SUPPLEMENT
 MONITORING IS A CONTINUOUS PROCESS OF COLLECTING AND ANALYSING INFORMATION ABOUT A PROGRAMME,
AND COMPARING ACTUAL AGAINST PLANNED RESULTS IN ORDER TO JUDGE HOW WELL THE INTERVENTION IS BEING
IMPLEMENTED. IT USES THE DATA GENERATED BY THE PROGRAMME ITSELF (CHARACTERISTICS OF INDIVIDUAL
PARTICIPANTS, ENROLMENT AND ATTENDANCE, END OF PROGRAMME SITUATION OF BENEFICIARIES AND COSTS OF
THE PROGRAMME) AND IT MAKES COMPARISONS ACROSS INDIVIDUALS, TYPES OF PROGRAMMES AND
GEOGRAPHICAL LOCATIONS. THE EXISTENCE OF A RELIABLE MONITORING SYSTEM IS ESSENTIAL FOR EVALUATION.
EVALUATION IS A PROCESS THAT SYSTEMATICALLY AND OBJECTIVELY ASSESSES ALL THE ELEMENTS
OF A PROGRAMME (E.G. DESIGN, IMPLEMENTATION AND RESULTS ACHIEVED) TO DETERMINE ITS
OVERALL WORTH OR SIGNIFICANCE. THE OBJECTIVE IS TO PROVIDE CREDIBLE INFORMATION FOR
DECISION-MAKERS TO IDENTIFY WAYS TO ACHIEVE MORE OF THE DESIRED RESULTS.

TWO MAIN TYPES OF

EVALUATION:
- Performance evaluations: focus on the quality of service
delivery and the outcomes (results) achieved by a
programme. They typically cover short-term and
medium-term outcomes (e.g.student achievement levels,
or the number of welfare recipients who move into full-
time work). They are carried out on the basis of
information regularly collected through the programme
monitoring system. Performance evaluation is broader
than monitoring. It attempts to determine whether the
progress achieved is the result of the intervention, or
whether another explanation is responsible for the

observed changes.
Impact evaluations: look for changes in outcomes that
can be directly attributed to the programme being
evaluated. They estimate what would have occurred had
beneficiaries not participated in the programme. The
determination of causality between the programme and
a specific outcome is the key feature that distinguishes
impact evaluation from any other type of assessment.

$24 MILLION IN ORDER TO KEEP A LINK BETWEEN EVERY WALMART
STORE AND ITS BASE CAMP. IT WAS RULED AS THE LARGEST PRIVATE
SATELLITE COMMUNICATION NETWORK. IT ALLOWS A SMOOTH
TRANSFER OF DATA BETWEEN HEADQUARTERS, DISTRIBUTION
CENTRES, STORES AND SUPPLIERS AS WELL AS HELPS MANAGEMENT
TO COMMUNICATE WITH ALL EMPLOYEES AND THE MANAGERS FROM
EVERY STORE TO GET DIRECT FEEDBACK. THE NETWORK USES A KU-
BAND SATELLITE TRANSMISSION BETWEEN BENTONVILLE, ARKANSAS
AND ALL THE OTHER LOCATIONS. THE NETWORK SAVES TELEPHONE
COMMUNICATION BY AROUND 20 TO 30%. THE GLOBAL RETAILER
HAS AROUND 10,526 STORES AND CLUBS IN 24 NATIONS UNDER 48

COCA-COLA'S WINNING FLEET

MANAGEMENT FORMULA
- As the country’s largest independent Coca- Cola bottler,
Coca- Cola Bottling Company Consolidated (CCBCC)
produces approximately 160 million cases of soft drinks
annually, which are shipped to five production centers
and 46 distribution centers in 11 states, generating
some $1.3 billion in revenue each year. Keeping that
volume of merchandise moving requires a large,
complex logistics network — including lots of trucks and

trailers.
CCBCC can also create geofences within FleetLocate
around its own facilities or those of its customers and
set up automatic alerts when trailers leave or enter
those zones. That helps keep the company informed
about the status of deliveries and allows it to notify
customers when deliveries are within a certain distance
of their location. Being able to provide this information
to customers means that customers are more likely to
be prepared for deliveries, which means that CCBCC
drivers are able to unload and move on more quickly.
