Subject: Delegation of Financial Powers -Enhanced Financial Powers to Head of the Department, % Pension &
Pensioners' Welfare - regarding.

In pursuance of Department of Expenditure, Ministry of Finance's notifications dated 23.10.2001 and

16.09.2003 and subsequent OMs 1/11/E.II(A)/2003 dated 01.02.2005 and 1/7/E.II(A)2008 dated 30.05.2008 and

in continuation of this Department's Order No.41/17/07-P&PW(C) dated 9 April, 2007and Order of even
number dated 14.06.2013 declaring Deputy Secretary (Pension)/Director (Pension) as Head of the Department
and further to say that he/she will exercise the powers of Head of the Department of Pension & Pensioners'
Welfare for incurring Contingent and Miscellaneous Expenditure under Schedule V and VI of DFPRs 1978 as
detailed below with immediate effect:-
Items J Existing Powers I Enhanced Powers
(A) Contingent Expenditure (Schedule V)
Recurring I Rs.50,000 per annum in each case I Rs.75,000 per annum in each case
Non-recurring I Rs.1.00 (one) lakh in each case I Rs.1.50 lakh in each case
(B) Miscellaneous Expenditure(Schedule VI)
Recurring I Rs.25,000 per annum in each case I Rs.50,000 per annum in each case
Non-recurring I Rs.60,000 in each case I Rs.1.00(one) lakh in each case

2. DS{Pension)/Director (Pension) shall not be required to consult IFD in exercising the above
mentioned enhanced Financial Powers.

3. The above enhanced Financial Powers shall be exercised subject to following:-

(ix) Provisions. of GFRs/DFPRs, Work Manual, Economy Instructions, Financial/Fiscal Codes and
procedures.
(x) Procedural and other instructions issued by Government.
(xi) Any instruction issued by Ministry of Finance and Ministry of Personnel, PG & Pensions from time
to time in this regard.
(xii) Availability of funds and budgetary limits.

4. This issues with the concurrence of IFD vide AS&FA(H) Dy.No.CF 3200808/15 dated 23/11/2015.
