bato ( Barangay Baybay Norte) - First line of defense of Miagaowanons and the Spaniards against
Muslim marauders.

3. Taytay Boni (Barangay Guibongan) - The oldest stone bridge constructed during the Spanish Era.

4. Baluarte (Barangay Damilisan) - A watch tower which residents call baluarte. Settlement started to
flourish in the area and the first watch tower for the Muslim pirates who frequently attacked the
shorelines of the town was built during this period.

5. Britanico Bridge ( Barangay Sapa) - Constructed during the American Period and served tremendously
in the transportation of war machineries and building materials during the Second World War
6. Tan Pedro Monteclaro Statue (Barangay Igtuba) - Constructed to symbolize Miagaowanons ‘ courage
and pride and a legacy for a local hero.

7. Camp Monteclaro (Barangay Igtuba) - Utilized as military camp after the Second World War and
named after Pedro Monteclaro, a local hero.

8. Tan Pedro Monteclaro Residence (Barangay Tacas) - The house where Miagao’s local hero grew up and
has made an important contribution during the surrender of the Spaniards to the Americans during the
Americans and Spanish War in the Philippines

9. Municipal Building and Municipal Plaza (Barangay Baybay Sur) - Established after the Second World
War sometime in the 1950s.

11. Miagao Central Elementary School (Barangay Ubos Ilawod) - Established by the Americans in 1916, it
became the first elementary school in Miagao and graduated thousands of Miagaowanons.

12. Miagao National High School (Barangay Igtuba) - Established in 1945 by the Americans. It became the
first secondary school in Miagao and graduated thousands of Miagaowanons.

13. The Site of the Miagao Pier (Barangay Kirayan Sur) - Utilized during the transport of American war
machineries and equipment during the Second World War and heavy machineries of the Thai
contractors for the concreting of Iloilo-Antique Road

14. Barangay Banbanan (Barangay Banbanan) - Local government transferred its seat of governance in
Barangay Banbanan with Mayor Jose Orbe acting as municipal mayor. While in barangay Banbanan, the
local government assisted the resistance force by way of food supply, medicine and manpower for
errand and labor.

15. Barangay Indag-an for the Loom Weaving Industry (Barangay Indag-an) - Loom weaving industry
became popular in Barangay Indag-an in the 60s and 70s that almost all of the household s are engaged
in the industry. Today many households still are engaged in the traditional weaving industry.

6. Forestry/Eco-Tourism Development

The forest area of Miagao is 3,764.62 and 1,581.36 is classified as natural forest area. It is where eco-
tourism could be best developed for it abounds with the presence of different species of fauna and
flora.These are found in upland barangays of Onop, Cabalaunan, Alimodias, Dalije, Toog,, Ongyod,
Tigmalapad and Tigmarabo where there are presence of natural attractions such as caves, falls, lake, rice
terraces and natural rock formations. Eco-tourism projects could also be identified in protected marine
resources of the municipality. There are presence of coral reefs, sea grasses and fish sanctuaries that
could be developed into eco-tourism attractions located in the municipal water of barangays Narat-an,
Oyungan, Lanutan, Baybay Sur, Gines and Calampitao. In eco-tourism the propagation of life in the
environment is of great importance. A healthy environment allows life to propagate in all forms, be it in
the class of animals, birds, bees, plants or fish, thereby maintaining what is called “ecological balance”.
Eco-Tourism in this plan shall focus on the protection of life habitat and the preservation of life. A bio-
diversified forest and marine resources are ideal concepts towards the development of eco-tourism sites
for the municipality of Miagao.

Forest development on the otherhand shall adopt a ridge to reef approach providing importance on
Forest Management Ecosystems especially on the reforestation programs; Lowland/ Riparian/Freshwater
Management Ecosystem focusing on good practices like Rainwater Harvesting Technologies Projects and
non-destructive Small=Scale Mining (quarrying); Urban Management Ecosystem with emphasis on Solid
Waste Management Program and Coastal/Marine Management Ecosytems providing more premium on
Beach Forest, Mangrove Reforestation and Marine Protected Areas

7. Utility and Infrastructure Development

All of the above-mentioned development thrust would mean nothing without the needed utility and
infrastructure support facilities for power, communication, transportation and water need of the
municipality. Miagao with 119 barangays and having the largest urban area in Iloilo Province needs a
well-established utility and infrastructure support program. Roads and bridges shall be prioritized among
the list of needed infrastructure projects. Infrastructure support to agriculture and tourism development
is equally important such as irrigation systems and other pre and post-harvest facilities. Also for social
services program for health, education, social welfare, housing, peace and order and sports and
recreation. Without these infrastructure support projects, development may not be easily and fully
achievable.
