Benefit (CMB) Scheme-release of 2nd & final instalment of Grants-in-aid to
the State Govt. of Chhatisgarh during20l3-14.

Madam/Sir,

I
am directed to convey the sanction of the President to the payment of Rs.
41161961595/- (Rupees four crore sixteen lakh ninety sixty thousand five hundred ninety five
only) to the Chhatisgarh Government to the extent of amount indicated against as 2nd & final
instalment of Grants-in-aid during 2013-14 for implementation of Indira Gandhi Matritva
Sahyog Yojana (IcMsY)-Conditional Maternity Benefit (CMB) Scheme. The amount of grant-
in-aids includes cost of conditional cash transfer, cost component for beneficiaries @Rs.6000
per beneficiary (increased from Rs.4000 to Rs.6000 w.e.f. 5th July, 2013) cost of State Cell,
Cost of district Cell, incentive for AWWAWH, Training Capacity Building and IEC @ 3% of
the total cost, Contingency @2% of the total cost, Flexi funds @2.5% of total cost.

2. The State Government will maintain separate records of expenditure incurred for
implementation of Indira Gandhi Matritva Sahyog Yojana (IcMsY)-Conditional Maternity
Benefit (CMB) Scheme and furnish separate Statement of Expenditure and Utilization
Certificate along with Physical Progress Report every quarter. The information on expenditure
from lst April to 30th June must be fumished by 15th July, for the period from lst July to 30th
September by 15th October, from the period l st October to 3 1st December by 15th January and
from 1st January to 31st March be 15th April to enable the Ministry to work out the entitlement
of Central assistance of each State GovernmentAjT Administration.

3. The payment is provisional and is subject to final adjustment in the light of the audited
figures of actual expenditure for the year as a whole.

4. The expenditure is debatable to the 3601 (Major Head) 04-Grants for Centrally
Sponsored Plan Schemes(Sub Major Head), 04.789-Special Component Plan for Schedule
Castes (Minor Head)-16- IGMSY 16.0q.31 -Grants-in-aid -General in Demand No. 105

5' The amount of grant-in-aid is finally adjustable in the books of the principal pay and

Bha#pn, New Delhi. The payment of the State would be arranged through the Reserve Bank of
India, Nagpur' The State Accountant General will send intimation regarding receipt of grant-in-
aid to the Principal Pay & Accounts Offrce, Ministry of Women & Child Development, Shastri
Bhawan, D-Wing, Ground Floor, New Delhi.

6. The pattern of grants has been approved by the Ministry of Finance. This sanction is
being issued in conformity with the rules and principles of the scheme approved by the
Competent Authority.

7. This sanction issues with the conculrence of IFD vide their Dy. No.2725/JS&FA Dated
05.03.2014.
