Terms of Reference

Name Apprenticeship Operational Steering Group

Purpose  To maximise the use of the apprenticeship levy by managing the process of
recruiting and developing Apprentices ensuring that the apprenticeship
levy is utilised to meet the needs of the organisation. The Group will
monitor the utilisation of the apprenticeship levy, by monitoring and
reviewing the number of apprenticeship starts and completions and the
direct impact they have on the workforce.
Responsible to Training and Education Committee

Duties and work  Review of workforce strategies and workforce planning to consider the
programme suitability of apprenticeships within specific groups, this will require
consultation with the relevant Heads of Department
 Ensure that relevant legislation is followed as detailed in the
apprenticeship framework, allowing the organisation to ‘grow its own’ by
providing enhanced development pathways for both new and existing staff
 Ensure the recruitment processes are in line with current employment
legislation including contractual agreements, apprenticeship agreements
and salaries
 Ensure compliance with the procurement process in place, identifying
training providers that are equipped with the right skills to meet the
organisational needs
 To act as an Ambassador for apprenticeships by raising the profile of
apprenticeships Trust wide.
 Provide specialist knowledge to inform the recruitment process for new
staff and ensure that existing staff have equal access to apprenticeship
development opportunities in keeping with workforce requirements
 Ensure that a rigorous communication strategy is adapted to inform Heads
of Departments of the correct processes so that they can then cascade the
correct information to their Managers
 Ensure that there is an adequate infrastructure that will be able to support
the targets set by the government
 Monitor the numbers of apprenticeship starts and completions on tracking
systems and apprenticeship training costs, undertaking quarterly reviews
to ensure progress
 Work in partnership with SYREC
 Inform departments where apprenticeships are not accessible due to
supply or whereby there is not a genuine job available to support the
apprenticeship

 Support divisions and corporate directorates in identifying apprenticeships
for entry level jobs
 Monitor and evaluate the following KPIs:
1. Annual target 2.3% of headcount by M12 to be apprenticeship
starts (to include new and existing staff)
2. Increase the levy spend as the availability of new standards arise,
with a particular focus on higher level apprenticeships
3. 80% completion rate in year
4. Greater than 50% of those apprentices completing an
apprenticeship recruited on a fixed term contract will go into
permanent employment within DBTH

Attendance Committee members must attend at least 75% of meetings. Members unable
requirements to attend should notify the group administrator 3 days in advance of the
meeting and attempt to arrange a deputy to attend
Frequency of 8 weekly (bi-monthly) – 1 hour 30 minute meetings
