New Delhi: The Central Bureau of Investigation (CBI) has nally updated its
crime manual after fteen years. The manual was last updated in 2005.
The revised manual also focuses on changes in law, procedure and interpretation. The manual has documented the
changes in a format which can serve as a ready reckoner for the investigating o icers. An “elaborate preventive vigilance
functioning” has also been explained in the manual for the use of eld o icers of the agency.
Another chapter has been solely dedicated for cyber crimes. The standard operating procedure (SOP) on cyber crimes has
been comprehensively revised “so as to enhance speed and quality of investigation in consonance with global best
practices”, said people quoted above.
They added that considering the strides in information and communication technology an updated procedure in
collection and analysis of digital evidence and for handling of complex cyber crimes has also been incorporated in the
manual.
The updation of the manual, which took over one and a half years was done after extensive consultation with senior
retired o icers and law o icers with a special contribution by Praveen Sinha additional Director CBI, said sources.
The crime manual is CBI’s standard operating procedure which governs it’s functioning.
The manual is referred to by the CBI sleuths while conducting an investigation, launching a preliminary enquiry (PE) or
converting a PE into an FIR.
Since 2005, Courts have struck down some criminal laws and amended others triggering an updation of the manual.
Since the last update, there has been amendments in the Prevention of Corruption (PC) Act, the Criminal Procedure Code
(CrPC) and a number of judgments passed by the Supreme court underscored the need for update of the manual
especially keeping in view the rising cyber crime so that the premier agency can coordinate e ectively with other
agencies.
The agency has also revised its internal procedures to ensure better coordination with other investigative agencies and
plug the loopholes in its internal procedure which otherwise caused delay in conclusion of an investigation.
DoNER Minister Dr. Jitendra Singh on Monday released the revised CBI Crime Manual in an o icial event. The event
was attended by Rishi Kumar Shukla, Director CBI and other senior CBI o icers.
